SBT CREW DUTIES


Duty rotations
Starbase Tango has 4 shifts of 8 hours each, which means that each shift overlaps the next one.  Every officer serves 1 shift per day while on duty, and at least 1/2 of the shift must be at their normal duty station, and remainder of the shift is used to complete other duties as assigned (training, patrol, paperwork, experiments, etc...)

Crew Assignments/Duties

COMMAND PERSONNEL

TITLE DUTIES
Commanding Officer
(CO)
The Starbase CO controls operations during Alpha shift, and gives commands to all Starbase crew. Also responsible for controlling arrivals/departures and movements of all ships in the sector. The SBCO is also responsible for the safety of everyone on the base, and is also held accountable for crew actions. The SBCO must also ensure that all Star Fleet and Federation rules and regulations are followed. During Emergencies the CO is called as Duty Officer in Main OPS.
Executive Officer (XO) The Starbase XO is second in command. If the CO is absent, he/she can take over his/her duties. He/she can give orders to anyone except the CO, and usually leads any away teams or special missions. All department heads report to the XO, who also deals with organizational schedules aboard station. During Emergencies the XO is called as Duty Officer in Secondary OPS.
Second Officer (SO) The base's 2nd officer also acts as the Utility Ship CO. He/she can assume the role of base XO or CO if needed. When one of the base's ships are sent on a routine mission not led by the base CO or XO, the 2nd officer assumes command the Starship for the mission. During Emergencies the 2nd Officer is called as Duty Officer in OPS III, or on one of the ships as needed.
Yeoman (YM) The Yeoman is an NCO administration position. They complete file work, general secretarial duties and transport sensitive messages on occasion.
Quartermaster/
Command Master Chief
(CMC)
The Quartermaster/CMC is the senior MCPO of the Starbase. He/she trains and supervises crewmen in operations, repairs, and protocols and sets the agenda for instruction in general operations; maintains the log, the SB clock, and watch and duty assignments for all OPS personnel; may assume any OPS, Bridge or Operations role as required; and is qualified to temporarily act as Commanding or Executive Officer if so ordered. The QM/CMC reports to the Executive Officer.

FLIGHT DECK and SPACEDOCK PERSONNEL

TITLE DUTIES
Flight Deck CO/
Wing Commander
(FDCO)
Responsible for the station's auxiliary craft including the USS Yeager and USS Faulkner.  He/she is in charge of pilot training, and assigns shuttle pilots as needed, signs out auxiliary craft to Star Fleet Personnel, controls maintenance, damage control and diagnostics to shuttlebay and all craft under his/her command.  In event of hostilities the Shuttle CO commands the defense wing in absence of a superior officer.  Works very closely with Operations Manager and Engineering.  The Shuttlebay CO reports to the SBXO.
Flight Deck XO/
Asst. Wing CO
(FDXO)
The Flight Deck XO must be prepared to assume the role of shuttlebay CO when necessary, oversees pilot training and directs all Flight Deck maintenance, damage control and diagnostics.  Maintains inventory of small craft and ensures their working order.  Maintains duty rosters for Flight Deck Personnel, and oversees the training of them.  Reports to the Flight Deck CO.
Flight Deck OPS/
Wing OPS
(FDO)
The Flight Deck Operations Officer oversees the operations that are undertaken in the shuttlebays and maintenance bay that is part of the ship or facility.  All request for launch and landing clearance must pass to the Flight Deck Operations Officer, who in turn must pass on requests to the Operations Officer manning the bridge.  Assists in the maintenance of duty rosters for flight deck personnel; the training and supervision of flight deck personnel; the supervision of the operation and technical maintenance of flight deck systems; and the storekeeping of flight deck equipment.  Reports to the Flight Deck XO. 
Flight Deck Controller
(FDC)
The Flight Deck Controller conducts quality assurance tests and drills and ensures Flight Deck readiness through the Flight Deck Mates.  The seniormost Flight Deck Controller may be appointed to Flight Deck OPS by the Flight Deck CO when necessary.  Reports to the Flight Deck OPS. 
Squadron Leader
Naval or Marine
(SQL)
The Squadron Leader may be either Marine or Naval rank (both Officer or NCO), and commands a Squadron of small defensive fighters.  The Squadron Leader must provide training for his/her Squadron both physically and mentally as well as maintain order and discipline.  The Squadron leader reports to the Asst. Wing Commander.  Any Officer may hold this position, but NCO's must have a min. rate of Sergeant or PO2.
Asst. Squadron Leader
Naval or Marine (ASQL)
Asst. to the Squadron Leader, responsible for overseeing the implementing of orders from the Squadron Leader.  May be held by any Marine or Naval NCO rate.
Fighter Pilot
Naval or Marine (FPIL)
Specialized pilot trained in combat techniques.  Also familiar with standard shuttles and runabouts.  Answers to Asst. Squadron Leader.  May be held by any officer or NCO.
Shuttle Pilot (PIL) All small spacecrafts aboard the Starbase (Shuttles, Runabouts, Captain's yacht etc.) are flown by Shuttle Pilots.  This is often the proving ground for new CONN Officers until they earn a berth on a starship.  Shuttle Pilots are part of the Flight Deck department, under the command of the Wing Commander, but may be assigned as replacement CONN on ships as needed.  In such cases he/she would fall under the Command of the CONN Officer. 
Flight Deck Engineer
(E-FD)
Flight Deck Engineer is a specialized Engineering post.  This Officer is assigned to the Flight Deck, and is responsible for the service and repair of all small vessel assigned to the base.  The flight deck must maintain a set number for craft at all times for evacuation purposes in case of emergency.  A team is assigned to the Engineer in charge of Shuttlecraft Maintenance, which is made up from NCO personnel, assigned by the Asst. and Chief Engineer.  The Engineer in charge of Shuttlecraft Maintenance reports to the Asst. Chief Engineer and Flight Deck OPS.
Flight Deck Mates
(FDM)
Reports to the Flight Controller and is responsible for the safe operation, maintenance and repair of ship's systems in one of the following areas of specialization:
Damage Control (D) - flight deck, fighter craft, and auxiliary craft safety and emergency equipment and systems.
Equipment (E) - standard, special, and emergency crew and crew support equipment.
Fuels (F) - fighter craft and auxiliary craft fuel, fueling systems, and containment systems.
Launching and Recovery (L) - fighter craft and auxiliary craft handling, preparation, launch and land procedures, and special recovery equipment.
Ordnance (O) - fighter craft and auxiliary craft weapons systems, and torpedo and probe inventories.
Supply and Logistics (S) - flight deck equipment storekeeping and maintenance.
Flight Control
Technicians (FCT)
Reports to the Flight Deck Controller and is responsible for the safe operation, maintenance, and repair of flight systems in one of the following areas of specialization:
Avionics and Flight Control (A) - navigational, piloting, reaction control and sensor systems.
Propulsion (P) - all drives and power systems.
Utilities and Support Systems (U) - environmental and communications systems, replicators, transporters, and all other secondary systems.
Navagation & Conn (N) - reaction control system, navigational sensor and input systems, automatic flight systems, manual flight systems, position verification, and Bridge to Engineering controls.

