Unclassified Information is common knowledge, widely available through the media or other public sources. | Civilians and other non-military personnel. |
| RATING 1 - RESTRICTED |
This information may be available through certain public sources with limited access, such as political or military affairs analysis publications. | Interstellar merchants, explorers (through sometimes-unreliable sources), and all Star Fleet personnel. |
| RATING 2 - CONFIDENTIAL |
Information is available to any officer on a "specific" need, such as arrival of a visiting dignitary. | All Security personnel and officers of LT. or above. |
| RATING 3 - CLASSIFIED |
Information is available only through official Star Fleet channels, such as mission related, or due to an assignment/orders. | All StarFleet intelligence personnel, most Security Officers of LTjg., and all department heads. |
| RATING 4 - SEPCIFIC NEED |
Information is given out only if there is a specific need - to a specific department, such as ship's destination during a mission (at times). | Senior officers above LCDR, Intelligence Officers above LTjg. |
| RATING 5 - LOW SECRET |
Information is given to only a few officers, such as if an officer or ship is going on a dangerous mission, or if the area the ship/facility operates in is in danger. | The Captain and First Officer on all Star Fleet Vessels/Facilities, some officers above CDR (as needed), some Security Officers above LCDR (as needed) and Intelligence officers above LT. |
| RATING 6 - SECRET |
Information is given "as needed" to officers involved, such as current operations in an sector. | Most intelligence officers of LCDR rank, Captains of vital Star Fleet facilities and all flag-rank officers. |
| RATING 7 - TOP SECRET |
Information of extreme importance given only on a vital need, such as location of secret facilities/vessles. | Most intelligence officers of Cdr. or higher and certain flag-rank officers have a rating of 7. |
| RATING 8 - NEED TO KNOW |
Given only on a case-by-case basis, such as attack plans under development. | Limited to top-echelon officers of Star Fleet command and Star Fleet intelligence command. |
| RATING 9 - ULTRA SECRET |
This rating exists only for situations of extreme importance to Federation security. | The UFP President and his advisors, few of the top Star Fleet Command officers, and the head of Star Fleet Intelligence. |
