The Unformed Lands are a huge area, and just about every form of government can be found if one travels far enough.
Mage domains are always at their heart an absolute dictatorship. The ruling mage may permit the inhabitants of the domain to participate or even do much of the day to day work of running the domain's government.
The Unformed Lands themselves are technically without government. People can not grow food or livestock in The Unformed Lands, so they must live in mirs or mage domains. Mirs, and to a lessor extent mage domains, will claim The Unformed Lands near or between their holdings.
Mirs are where the most variation of govenment is seen. Mirs range from barbarian warlords to advanced liberal demcracies. Small empires of mirs and the mage domains between the mirs are common.