OPERATIONS & ENGINERING PERSONNEL

TITLE DUTIES
Chief Operations
Manager (OPS)
OPS controls all power systems aboard the station, coordinating everything from sensor usage to maintenance to weapons targeting, and generally ensuring that everything runs smoothly.  Can handle COMM, Transporters and Sensors, and Tactical.  Can tie in with all station functions.  Reports to Duty Officer.
Boatswain (BSN) One of the base's Chief Warrant Officer's holds the position of Boatswain.  The Boatswain (pronounced and also written "Bosun" or "Bos'n") trains and supervises personnel (including base personnel as well as passengers or vessels personnel) in general base and/or ship operations, repairs, and protocols;  maintains duty assignments for all Operations personnel;  sets the agenda for instruction in general base and/or ship operations;  supervises auxiliary and utility service personnel and daily base and/or ship maintenance;  coordinates all personnel cross-trained in damage control operations and supervises damage control and emergency operations;  may assume any Bridge or Operations role as required;  and is qualified to temporarily act as Operations Manager if so ordered.  The Boatswain reports to the Operations Manager.
Boatswain's Mate (BM) Reports to the Boatswain and is responsible for the execution and administration of his/her orders.  He/she assists in the maintenance of duty rosters for all crewmen, petty officers, and chief petty officers and coordination with the senior staff; the training and supervision of all personnel (whether civilian, enlisted, or commissioned officer) in general ship operations, repairs and protocols; the supervision of auxiliary and utility service personnel who conduct daily ship maintenance; the coordination and supervision of cross-trained personnel in damage control operations; the supervision of emergency operations; and the storekeeping of emergency equipment.  Boatswain's Mates render honors during official functions.  The seniormost Boatswain's Mate may be appointed to Boatswain by the Chief of Operations when necessary.
EPS Technician (O-EPS) Maintains the Electro-Plasma System for the station including: power transfer conduits, EPS power taps, and EPS power distribution; reports to the Boatswain's Mate.
Chief Engineer
(CE)
The Chief Engineer is responsible for the condition of all systems and equipment on the Starbase.  He/she oversees maintenance, repairs and upgrades of all equipment, and is also responsible for the repair teams during crisis situations, and assigned to the shipyard/spacedock.  The CE reports to the XO.
Assistant Chief Engineer
(ACE)
The Assistant Chief Engineer assists the Chief Engineer in all daily work; in issues regarding mechanical, administrative matters and co-ordaining repairs.  If so required the ACE must be able to take over as Chief Engineer, and thus must be versed in current information regarding the ship or facility.  The Asst. Chief Engineer reports to the Chief Engineer.
Engineer (ENG) There are several non specialized Engineers aboard of each vessel. They are assigned to their duties by the Chief  Engineer and the Assistant CE, and perform a number of different tasks as required (i.e. general maintenance and repair).  All are responsible for the station's power requirements, maintenance, damage control and diagnostics.  They are also responsible for smooth operation of Spacedock to bring ships in/out, and manage repairs or resupply.  Engineers report to the Asst. Chief Engineer, or their assigned specialist.
Engineer's Mate (EM) The Engineer's Mate trains and supervises Engineering crewmen in departmental operations, repairs, and protocols;  maintains duty assignments for all Engineering personnel; and is qualified to temporarily act as Chief Engineer if so ordered.  The Engineer's Mate reports to the Asst. Chief Engineer.
Communications Officer
(E-COMM)
The Communications Officer is an  Engineer specialized in voice and data Communication aboard the Starbase.  The vastness and complexity of this system requires a dedicated team to maintain the system.  The Communications Engineer is the Officer in charge of this team, which is made up from NCO personnel, assigned to the team by the Asst. and Chief Engineer.  He/she monitors all COMM traffic in the sector, and directs all incoming an outgoing communications for the starbase.  The Communications Engineer reports to the Asst. and Chief Engineer, and to the Duty Officer as needed.
Communications Mate (E-CmM) Reports to the Chief Communications Officer and is responsible for the execution and administration of his/her orders. He/she assists in the maintenance of duty rosters for communications personnel; the training and supervision of communications personnel; the supervision of the operation and technical maintenance of communications systems; and the storekeeping of communications equipment. The seniormost Communication's Mate may be appointed to Chief Communications Officer by the Chief of Operations when necessary.  Reports to the Chief Communications Officer
Communications
Technician (E-CmT)
Reports to the Communications Mate and is responsible for the safe operation, maintenance and repair of personal communicators, internal ship communications, short-range RF communications, and long-range subspace communications.
Matter/Energy specialist
(E-MARA)
The Matter/Energy Engineer is a specialized Engineer.  All aspect of matter energy transfers with the sole exception of the warp drive systems are handled by the Matter/Energy Engineer.  Such areas involved are transporter and replicator systems.  The Matter/Energy Engineer is the Officer in charge of a small team, which is made up from NCO personnel, assigned by the Asst. and Chief Engineer.  The Matter/Energy Engineer reports to the Asst. Chief Engineer.
Warp Drive specialist (E-WD) The Warp Drive Engineer is a specialized Engineer.  The complexity of the Warp Drive system and impulse systems of any starship if further complicated the different settings required for each ship.  No two vessels have exactly the same system aboard, and all settings require careful maintenance and checks to ensure peek performance.  On smaller vessels this task may be performed by the Chief Engineer, but larger vessel have a dedicated Officer who's role to to ensure the Warp Drive system and impulse systems runs under any condition.  A small team is assigned to the Warp Drive Engineer which is made up from NCO personnel, assigned by the Asst. and Chief Engineer.  The Warp Drive Engineer reports to the Asst. Chief Engineer.
