There were practical problems because people did not use the voting form, or were confused by the numbers used to identify sites. In view of the number of votes, an automated e-mail system was used and many forms were rejected with error messages. I would like to thank the patience of all those who resubmitted their votes. A deeper problem was how to prevent people sending in multiple votes for their favourite site. The rule of one e-mail address, one vote seems fair until you try to make it work. It is flawed because one person can usually set up multiple mailboxes on their account. If however you ignore the mailbox and only allow: one domain, one vote - you allow only one vote from AOL or Compuserve! There is no way of catching this and all you can do is to review the votes for blatant manipulation. Finally you have the problem of Rotarians who interpret the rule of one e-mail address, one vote as a licence to send in duplicate votes from different addresses. The record was four from the same Rotarian but there were others. In these cases only the first vote was counted. Each site was marked according to a script which awarded upto 20 marks for the homepage and upto 20 marks for the rest of the site. We were looking for good design with an individual style. Ease of navigation was important, but above all we were looking for sites with useful, original content. A dazzling homepage with nothing but links to www.rotary.org and a list of board members would not score highly overall. As it has spread round the world, members of the Rotary movement have created sites in their own language. Some have gone further and worked to bridge nations with web sites in two or more languages. This year the judges would like to acknowledge the value of such sites and the work that has gone into them.
