Pirates, Piracy and Privateers

Pirates are staple of sea going fantasy and adventure stories. Piracy requires a number of things for it to exist.

The first is a secure base to operate from and perform repairs. Until the coming of steel hulled ships, the repair base often could be any temporarily isolated island upon which the vessel could be carrened for hull repairs. Steel hulls and mechanical propulsion put an end to that, at least as regards to ocean worthy pirate vessels. Besides a secure repair area the pirates need a way to dispose of their loot and buy supplies. This means a real town, not an isolated uninhabited island. The local authorities could be bribed to let the pirates in, or similar. This can change rapidly if the governor of the island changes. Or there could be no local authority. If the town is controlled by the pirates eventually a man'o'war will step in and close it down.

Second, the pirates pretty much need to have nobody directly hunting them. If sufficient resources are put into putting down piracy, it will stop.

Besides pirates, there are privateers. Privateers have a letter from a government to capture vessels from other nations. Usually it's nations that are hostile to the granting power.

 

nasty ideas: use Warhammer names to describe various military units in Oceana. some are tougher than the WH description, some are a lot weaker. also, each country or culture has differnet names for essentially the same spells. could even be each mage or school of magic if magic is not a science but a mostly secret art.
