If you use this effect it works best on a white background, and because of the drop shadow
transparent gifs will have jaggy edges.
Create a new image 
16.7 million colors
size to suit your needs
white background
Click foreground color
and enter these values
Red > 128
Green > 255
Blue > 255
Click OK
Select add text tool 
floating & antialias checked
type in your text (large fonts work better)
Click OK

Click foreground color
and enter these values
Red > 0
Green > 255
Blue > 128
Click OK
Select the airbrush tool
and use these settings
size > 5
shape > round
opacity > 100
paper > texture none
spray in a scribble motion with a hit and miss style

Select image > special > effects > cutout
fill > unchecked
interior color > doesn't matter
shadow > black
opacity > 180
blur > 20
vertical > 1
horizontal > 1

Select image > special > effects > cutout
fill > unchecked
interior color > doesn't matter
shadow > white
opacity > 180
blur > 20
vertical > -1 (minus 1)
horizontal > -1 (minus 1)

Select image > special > effects > drop shadow
color > black
opacity > 180
blur > 30
vertical > 2
horizontal > 2

Select colors > decrease color depth > 256 colors... (8 bit)
file > save as: type in a name
