They are very close to each other. Hotaru's mother died a long time ago. When Professor Tomoe has been working on an experiment something went wrong. The whole lab exploded, only Professor Tomoe survived. He was holding his dead daughter and crying his heart out. Suddenly a black star appeared and said that it could save Hotaru. Tomoe was willing to give anything to have Hotaru alive again. The star told him that he wanted Tomoe's and Hotaru's body. From this time on both have been possessed by Daimons. When Hotaru swallows Chibi Usa's heart crystal she turns into Mistress 9. In order to fight with Uranus and Neptune the other Daimon  leaves the body of Professor Tomoe. The Daimon is killed by Uranus and Neptune. Professor Tomoe is very weak but he tries to help Hotaru to get rid of  Mistress 9,but Mistress 9 uses him to get Holy Grail from Sailormoon. When Pharaoh 90 reaches the earth, Mistress 9 is hit by several energy blasts. Sailormoon and Professor Tomoe try to protect her and jump in front of her. The love of her father helps Hotaru to destroy Mistress 9 and to transform into Sailorsaturn. After her battle against Pharaoh 90, Hotaru is reborn as a baby and now she can live a new and happy life together with her father who has lost parts of his memory until Pluto comes and talks to him about Hotaru.
