Open a new image with these settings
   width & height to suit your needs
   background color > white
   image type > 16.7 million colors (24 bit)

select fore ground color
   red > 255
   green > 0
   blue > 0

select the text tool
   check antialias
   check floating
   type in your text
   click OK

selections > select none

select the smudge tool with these settings
   retouch mode smudge
   size 6
   shape round
   opacity 128
   paper texture none

starting inside the red part of letter press and hold left button
and drag downwards

now do with this with each letter

select the shapes tool
   line 1
   shape oval
   style filled
draw a few small ovals under the dripping blood


select the magic wand
   match mode RGB Value
   tolerance 90
   feather 0

click on the first letter
now, holding the shift key click on each remaining letter

image special effects drop shadow
   color black
   opacity 180
   blur 20
   vertical -5 (that's minus 5)
   horizontal -5 (that's minus 5)
   click OK

selections select none

select the rectangle tool
   selection type rectangle
   feather 0
   draw a rectangle around your text


edit copy

edit paste > as new image

Select colors > decrease color depth > 256 colors... (8 bit)
   file > save as: type in a name
