The safest place from West Nile Virus (WNV) in 2002 may be the National Cage Bird Show in November on the San Francisco Bay in California.
The WNV has not reached this area yet. No infected mosquitos or birds have been reported. See the regularly updated USGS maps at: http://cindi.usgs.gov/hazard/event/west_nile/west_nile.html and look for red spots. (In a map, click on California to see it enlarged.)
A mosquito is needed to pass the virus from bird to bird or between birds, people, and animals. Mosquitos are quite scarce in this climate. Also, the show is indoors. And, it is in November.
