3-year plan adopts 'Empowerment Towards the Year 2000'

    t the Jakarta General Assembly, SEAPAVAA adopted a three-year strategic plan to stimulate the development of AV archiving in the South East Asia-Pacific Region. Some key elements of the plan are envisioned to attain the following goals by the year 2000.

    Networking and Communication

    • To link all AV archives in the region by Internet or a communication network to facilitate exchange of information and skills development;
    • To increase awareness-raising strategies on AV heritage and archiving issues;
    • To exchange personnel and staff for trainings, seminars, and workshops;
    • To seek membership/recognized status for SEAPAVAA in international audiovisual associations such as FIAF, AMIA, UNESCO, ABU, IASA, FIAT, NETPAC, etc.

    Awareness and Promotion

    • To have all AV archives in the region recognized and supported by a policy statement from their national governments and have provision of baseline funding in countries where it does not yet exist;
    • To increase awareness and support from resource providers and stakeholders and develop sponsorship projects;
    • To increase public awareness and community appreciation of audiovisual heritage through publicity at the national level, lectures, events and visits by experts.

    Technical

    • To set up regional preservation standard guidelines appropriate to the environmental conditions of the region particularly on audiovisual storage specifications;
    • To research on techniques and standards for handling and treating film affected by vinegar syndrome and mold;
    • To establish technical cooperation and resources sharing among individual/institutional members through formation of an archival organization for effective interfacing;
    • To adopt improvisable equipment to suit the needs of members;
    • To prepare a directory of technical experts to provide advice to members on a wide range of potential problems.

    Training

    • To conduct training programs to enable staff of member institutions to catalog and preserve films and manage computers and other new technologies;
    • To prepare and make available a bibliography of standardized training materials/curriculum;
    • To prepare a list of training activities, resources, and venues.

    Cataloguing

    • To standardize cataloguing rules and practices, computerization of catalogues, and sharing of data;
    • To make available a standard computer format for regional exchange of information and a written access policy and catalogue for regional clients through information dissemination via the Internet and other computer readable forms.
