Plaintiff and this author, Philip R. Belpasso, is the father who's
daughter was attending the Fair tawn school system, Plaintiff is a naturalized
citizen of the United S-ates, born in Hackensack, New Jersey, April 5,
1947. At all tine re evant to this complaint plaintiff was a witness for
ths Superior Court of the State of New Jersey as recorded and filed by
Court clerk John M. Mayson (Feb. 3, 11:24 n.M., 1987). The complaint states
there is a Criminal organization operating in the town of Fair Lawn (act
18 U.S.C. 1961 Et seq. RICO) and persons "sane of whic~ are now dead
from suicide and murder" were being intoxicated and r~~ipulated by
an organization. Plaintiff who is a Born Again Christiin is and was straight
sober in a town siege by a national cult calling them splves N.O.M.t.K
who have been processing euphoria drugs ad controlling the population.
JURISDIC?ION
The defendant, N.O.R.M...T,. (N.4TI3NAL ORGANIZATION FOR THE REFORM
OF MARIJUANA LAWS), at tirr~s relevant to this action they were located

The defendant, THE TOWN OF FAIR L2~WN, is guilty of U.S. code 42:1985
conspiracy to deprive protection under law, as stated in fourteenth arrendment
of the U.S. Constitution, "nor deny to any person within its jurisdiction
the equal prctection of the laws." Also the witness security reform
act of 1984, 18:3521 which gives protection by attorney General when criminal
coerci3n is formally alleged against an organization which may be susl~icted
t3 be infiltrating the local authorities. Aid and abetting enemies of the
United States of Am2rica, Negligence is no excuse for lack of ~;ty during
tirre of war. Sleeping on duty is death penalty. President ~3nald Reagan
and George Bush have both declared war on drug production. Fact town of
Fair Lawn threw taxation, tips, pay off, has profited from this organization
being

drug production facility. At all tinx~ relevant to this action Fair Lawn
police and town officials were to some degree intoxicated by this drug
process and cult. This accusation is supported by a stater~nt 'Mde by the
Chief of Police to 'eporters "We certainly didn't have any prior knowledge
of it, from what we've learned so far , they've been in town for about
a year."
Plaintiff is Philip R. Belpasso this author who is also the person
who filed the Superior Court complaint rrentioned above. All complaints
were filed because of observation plaintiff r~de after returning from a
long stay at Cambridge Mass. where plaintiff worked on the federal case
"N~rmber Nine" Civil action No. 83-2268D Honorable Dickinson
R. Debevoise, heard in this same court, filed June 9, 1983 Philip R. Belpasso
is also the founder of the Philapolis foundation who's function is to bring
world harmony by the installation of a scientific calendar to be used by
the United Nation. This foundation is based on intellectual concept which
the use of drugs destroys.
Plaintiff is a graduate of William Paterson New Jersey State College,
and son of 3ohn Belpasso Public Safety Engineer license no. 16925 N.J.
also member civil defense Bergen County, N.J., plaintiff is a stead fast
duty bound civil defense advocate to protect the people and the nation
from this organization which would destroys the minds of the people.
The Plaintiff also filed a complaint with the town hall which was heard
by Honorable Judge Allan Harris. However the cor~laint which state: that
there is a corrupt organization in the town was ignored by the town. in
stead said town intimidated the state witness as if the authority in said
town were either willingly or under control of the organization.
The fact is that the town of Fair Lawn is involved in a Federal conspiracy
case in which the drug laboratory has been found in said town next to and
up wind from the Judge's chambers at town hall. Also the fact that the
Fair Lawn police nor the court in said town were responsible for the apprehension
of two member of an organization trying to intoxication and or poisoning
the populous of our nation by the use of cyanogen bromide "chemical
war fair' air~d at our vital scarce water supply.
It is reasonable to their presurr~ that their first targets are the
bars which are attended by ~Frsons who take drugs and would be lest
