| Frank Donovan: Former FBI negotiator and CIA agent. Now is the head of one of the FBI's Special Operations Groups. |
| Alex Cross: Former District Attorney. She's the master of disguise and a master linguist. She shows no feeling for the targets she takes down but one. Carlos Cortez stole her heart. |
| Jake Shaw: Maverick street kid. Became a Fed but clashed with the by the book rules of the Justice Department. |
| Monica Davis: Studies the criminal mind and anticipates their moves. Her brother was killed by a cop but still became one herself, to protect the innocent. |
| Caleb "Cody" Forrester: Computer and Communications wiz. A hacker that gets the team in close to their target. Also self proclaimed Comic to the team to break the tension. |

| Elaina Blakely Donovan: Frank's wife. Mother to Derek and Sarah Donovan. Special Agent in Charge of the Special Operations Groups. This makes her Frank's boss as well, which causes trouble at times for the two of them. |
| Sabrina "Sab" Kells: Runaway at age 11. She became part of a group of street kids that were computer hackers. They tried to hold the city hostage and were arrested for their efforts. She turned states evidence against the other hackers. When she was 18 she went to Quantico to become a computer tech for the FBI. She now works with Team Donovan after working with the TDHG's, another Special Ops group, where she met and fell in love with Cody. |
| Derek Donovan: Teenage son of Frank and Elaina. Wants to follow in their footsteps someday as a federal agent. Has a girlfriend Becky Reynolds who he really cares for. |
| Sarah Donovan: Young daughter of Frank and Elaina. Loves to use sign language to communicate with others. |
| Allison Gaines: Psychiatrist. After being raped when she was kidnapped at 15 she found that she was pregnant and was told by her family she had to give up her child. She forged her father's signature to get her trust fund and started looking for her child. She became a psychiatrist to help others, while going to college and working part-time, she became friends with Elaina who led her to eventually finding her son. Jake Shaw. |

| Carlos Cortez: Drug lord that was taken down by the team. He fell in love with Alex. Now he helps her when he can, hoping she'll join him in seclusion someday. |
| Sonny Walker: Former target of the team. When his girlfriend Karlin was killed by someone from his past; he turned to the right side of the law. |
| Maria Andrews: Elaina's cousin. Her mother died in a earthquake and she went to live with Elaina's Mom & Dad. They were more like sisters growing up together. Maria was driving when she and Elaina had a terrible accident. Maria started drinking to get over the guilt of the accident. She was at Quantico training with Cody when one night he found her almost dead from alcohol poisoning. They dated breifly but decided they were better off being friends. |

| Reese Blakely: Elaina's older brother. Works for the CIA and is a pilot. He owns and runs a flight school in his free time. Divorced from his highschool sweetheart, Kim. They have a daughter named Constance. |
| Karissa Cunningham: Sab's real mother and Sonny Walker's sister. She thought Sabrina was dead after her husband falsified a death certificate to get the insurance claim. She has a younger daughter named Casey. She's a secretary for a Brokerage firm. |
| Megan Tolliver: Sarah's Nanny. Now going to college to become nurse practitioner. Still baby-sits Sarah in her free time. |
| Hank: Ranch foreman for Double D in Montana. He is like a second father to both Frank and Elaina. |
