A86 and D86
The best (and only) shareware assembler is A86. It is freely available
and is perfectly adequate for everything in this tutorial. The only
thing it lacks is the ability to write programs for 386 and above
processors, which must be registered for. I highly recommend it for
anyone beginning to learn assembly language.

There is also a debugger for A86, called D86, which I also would
recommend. It is especially useful for beginners, as it allows instructions
to be entered and their effect on the registers etc can be seen immediately.
It requires A86 to run.
