In the anime, even though Haruka gets irritated with Usagi's constant interference, Haruka still feels more concerned for Usagi than she'd care to admit.

In the manga, even Michiru is aware that Haruka feels something that is more on the romantic side. However, Haruka respects the fact that Usagi is Princess Serenity and the future Neo-Queen Serenity -- life-mate of Chiba Mamoru (Tuxedo Kamen/King Endymion).

SailorUranus and SailorNeptune may have been curt with the Inner Senshi in the beginning of SailorMoon S. But they both seemed to have a fondness for ChibiMoon when they first saw her fight. The found her to be especially amusing.

There was one particular episode that Uranus did not find ChibiMoon amusing, however, because ChibiMoon tried to interfere with a battle between Uranus and one of Mimete's daimon. Still, Uranus had shown concern for this child.

During Season S, Uranus was the Outer Senshi who seems to watch over Chibi Usa most because (Setsuna appears for Chibi Usa in more important times) of her association with the child who carried the Senshi of Silence within her body.

Chiba Mamoru is perhaps one of the most discerning of all the Senshi (no, he is not Sailor Senshi). He was sided with the Inner Senshi during the times when the Outers separated themselves, but he knew that the Outers had a purpose (he just didn't agree with the way that the Outers underestimated the Inner Senshi). That was when the Outers were quietly investigating the Death Busters of Season S. It was also the time when the Outer Senshi were looking for the talisman and were seeing the Inner Senshi as meddlesome warriors.

What is most noticeable is that he seems to be always calling Uranus' attention whenever he wanted to say something to the rest of the Outer Senshi. This is probably due to Uranus' air of leadership.
