Finished Result will look like this:

1) Open a new file, any size, as long as the height is an even # (you can resize it to fit a picture)

2) Select with the selection tool set to rectangle and feather=0, go around the edges of your new picture to about 5/6 pixels deep each side (the larger the picture the larger the frame would have to be).

3) Save this selection once all four side have been done. It helps to colour the frame bit in, you can view it better.

4) Go Selection: Invert. Whatever height you chose for your frame, half it, then with the selection tool press shift whilst you select half of your image.

5) Go Selection: Invert. Half the cut out frame should be selected. Now choose two colours, nothing dark, a light colour for the foreground and a semi light for the background, they're the ones that work best. I chose yellow and white.

6) Click the fill tool, and select the linear gradients.
Options: Blend mode: Normal.
Direction: 0 degrees.

7) Fill.

8) Go Selections: Load. And pick up the selection you did earlier.

9) Now you've got to do the opposite of step 4) you have to invert the selection and select the OTHER half of the frame and go Selections: Invert again.

10) Keep the the foreground colour the same and choose another for the background (Still quite light) I chose medium pink.

11) Click the fill tool again, still linear gradient.
Options: Blend mode: Normal.
Direction: 180 degrees.

12) Fill.

13) Go Selections: Load. And bring up the whole frame selection.

14) Image: Plugins: Filter Factory A: Pool Shadow: Settings, Default.

15) Image: Effects: Cutout. Set it to...

Uncheck: Fill interior colour
Shadow Colour: White
Opacity: 100
Blur: 2
Horizontal: 1 (more if its a large frame)
Vertical: 1

OK

16) Image: Effects: Cutout. Set it to....

Uncheck: Fill interior colour
Shadow Colour: Black
Opacity: 100
Blur: 2
Horizontal: -1 (more if its a large frame)
Vertical: -1

OK

17) Enhance the colours by going, Colour: Adjust: Brightness/Contrast: 10 - 30 OK

17) Ta DAA!! You're Finsihed! Just plop a picture in the hole, or put some text in instead.

Variations.
Play around with the angle of the linear gradient.
