As an Outer Senshi, SailorUranus is more powerful
than the Inner Senshi. This is because the Outer Senshi had to defend the
outer part of the Solar System, and would need enormous amounts of energy to
do so. Her reputation as the "Senshi of Both Genders" not only confused the
women who admired her but also served to puzzle her opponents. Unfortunately,
in the manga, she only appeared as someone who resembled Tuxedo Kamen in two
acts. After that, she began using her female form.
In the manga, Haruka was greatly attracted to Usagi/SailorMoon, and it seems
that at first she cared more for Usagi than she did for Michiru. There were
moments when Haruka kissed a confused Usagi and regretfully told Usagi that
she should have met the princess sooner—then she would have had the chance to
be with her.
In the anime, this masculine side of Haruka is more familiar to the hundreds
of Bishoujo Senshi fans everywhere. Sometimes, women were willing to forget
her true gender because it was hard not to fall in love with that tall, manly
physique, and those dangerously seductive charms. Another important
characteristic that draws women to Haruka is her quiet, mysterious,
Knight-In-Shining-Armor-like countenance.
