Policy resources:

Google has a lot of documents on its search agenda... use the 'advanced search' option. Look for pdfs, and try to be general at first, and get more specific as you start finding documents.

IIM-Ahmedabad has a lot of stuff on Indian issues at the CTPS site and the 3i network.

There's Prof. MacKie-Mason's site at UMichigan. Very good information, well organized.

Prof. Heather Hudson has done a lot of work on rural telecom. Some of her papers are on her USF page.

The World Bank has tons of documents on development issues worlwide.

For journals, visit Telecommunications Policy Online.

The TRAI (Telecom Regulatory Authority of India) site has documents and legal resources for India. So does the DoT.

For Government of India resources, visit NIC.

Newpapers are valuable information sources... check out The Economic Times, The Times of India, Business Standard and Financial Express.
NTQ is also really good, even if out-dated...