Propulsion Technician
(E-PT)
Maintains and repairs fuel supplies and replenishment systems, injectors, magnetic constrictors, reaction chambers, plasma injectors (or accelerators/generators), field generator (or driver) coils, and field control (or exhaust vectoring); reports to the Engineer's Mate.
Structural /
Environmental Engineer
(E-SE)
The Structural and Environmental Engineer is a specialized Engineer.  The hull, bulkheads, interior supports, walls, Jeffries tubes, turbolifts, structural integrity field, internal dampening field, and environmental systems are all monitored and maintained by this officer and his/her team.  The team assigned to the Structural and Environmental Engineer is made up from NCO personnel, assigned by the Asst. Chief Engineer.  The Structural and Environmental Engineer reports to the Asst. Chief Engineer.
Structural Technician
(E-ST)
Works with Structural Engineers maintaining and repairing the station hull, spaceframe, decking, major hardware, and reinforcement systems; reports to the Engineer's Mate.
Environmental Technician
(E-EvT)
responsible for the safe operation, maintenance and repair of station's life support system, environmental controls, atmospheric system and artificial gravity system.
Service Technician (E-ST) Reports to the Boatswain's Mate and is responsible for the safe operation, maintenance and repair of the station's internal decor, lighting, heating, sanitation, locksmithing, laundry, housekeeping, replicators, holographics, tractor beams, and turbolifts.
Chief Damage
Control Officer (E-CDC)
The CDC is must ensure that all the station's safety and emergency systems are operational at all times.  The CDC conducts inspections, testing, and repairs as necessary and also assists in systems repair during Red Alert Mode conditions.  Also oversees conversion of base sections into emergency triage centers.  Reports to the Asst. Chief Engineer.
Damage Controlman (E-DC) Reports to the Chief Damage Control Officer and is responsible for the safe operation and administration of the ship's safety and emergency systems including diagnostics, fire suppression, environmental shelters, forcefields, and lifeboats. conducts systems repair during Red Alert Mode conditions; and conversion of ship sections into emergency triage centers.
Sensor Maintenance (E-SNS) The Sensor Maintenance Engineer is a specialized Engineer. Dedicated to the maintenance and operation of all base sensor systems.  A small team is assigned to the Sensor Maintenance Engineer, which is made up from NCO personnel, assigned by the Asst. and Chief Engineer.  The Sensor Maintenance Engineer reports to the Asst. Chief Engineer.
Computer Engineer (E-CE) The Computer Engineer is a specialized Engineer.  The new generation of Computer systems are highly developed.  This system needs much maintenance and the Computer Engineer was introduced to relieve the Science Officer, whose duty this was in the very early days.  A small team is assigned to the Computer Engineer, which is made up from NCO personnel assigned by the Asst. and Chief Engineer. The Computer Engineer reports to the Asst. Chief Engineer.
Computer Technician (E-CT) Works with Computer engineers to maintain all computer systems including; LCARS, computer cores, subprocessors, ODN, isolinear and biogel systems, and personal access display devices; for the base, docked ships, and small craft.  Reports to the Boatswain's Mate.
Materials Officer - Also known
as Logistics and Supply Officer.
(E-MO)
One of the Warrant Officers on board the base is the Materials Officer - also referred to as Logistics and Supply Officer.  He/She must maintain a significant stock of spare parts and supplies in inventory at all times, and the Materials Officer is the person responsible for the requesting part from Star Fleet and maintaining the stock and inventory of all spare parts.  He/she is also responsible for large scale replicator usage, and the fabrication of nearly any critical ship part if it is not available through other sources.  On Bases or similar outposts the MO is also responsible for assigning quarters to new personnel.  All request for supplies and equipment that cannot be processed through a standard Replicator must be passed to the Materials Officer, who check and send the final request to the XO for final approval.  A good Materials Officer is never caught short on supplies.  Reports to the Asst. Chief Engineer.
Chief Transporter Officer
(E-CTO)
Responsible for the operation of all Transporter systems on the Starbase, including duty rosters, maintenance, and training / supervision of transporter personnel.  Reports to the Asst. Chief Engineer, and to the Chief OPS Officer.
Transporter Mate (E-TM) Reports to the Chief Transporter Officer and is responsible for the execution and administration of his/her orders. He/she assists in the maintenance of duty rosters for transporter personnel; the training and supervision of transporter personnel; the supervision of the operation and technical maintenance of transporter systems; and the storekeeping of transporters equipment. The seniormost Transporters Mate may be appointed to Chief Transporter Officer by the Chief of Operations when necessary.
Transporter Technician (E-TT) Reports to the Transporters Mate and is responsible for the safe operation, maintenance and repair of targeting and locking systems, power generation and conversion, phase transition control, molecular imaging, pattern buffer, and biofilter control, and matter stream transmission control.
Construction Master Chief
(E-CMC)
Construction Engineers are skilled tradesmen.  They are specialized in several sections of engineering systems listed.  The CCE oversees construction and refit of ships docked and in construction platforms.  Coordinates with the Materials Officer to ensure supplies are adequate.  Reports to the Asst. Chief Engineer.

