Southeast Texas Bass Club By-laws

These original By-laws were voted into effect at the charter meeting of the club on January 18, 1993.



Robert’s Rules of Order shall apply, 1893 Edition, copyright 1967. Tournament Rules and By-laws have precedence over Robert’s rules.





Article 1 Name and Purpose

  Section A: Name This club shall be called the “Southeast Texas Bass Club” of Beaumont, Texas.

  Section B: Purpose To extend to each member of the club the opportunity to participate in fishing tournaments and to promote honest competition between its members. To strive to improve our skills as bass anglers and to promote catch and release.



Article 2 Membership

  Section A: Number of Members The club shall maintain at least six (6) active members with a maximum of 60 members. The member cap will be waived for the January meeting.

  Section B: Requirments for membership To become a member, a person shall: 1. be recommended by a member 2. be affirmed by a minimum of 90% of the vote, by a show of hands 3. meet all other requirments. Tournament rule #16

  Section C: Membership Dues Membership dues shall be set at the first meeting each January and must be paid by the February meeting to maintain membership.



Article 3 Officers and Elections

  Section A: Officers and their duties The officers shall consist of: 1. President: Presides over all meetings and directs all official business. Appoints and is a member of committees. Supervises all club functions. 2. Vice-president: Acts as program chairman, assists the president, and presides in the absence of the president. Appoints the tournament chairman for each tournament. Keeps totals for Angler of the Year. 3. Secretary: Maintains accurate records of all meetings. Keeps records. 4. Treasurer: Collects and disburses all monies. Maintains accurate records of finances. Presents an annual report for the review by club members.

  Section B: Elections 1. Elections shall be annually at the December meeting to be effective January 1st. Elections shall be a simple majority. 2. Those unable to attend the last meeting may vote absentee by contacting the secretary and casting a secret ballot to be placed in a sealed ballot box, not to be opened until votes are counted at the last meeting. All individuals casting a vote will be required to sign a ballot sheet.

  Section C: Length of Term Term of office is one year, effective January 1st.

  Sections D: Vacancy of an office In the event an office becomes vacant, the president shall appoint a member to the remainder of the term.



Article 4 Tournament Committee

  Section A: Committee Shall consist of Vice-president as chairman plus 4 members elected by the membership. The president is a member of this and all other committees.

  Section B: Duties

1. Tournament formats 2. Tournament schedule 3. Resolve protests and oversee the tournaments 4. The tournament schedule may not be changed after approved by the membership except at the tournament location because of weather and must be approved by a majority of members present.





Article 5 Removal of Membership

  Section A: Removal of a member A member shall be dropped from membership for the following 1. Failure to pay dues 2. Any action that would reflect dishonor or disgrace on this Bass Club. 3. Failure to follow tournament rules or by-laws that would reflect dishonor and/or disgrace on this Bass Club (#69, page, 120 Robert’s Rules of Order).



Article 6 Amending By-laws and Rules

  Section A: Method of amending the By-laws and rules     1. The by-laws and rules may be amended by a majority vote of the members present after being tabled for thirty (30) days.       2. Any changes in by-laws and rules should be submitted as a motion at the December or January meetings and voted on by the February meeting. No other changes may be submitted until the following December meeting.



Article 7 Club Affiliations

  Section A: The Southeast Texas Bass Club will be Honey Hole Affiliated, which will be included in membership dues.
