Consider this:
You go down to your local Town Hall, library or Post Office. There you find a kiosk with a touchpad and a screen. You press your left hand on the pad. If you try to put some other body part on it, it will reject and call someone to assist you. If you don't have a left hand, the assistant will enter an override code that allows you to put your right hand or a foot onto the pad.
Once you've placed your hand against the pad, a number appears on the monitor, and a request for a password [and the usual cautions about "Don't use your date of birth or something equally obvious, you moron."], You type in the password and repeat it for verification.
The screen lights up and says
"Thank you, and Congratulations. You're now signed up for the Pay A Politico Program. Your number and password will allow you to participate from anywhere you want to. The connection between your ID number and your handprint is not available to anyone, since there can be no situation where anyone would have a legitimate reason to know this information. This is recorded simply to ensure that no one abuses the system.
"From now on, you will be able to spend a dollar and tell a politician what you think of zir performance. You may use one of these booths, or log in from any computer that has Internet access, or participate by telephone by calling 1-900-PAY-APOL. If you want to apply this to a local or state politician, you must call from within that area or use a kiosk within that area. If you want to apply this to a member of the Federal government, you can call from anywhere in the US. At a cost of $1 per use, with a maximum of 25 participations per person per month, you can move a dollar from a politician's paycheck to another politician's paycheck.
"This is a new way for the American people to show how they feel about their politicians. A representative who's not pleasing the people will find out immediately, as citizens call in and move zir pay to someone else's pocket. This is fairer than the old way, since zie'll know immediately and will have time to mend zir ways before the next election.
"We've set limits of 25 transactions per month to prevent the more affluent from abusing the process, and imposed a charge of $1 per transaction to defray the costs of this program. When the initial cost of data storage has been paid off, future revenues will be used to offset taxes in the area from which you're calling. Depending on whether you're addressing a local, state, or national issue, your payment will be applied to the budget for that part of the country.
"If you have questions, please contact our central office at 1-202-PARTICIPATE. Our operators there can answer your questions, but cannot take payments or perform transfers. Those processes are all done automatically, for your greatest privacy and protection.
"Please note that S-21161 establishes severe penalties for attempting to abuse this system, including prison terms of up to 25 years without parole for people even attempting to violate the security of these records or manipulate the process. We're very serious about making this new experiment in participatory democracy work."