SECURITY & TACTICAL PERSONNEL

TITLE DUTIES
Chief of Security
(COS)
The Chief of Security's duty is to ensure the safety of everyone on the base from crewmembers, civilians, guests, visitors, diplomats, and temporary Star Fleet members (from visiting ships).  Must maintain duty rosters for the Security Department, ensure all Security members are trained in their duties, and maintain "holding" facilities for people arrested.  The COS may call in the Marine Corps Platoon to assist Security teams as needed.  The Marines would operate as part of the Security Department.  In emergencies the COS is called to be Duty Officer in Battle Center II.  The COS reports to the Starbase XO or to Duty Officer in Main OPS as needed.
Deputy of Security
(DOS)
The Deputy of Security assists the Chief of Security in the daily work; in issues regarding Security and administrative matters.  If required the Deputy must be able to take command of the Security department.  The DOS reports to the COS.
Security Officer
(SEC)
There are several Security Officers on the base, and are assigned to their duties by the Deputy of Security.  Duties are to guard sensitive areas, protect people, patrol decks, and handle routine inspections.  All Security Officers report to the Deputy of Security.
Security Officer-
Brig Officer (S-BG)
The Brig Officer is a Security Officer who has chosen to specialize in a specific role.  She/he guards the brig and detention cells.  Other duties are prisoner transport, and interrogation of prisoners.  Brig Officers must have a good knowledge of force field technology, and are usually experts in escaping such confinements.  All Brig Officers report to the Deputy of Security.
Security Officer-
VIP Bodyguard
(S-VIPB)
VIPs are sometimes difficult people to get along with.  They can be demanding, and want things as soon as they ask for it.  A VIP Bodyguard has not only to guarantee for the safety of the person s/he guards, but must also be good at organizing the requests from VIPs.  Bodyguards must work with Diplomatic Officers, and must be trained in some Diplomatic Functions.  A Bodyguard must be diplomatic about what he/she has heard or says while near VIP guests.  When not serving as VIP Bodyguard they are assigned to normal Security duties.  Bodyguards report to the Deputy of Security or the Assistant Diplomatic Officer as needed.
Master-at-Arms
(MAA)
The Master-at-Arms trains and supervises Security crewmen in departmental operations, repairs, and protocols;  maintains duty assignments for all Security personnel; supervises weapons locker access and small firearm deployment;  and is qualified to temporarily act as Chief of Security if so ordered.  The Master-at-Arms reports to the Chief of Security.
Security Crewmen
(S-CM)
Security Crewmen make up the bulk of all Security teams on the base.  Responsibilities are similar to "Security Officer" above, but crewmen would report to their assigned officer first, then to the Master-at-Arms.
Chief Tactical Officer
(CTAC)
The Chief Tactical Officer is the Starbase's weapon specialist.  He/she is responsible for all offensive and defensive systems, with the exception of the Fighter Wing.  The Chief Tactical Officer advises the Starbase CO on tactical matters.  Very often Tactical Officers are also trained in ground combat and small unit tactics.  The Chief Tactical Officer must be in communication with the Diplomatic Corps and should be aware of current Diplomatic situations and up to date on the latest technological capabilities of all threat alien races, and even the capabilities of allied alien species.  The Tactical Chief must ensure that the weapons systems aboard the starbase are operational, works with the Materials Officer and Chief Engineer to replace, maintain, and repair equipment when needed.  Establishes training routines for reloading photon launchers, operating weapon systems, and shield generators.  During Emergencies the CTO is called to be Duty Officer in Battle Center III.  The CTO reports to the Starbase XO or Duty Officer in Main OPS.
Deputy Tactical Officer
(DTAC)
The Deputy Tactical Officer assists the Chief Tactical Officer in the daily work; in issues regarding tactical and administrative matters.  The DTO oversees training of Tactical Officers, acts as liaison between the Diplomatic Corps, Intelligence Dept., and Security Dept.  Must be able to assume the role of CTO when needed.  The DTO reports to the Chief Tactical Officer.
Tactical Officer (TAC) Tactical Officers are the base's gunmen.  They assist the Chief Tactical Officer by running and maintaining the numerous weapons systems aboard the starbase, and may also act as analysts and tactical planners when needed.  Very often Tactical Officers are also trained in ground combat and small unit tactics.  May also act as Security Officers when needed.  Tactical Officers report to the Deputy Tactical Officer or Deputy of Security when assigned.
Gunner's Mate (GMT) The Gunner's Mate trains and supervises Tactical crewmen in tactical operations, repairs, and protocols; maintains duty assignments for all Tactical personnel; supervises ordnance inventory, preparation, and deployment; and is qualified to temporarily act as Chief Tactical Officer if so ordered.  The Gunner's Mate reports to the Deputy of Tactical.
Tactical Crewmen
(T-CM)
Tactical Crewmen make up the bulk of all Tactical members on the base.  Responsibilities are similar to "Tactical Officer" above, but crewmen would report to their assigned officer first, then to the Gunner's Mate.

