The answer to this is steam. Steam the heck out of the waistband! Steam it 'til it hurts! Well, until it shrinks, anyway.

I read this somewhere in my internet meanderings, and when I tried it not too long ago it worked *great*. It's certainly worth a try before redoing the whole waistband.
