The STII eBook: A Digital Library for the price of a value meal
At only P 80 each CD, the STII ebook on PDF file is very affordable to a student or a housewife's budget, equivalent only to a value meal consisting of a burgher, French fries, some sweet pie or cooler, and a drink. This is like satisfying your intellectual hunger without spending so much. An Adobe Acrobat Reader (software for reading the ebooks) is included on each CD.
Now on its second year, the STII ebooks product line carries nine titles--

So far, the STII ebooks on CDs have benefitted two university libraries, two youth and academic foundations, two doctors, a lawyer, numerous science and computer teachers and students, writers, librarians, entrepreneurs, and hundreds of online readers of free editions at oocities.com/science_ebooks2003.
The concept of STII ebooks began in January 2003 when budget constraints made the IRAD Information Products Group think of a way to continue serving the information needs of its clients consisting of educators and other professionals, students and researchers, librarians, writers, and entrepreneurs.
Since costs of paper and other printing supplies have become prohibitive, IRAD published on the Web its former printed publications-- Infoscience, Philippine Technical Information Series, and Tekno Tulong. But online publishing also has some constraints. There are times when the STII Web site cannot be accessed due to technical problems. And not all of STII clients have Internet connection.
Thus IRAD started to produce digital information products on FD (floppy diskettes) initially. Again, FD has limitations. It cannot hold large data and the users miss out on images and other graphic files.
A CD-R seemed perfect. It can hold up to 700 MB of data. Our first CD, in fact consisted of four categories of topics-- Tekno Tulong, Science, ICT, and Literature / Screenplays priced at P 500 each CD. Later on we came up with separate CDs for every topic, as suggested by the librarian from one of our university-clients. The price was lowered to P 200 then P 170 until we found a very attractive pricing, which is P 80 each CD. It was a blessing that we learned where to buy low-cost generic CD-R-- not from bookstores but from computer stores. How we wish we can import directly from Imation Taiwan at a much lower cost, so we can afford to offer our CD products at only P40 each. STII is in search of a generous sponsor-- whether a CD manufacturer or a corporation who will see it fit to include in its CSR program the distribution of STII ebooks on CDs in every library of all public high schools, vocational schools, colleges and universities in the country. Investors may also want to provide hosting and domain for the online editons.

Introduced to the public in July 2003 during the annual National Science and Technology Week at the PTTC in Roxas Boulevard, the STII eBooks on CDs are a public service of the Science and Technology Information Institute to users who do not have a sustained access to Internet. STII supports the WSIS Geneva Declaration 2003, sec. B3, par. 25 (facilitating access to public domain information). Users pay only for subsidized costs of production supplies, storage and retrieval medium together with Internet connectivity that makes possible the downloads of many public domain information which are free from copyright restrictions. Many of the ebooks are also produced and annually updated / revised by in-house content creators.

The information contained in the STII ebooks on CDs were either produced by in-house content creators or downloaded from public domains of the Web without copyright restrictions; and shared to the public in support of the WSIS Declaration of Principles in Geneva, 2003, sec. B3, par. 25 (facilitating access to public domain information, full text can be viewed at www.itu.int/wsis/); reinforced by the Freedom of Information document from UNESCO that reiterated the "duty to publish."
An eBook, short for electronic book, is any type of book that has been made into an electronic edition and distributed in a digital format-- whether online on the Web, compact or floppy disc, or audio casette.
Adobe Acrobat Reader is included on the CD.
Users pay only for subsidized costs of production supplies, storage and retrieval medium together with Internet connectivity. Contents are free.