MEDICAL PERSONNEL

TITLE DUTIES
Chief Medical Officer
(CMO)
The Chief Medical Officer is responsible for the physical health of everyone on the starbase.  His/her function is to ensure that they do not get sick or injured to begin with, and to this end monitors their health and conditioning with regular crew check ups.  If necessary, the Chief Medical Officer can remove anyone from duty, even a commanding officer, and can call for a medical quarantine of any section of the Starbase.  He/she may provide medical advice to any individual who requests it.  The CMO is also responsible for all medical wards, Medical labs, Surgical suites, and other facilities.  As department head he/she is responsible for approving duty rosters, and oversees all Medical experiments.  The CMO reports to the SB XO.

Medical Officer
(ACMO)
Because the Starbase has numerous personnel aboard, the Chief Medical Officer cannot be expect to do all the work required.  The Asst. Chief Medical Officer assists Chief in all areas from administration, application of medical care, creating duty rosters, and acting as liaison with other departments as needed.  The Asst. CMO reports to the CMO.
Medical Officer
(MED)
Medical Officers undertake the majority of the work aboard the starbase from examining the crew, administering medical care to Civilians, and operation of base clinics not directly overseen by the Chief Medical Officer.  All Medical Officers report to the Asst. CMO.
Chief Surgeon
(CSURG)
The Chief Surgeon oversees all Surgical procedures on the Starbase.  He/she creates duty rosters for surgeons under him/her, and oversees training of all Surgeons in new techniques.  Must be on call at all times for emergencies.  The Chief Surgeon reports to the CMO.
Surgeon (SURG) All Surgeons may assist the Chief Surgeon in Surgical procedures, and may perform other operations when directed by the Chief Surgeon.  Must be on call at all times for emergencies.  All Surgeons report to the Chief Surgeon.
Head Nurse

The Head Nurse oversees all Nurses on the base.  He/she ensures that they are assigned to tasks and are working as required in their area.  The Head Nurse may perform the duties of any normal nurse, but most often assists the Medical Officer on duty in the main sickbay.  The Head Nurse maintains duty rosters for all nursing staff, oversees care of patients in medical wards, and controls access to medical supplies.  The Head Nurse reports to the Asst. CMO.
Nurse (M-NS) Nurses are trained in basic medical care, and are capable of dealing with less serious medical cases.  In more serious matters the nurse assist the medical officer in the examination and administration of medical care.  This may be administration of required drugs, using instruments to heal wounds, or simply assuring the injured party that they will be ok.  The Nurses also maintain the medical wards, overseeing the patients and ensuring they are receiving medication and care as instructed by the Medical Officer.  All Nurses report to the Medical Officer on duty and to the Head Nurse.
EMH (EMH) Two EMH programs are currently available, the longer term Mark II and the short term Mark I.  Both are developed to act as the Chief Medical Officer when required, and can also be activated to provide additional assistance to the real Chief Medical Officer.  The EMH is programmed with all current medical knowledge and has the ability to learn as required.  Additionally the EMH can take on any other medical role as required by the Medical Officer.  The EMH reports to any officer present.
Counselor (CNS) The Starbase Counselor is considered part of Star fleet medical because of their training in psychology.  The Counselor is responsible for advising the SB CO when dealing with other people and/or races, and in helping crew members with personal, psychological, and emotional problems.  Often works in cooperation with the Diplomatic Corps when dealing with other races or cultures.  The reports to the CMO and SB XO.
Physician's Mate
(MT-P)
The Physician's Mate trains and supervises Medical crewmen in departmental operations, repairs, and protocols;  maintains duty assignments for all Medical personnel; leads triage and emergency medical efforts when necessary;  co-ordinates all personnel cross-trained in emergency medical operations; and is qualified to temporarily act as Chief Medical Officer (except where surgical procedures must be performed) if so ordered. The Physician's Mate reports to the Chief Medical Officer.
Medical Crewmen
(M-CM)
Medical Crewmen often are called Orderlies, Nurse's Assistants, and Medics.  Each has specialized duties as outlined below.

Orderlies are assigned to medical wards, Sickbays, and Surgical Suites as needed to clean the facility, re-stock supplies, and assist in patient transportation if necessary.  Orderlies report to the Duty Officer, and to the Physician's Mate.

