On January 13, 2000, the killing of the mentally retarded Johnny Paul Penry is planed to take place at Huntsville, after more than 20 years on death row.
Johnny P. is condemned for rape and murder. Johnny P. is on a mental age level of 6 years, IQ <50, which means that he is functioning like a child at this age.
Johnny P. ´s braindamage ( all forms of mental retardation are braindamages per definition) results in the subdevelopement of his abstracability.
This fact makes it impossible for him to understand and reflect properly about consequences of his acting, especially when difficult abstractions like the question about live and death are involved.
Sir, we are asking You to grant clemency to this man and to stop this act of barbarism and inhumanity.
