Open a new image new
   width & height to suit your needs
   background color > white
   image type > 16.7 million colors (24 bit)

select foreground color fore
   red > 0
   green > 0
   blue > 0

select text tool text
   check antialias
   check center
   check floating
   type in your text
   click OK

selections > select none

image > special filters > erode

image > edge filters > find edges
this should turn your text into white outlines on black background

selections > select all

selections > modify > transparent color
   transparent color > black
   tolerance > 0
   click OK

selections > modify > feather
   feather > 5
   click OK

select foreground color fore
   whatever color you want for your glow effect
NOTE:This seems to work with every color I've tried.


select the fill tool fill
   match mode > none
   tolerance > 200
   fill style > solid color
   fill on the white outline

apply the fill five (5) times

selections > select none

image > normal filters > blur more
   do this 8 or 10 times

colors > adjust > red/green/blue
   %red > 100
   %green > 100
   %blue > 100
   click OK

select foreground color fore
   red > 0
   green > 0
   blue > 0

select text tool text
   click OK
center text inside glow

selections > select none

image > special filters > dilate

colors > decrease color depth > 256 colors... (8 bit)

file > save as >
   TYPE: GIF - CompuServe
   type in a name and click OK