Nurse's Assistants are assigned to all Medical Areas to assist all Nurses in their duties.  They MAY NOT administer any medications or do any medical procedures other than checking patient vital signs.  Nurse's Assistants report to their assigned Nurse, and to the Physician's Mate.
Medical Crewmen -

Medics are trained in emergency medical care, and are usually the first to arrive in any medical emergency.  All Medics report to the Physician's Mate and to any Medical Duty Officer.

Chief Science Officer
(CSO)
The Chief Science Officer is responsible for maintaining all science labs, conducting experiments, scans, analyses and reports for any encountered phenomena.  He/she is also responsible with providing the ship's captain with scientific information when needed for command decisions.  The Science department has a staff of officers that specialize in specific areas of Science and report to the head of department.  The CSO reports to the SB XO.
Asst. Chief Science Officer
(ACSO)
The Asst. Chief Science Officer assists Chief in all areas, such as administration, and analysis of scientific data.  The Asst. often will take part in specific analysis of important data along with the Chief Science Officer, however he/she spends most time overseeing current projects and the section heads.  The Asst. CSO must be able to assume the role of CSO when needed.  The Asst. CSO reports to the CSO.
Science Officer (SCI) There are several general Science Officers aboard the base.  They are assigned to their duties by the Assistant Chief Science Officer.  Assignments may include work for Section heads, as well as duties for work been carried out by the Chief and Asst. CSO.  All Science Officers report to the Asst. CSO, or the section head they are assigned to.
Stellar Cartographer
(SC-STC)
The Stellar Cartographer is a specialized Science Officer in charge of the Stellar Cartographer bay.  This role entails the study of all spatial phenomenon, and the implications of such phenomenon.  Has close ties with the Physics and Astrometrics Section.  The Stellar Cartographer reports to the Asst. CSO.
Astrometrics (SC-AST) The Astrometrics Officer is a specialized Science Officer in charge of the Astrometrics Section.  This role entails the maintaining, correction and production of new stellar maps.  Has close ties with the the Physics Section, Stellar Cartographer, and Diplomatic Corps.  The Astrometrics Officer reports to Asst. CSO.
Biologist (SC-BIO) A Biologist is a specialized Science Officer trained in several areas, which includes the study of biology, botany, zoology and many more Life Sciences.  There are many Science officers in this section for each area all under the direction of the Biologist.  The Biologist reports to the Asst. CSO.
Physicist (SC-PHY) A Physicist is Science Officer specializing in Physics.  It includes the study of mathematical calculations and there implication and viability on the natural physics of the universe.  It also involves the study of the natural physics of the universe and attempts to decipher them.  Has close ties with the Stellar Cartographer and Astrometrics Section.  The Physicist reports to the Asst. CSO.
Language Specialist
(SC-LS)
Language Specialist's are Science Officers which deal with Linguistics.  This role involves the study of new and old languages and text in an attempt to better understand and interpret there meaning.  Has close ties with the Diplomatic Personnel.  Language Specialists report to the Asst. CSO, or to a Diplomatic Officer as needed.

Alien Anthropologist's, also called A/A Officers, are Science Officers trained in Alien Cultures.  This involves the study of all newly discovered alien species and life forms, from the long dead to thriving.  The A/A Officer has close ties to the History Section, Geology Section, and Diplomatic Personnel.  A/A Officers report to the Asst. CSO, or to a Diplomatic Officer as needed.
Zoologist / Exobiologist
(SC-ZE)
Zoologists/Exobiologists are specialized Science Officers trained in Alien animal life forms.  Similar to the old Terran Veterinarian, but they deal with all species of animal life.  Zoologsts / Exobiologists report to the Asst. CSO, or to other officer as needed.
Chemist (SC-CHEM) Chemists are scientists trained in all known chemical elements, their properties and how they react when mixed.  Chemists report to the Asst. CSO, or to other officer as needed.
Geneticist (SC-GNE) Geneticists are specialized Chemists in the field of the makeup of living cells and DNA.  Geneticists report to the Asst. CSO, or to other officer as needed.
Botanist / Ecologist
(SC-BOT)
Botanists and Ecologists are scientists which study plant life.  Including their properties, locations, and growth patterns.  Botanists / Ecologists report to the Asst. CSO, or to other officer as needed.
Geologist (SC-GEO) Geologists are scientists concerned primarily with rocks and derivative materials that make up the outer crusts of planets.  To understand these materials, geologists make use of knowledge from other fields, such as physics, chemistry, and biology; the geological fields of geochemistry, geophysics, geochronology, and paleontology, incorporate other sciences, enabling geologists to understand better the working of planetary processes through time.  Geologists report to the Asst. CSO, or to other officer as needed.
Hydrologist
(SC-HYD)
Hydrologists study water of any kind in any form.  They study patterns and paths of moving water over time (similar to geologists), and where it may go in the future.  Primary concern is maintaining the purity of water for culinary purposes.  Hydrologists report to the Asst. CSO, or to other officer as needed.
Astrophysicist
(SC-APHY)
The Astrophysicist works closely with the Stellar cartography and Astrometrics departments to study stars and stellar phenomena.  Their highest concern is determining the makeup, age and class/type of stars, and the star's overall status (danger of Nova, etc...)  Astrophysicists report to the Asst. CSO, or to other officer as needed.
Historian (SC-HST) Historians are Officers that are often Diplomatic Officers as well.  The Historian is versed in all history of one or more cultures.  Can be called upon to act as Diplomatic Specialist when dealing with that culture.  Has close ties to the Diplomatic Corps History specialist, and the A/A Officer.  The Historian reports to the Asst. CSO, and the DA or other officer by assignment.
Scientist's Mate
(MT-SCI)
The Scientist's Mate trains and supervises Science crewmen in departmental operations, repairs, and protocols;  maintains duty assignments for all Science personnel; supervises all specimen preparation, cataloguing, and storage;  and is qualified to temporarily act as Chief Science Officer if so ordered.  The Scientist's Mate reports to the Chief Science Officer.
Science Crewmen
(SC-CM)
Science Crewmen make up the bulk of the department.  They are assigned to their duties by the Scientist's Mate and can include work for Section heads, and Section Jr. Officers.  All Science Crewmen report to the section head they are assigned to and to the Scientist's Mate.

