Article 33

a. Earth University is an Institute of EARTH COUNSEL. Earth University is a multidisciplinary and multicultural advanced Earth studies institution.

b. Earth University's Board of Governors is comprised of fifteen Delegate Advisors, no less than two from each Member Continent. Earth University’s board members shall include four Lithosphere, three Hydrosphere, two Atmosphere, and one Magnetosphere Delegate Advisors.

c. The mission of Earth University is to be an innovative, permanent, degree-granting, life-long learning institution to provide academic instruction in all aspects of Earth’s ecosphere.

d. Earth University will use modern technologies to create a global campus, taking advantage of world-wide talent and resources. The campuses will be linked through computerized networks to allow data transfer, video and audio conferences, broadcast of lectures, and an all-electronic library.

e. Earth University is established to undertake independent research in Earth-system science, administration, law and policy, and each program area of EARTH COUNSEL.

f. Research and coursework will focus upon the actual operation and projects of EARTH COUNSEL, and will include study of its organizational structure, principal and subsidiary organs, and the tasks they perform. Students will be required to participate in on-going projects, and will have the opportunity to publish their research and work in EARTH COUNSEL publications, i.e., Earth Press.

g. It is the intent of Earth University to form a skilled association of professionals to provide necessary leadership to evolve the human habitation of Earth.