MARINE PERSONNEL

Platoon Commander
(M-CO)
The Platoon Commander is responsible for all the Marine personnel assigned to the base.  He/she is often required to take command of any special ground operations and liaise such actions with security.  The Platoon Commander ensures that all Marines under him are trained and prepared at all times for emergencies.  This includes overseeing training maneuvers, and drills when needed.  The Platoon Commander reports to the SB XO.
Asst. Platoon Commander
(M-XO)
The Assistant Platoon Commander works like any Asst. Department head, removing some of the work load from the Platoon Commander and if the need arises taking on the role of Platoon Commander.  He/she overseas the regular duties of the Marines, from regular drills to equipment training, assignment and supply request to the ship/facility's Materials Officer.  The Platoon XO reports to the Platoon Commander.
Platoon Aide-de-Camp
(M-ADC or just ADC)
This post is held by the highest rated NCO in the marine Platoon, but must have had experience commanding a Squad, and achieved the minimal rate of Gunnery Sergeant.  His/her duties are to assign, co-ordinate, and supervise training of personnel within in each Squad.  The Aide-de-Camp also provides additional training to NCO's who wish to hold Command positions (Asst. Squad Leader and Squad Leader).  The Aide-de-Camp maintains communications between the Quartermaster, and ensures that all Officer and Marines in the Squads perform to proper SF protocol.  Reports directly to the Platoon XO.
Squad Leader (M-SL) Squad Leaders are responsible for the welfare of all Marine NCO's under his/her command in a Squad.  The Squad Leader Position is open to any Officer rank, or any NCO with a rate of Sergeant.  He/she is required to lead and command the Squad in and out of Combat, provide training for the Squad both physically and mentally, maintain order and discipline.  Squad Leaders report to the Aide-de-Camp, or Platoon XO.
Asst. Squad Leader
(M-ASL)
The Asst. Squad leader is responsible for overseeing the implementing of orders from the Squad Leader.  It may be held by any Marine NCO rate.  The Asst. Squad Leader reports to the Squad Leader.
Infantryman (INF) The Infantryman is sometimes referred to as the grunt.  They are the field troops and the backbone of the Marines.  Infantrymen are required to follow orders, and think oh his/her feet if needed.  They report to the Asst. Squad Leader.
Munitions Expert
(M-ME)
A Marine Infantryman may undergo additional training to specialize in a specific area. Explosives and hand weapons are the working tools of the Marines.  The Munitions Expert is the person to ask when specialized applications are needed.  The Munitions Expert is skilled in identifying, and providing information on any weapon.  There is usually one per Platoon.  The Munitions Expert reports to the Asst. Squad Leader.
Communication's Expert
(M-CE)
A Marine Infantryman may undergo additional training to specialized in a specific area.  When a Squad is sent into combat, or any form of away mission requiring a split up in the team, the Communications Expert must co-ordinate and maintain an accurate position reference for the away team.  This individual is also responsible for passing out orders and commands to the away team if they are not in close contact.  There is normally one per Squad.  COMM Experts report to the Asst. Squad Leader.

SPECIAL SERVICES PERSONNEL

TITLE DUTIES
Special Services Chief (SSC) As Department Head, the SSC handles all Diplomatic and Intelligence matters on the station. May also act as a Federation Ambassador or as JAG as needed.  The Special Services Chief reports to the base XO.
Special Services Asst. Chief (SSAC) As Asst. Department Head, the SSC is responsible for making duty schedules, ensuring all members of the department are trained, overseeing operational matters of all sections of the Special Services. May act as SSC if needed.  The SSAC reports to the SSC.
Diplomatic Officer/JAG
(DO/JAG)
Handles diplomatic matters with visiting cultures.  Works as liaison officer for cultural embassies on the station. Must be familiar with many areas: history, politics, economics, military, negotiation techniques, counseling, and must be well versed on status of cultures and their current alignment to the UFP. May also act as a Federation Ambassador as needed. JAG responsibilities are to give legal advice to anyone aboard the station, conduct trials as prosecutor, defense or judge as necessary. The Diplomatic Officer reports to the SSAC.
Diplomatic Aide (DA) The Diplomatic Aide reports to the Base's Chief Diplomatic Officer, and can stand in and run the Diplomatic Department as required should the Chief Diplomatic Officer be absent for any reason. The Aide must be versed in all Diplomatic information regarding the current status of the Federation and its aligned and non aligned neighbors. Diplomatic Section heads and specialists report to DA.  The Diplomatic Aide reports to the Diplomatic Officer.
History Specialist (D-HS) The History Specialist is versed in all history of one or more cultures. Can be called upon to act as Diplomatic Specialist when dealing with that culture. Has close ties to the Science department's Historian, and A/A Officer. The History Specialist reports to the DA or other officer by assignment.
Records Officer (D-RO) The Records Officer maintains records regarding legal and/or diplomatic issues from the Federation member worlds. Reports to the Diplomatic Aide.
Ambassador An Ambassador can be from any culture. He/she represents their culture to the Federation and/or Star fleet.  May speak for their home culture in most matters. Reports to homeworld Governments, and to the XO or CO as needed.
Temporal Specialist (D-TS) Temporal specialists are unique officers.  They are experts on History - specifically what happens when/if history changes as a result of a temporal incursion.  TS officers are sent out to investigate any and all temporal events large and small.  They are occasionally sent to correct a temporal event if needed, but they are very careful to prevent any further incursions as a result of their actions.  TS officers report to Star Fleet's Temporal Department Head, and to other officers as needed.
Chief Intelligence Analyst
(CIA)
The CIA as department head is responsible for providing specific information as needed to Star Fleet Command, the CO, XO or other officer as designated.
He/she is the liaison between Star fleet and his/her Intelligence team.
Asst. Chief Intelligence Analyst
(ACIA)
Gather the information from the other Intelligence officers, analyze it based on their recommendations and present it to the CIA in a clear objective format.  Create "scenarios" for potential problems based on the information gathered.  Reports to the CIA.
Intelligence Analyst (I-A) This agent acts as mission specialist and researches all data received from SFI and organizes it into an operational report for the team.  Must have detailed understanding of other Intelligence operations and the structure of enemy government and military.  Provides valuable tactical information on which the team operates.  Often works in partnership with the Infiltration Expert.  Normally a Civilian or Star Fleet officer.  Reports to the ACIA or other as needed.
Intelligence Generalist (I-G) Elite Officers trained in all aspects of operations.  Acts as an assistant to any one of the specialists when needed.  Can readily cover most positions on the team.  Most are specialists in tactics and undercover OPS, and can be used as mission advisors as needed.  Reports to the ACIA or other as needed.
Infiltration Expert (I-IE) An officer trained entering enemy facilities or cultures when needed.  Usually a highly trained Marine or Security officer from Star Fleet, or related Civilian work; this officer often undertakes missions into target territory as a forward reconnaissance role.  Reports to the ACIA or other as needed.
Extraction Specialist (I-ES) Just as the Infiltration Specialist is trained in entering enemy facilities, the Extraction Specialist is trained in getting out.  Usually a highly trained Marine or Security officer from Star Fleet, or related Civilian work; this officer is responsible for getting team members out of hostile territory, and/or "cleaning up" evidence if necessary.  Reports to the ACIA or other as needed.
Pilot (I-Pi) The team Pilot can be either a Star Fleet NCO, Officer or Marine trained and qualified to pilot any craft, normally with very advanced flight training including fighter experience.  Reasonable for Team transportation and extraction.  Reports to the ACIA or other as needed.
Engineering Specialist (I-ES) The Intelligence Engineering Specialist normally has a Star Fleet or Civilian background before joining.  The Engineer must be a highly skilled engineer and is responsible for the analysis of target technology, and also aids in infiltration, acquisition and sabotage operations when required.  Also maintains the team's support vessels and equipment.  Reports to the ACIA or other as needed.
Weapons Specialist (I-WS) May be either a Marine or Star Fleet Security / Tactical officer, the Weapons Specialist acts as the team armorer.  Must be an expert in small arms, small unit tactics and assault techniques, responsible for all weapons used by the team.  Can act as a team leader during any assault. Reports to the ACIA or other as needed.
Science Specialist (I-SS) May have a background in either Civilian or Star Fleet, the Science officer provides technical assistance to the team.  Must be skilled in computer science, to be able to defeat enemy security codes and extract information.  The understanding of a broad range of sciences provides the team with a valuable skill set to draw on.
Medical Specialist (I-MS) The Intelligence Medical Specialist normally has a Star Fleet or Civilian background before joining.  The Doctor provides medical support to the team as well as technical support in both Medical and the Bio-Science fields. Reports to the ACIA or other as needed.
Psionics Specialists (I-PS) Although direct Psychic activity is strictly prohibited by Star Fleet regulations, the Psionic Specialist provides an effective countermeasure against enemy psychics.  This agent also acts as Team counselor and uses low level emphatic talents to assist the team within the ethical framework provided by SFI.  This agent may be from a Civilian or Star Fleet background. Reports to the ACIA or other as needed.

CIVILIAN PERSONNEL

Bar/Lounge Manager,
Bartender
A Starbase is operational 24 hours a day, and thus people are on duty around the clock, each having their free time at different times, but the recreational areas must stay open to accommodate these people, the Bar/Lounge Manger runs such establishments for the crew.  A Bar/Lounge Manager could not keep going 24 hours every day, and thus requires staff to assist him/her, the bartender's role is to relieve the manager of the responsibility for part of the time.
Water/Waitress Every bar and restaurant needs some form of friendly service to help the crew relax.  A warm smile who brings your food or drinks, to chat when somebody is alone or down.  The Water/Waitress are those people.
School Teacher In the 24th century, many children are taught by computer holograms.  However real interaction with a living person is still valued as a computer can only teach so much.  The Teacher's responsibility is to educate the children aboard the base.  Teachers can also provide assistance in his/her field of specialty when required.
Civilian Many Federation facilities have many civilian personnel aboard.  This is because Star fleet believes that family is important and member of Star fleet should be allowed to stay with their loved ones while serving in these locations.
