SailorPluto is somewhat similar to a mother when it comes to the people she cares for. Her relationship with the rest of the Outer Senshi could be described as gentle and older-sisterly like, which can be attributed to the fact that she is the oldest Sailor Senshi. Her deep feelings of older-sisterliness toward both Uranus and Neptune can be observed in the way she looks at both of the younger warriors.
She has had some minor misunderstandings with Haruka, but these are only minor and are due to Haruka's condescending remarks about Usagi and the Inner Senshi (Season S). Haruka would usually have the last say, and Setsuna would remain silent (with Michiru doing the scolding of Haruka). Setsuna seems to know the hearts of everybody, like an older, more solemn version of Usagi. So perhaps she understood the inner crisis Haruka had been undergoing during the Season S.
One of SailorPluto's most memorable moments with the Inner Senshi was when Neherenia took Mamoru in a plot to avenge her defeat in SuperSailorMoon's hands. Pluto had fought together with SailorVenus and it was there that she acknowledged Venus' leadership.
SailorPluto's discerning heart was also what helped her identify Rei's inner disturbance in Season S (Rei's dreams about the Silent Messiah). It was also that which made her seem to understand the working of SailorUranus' mind without Uranus speaking of it, as what happened when Uranus and Neptune had to kill both Saturn and Pluto in the anime Stars season. The move was unplanned but was somehow, in some strange way, communicated toward the rest of the Outer Senshi.
In the manga, as shown in the later SuperS, she was shown to be one of baby Hotaru's caretaker. Hotaru calls her Setsuna-mama and she is responsible for Hotaru's education.

As always, you can rarely mention Haruka (SailorUranus) without thinking of Michiru (SailorNeptune), her partner. The anime aspect of the relationship of Haruka and Michiru had been explained in another section of the Racetrack.
As for the manga aspect of their relationship...they still remain very close. Michiru, like Setsuna, also has the tender heart of a mother, which is probably the reason why she is often called the Senshi of Embrace. Michiru is probably the most understanding Sailor Senshi. She knew of Haruka's special feelings for Usagi, even asking Haruka once if she longs to see Usagi (Haruka responded by saying that Usagi and Mamoru are probably living in contentment). Knowing this, she could still offer the warmth and comfort of her embrace.
She and Haruka seemed to be a very controversial in the manga, and people speculated whether the beautiful violinist and the handsome race car driver were married. The rings they wore led to those conclusions. Unknown to these people, all three Outer Senshi (Haruka, Michiru, Setsuna) wore these special rings. It came with the vow to raise Hotaru.
As a Senshi in the anime, Neptune has no choice but to remain as tough as what is expected of an Outer Senshi. During Season S, there were times when one has to look at Neptune's face and see that she felt sorry that the Outer Senshi had to leave out the Inner Senshi during their quest for the Messiah. She would look back, her eyes somewhat soft and apologetic, but she had to listen to Uranus' silent command of dissmissing the Inner Senshi and the more louder, "Let's go, Neptune" or simply "Let's go."
The Senshi she had experienced fighting back to back with--other than Uranus, of course--was SailorMars, during the Stars season when they had to battle Neherenia's mirror clone. Her wisdom and brilliance in battle was highlighted and her willingness to sacrifice her life for the sake of her duty was once again shown.

Hotaru's existence began as something that was a threat to everything that there is. The mission of the three Outer Senshi--Uranus, Neptune, and Pluto--was to destroy her before the Messiah of Silence could be awakened. In the manga, Pluto had even said that Saturn did not exist in the future.
In the anime, all attempts of the Outer Senshi to destroy Hotaru had been foiled by the Inner Senshi, most especially ChibiMoon as ChibiMoon considered Hotaru her best friend. One hair-raising event that had happened in Hotaru's life was when her Saturn insignia first appeared. To the Inner Senshi's shock, Uranus released her World Shaking attack, followed by Neptune's Deep Submerge and Pluto's Dead Scream--all three merged into one big ball of energy headed for a glowing (smirking) Hotaru's direction. ChibiMoon ran to protect Hotaru, an act that forced Usagi to jump and get both children out of the way.
Everybody who is familiar with the series knows about the existence of Mistress 9 in Hotaru's body. It is probably part of what caused Hotaru to be weak at first--the constant struggle of the Sailor Senshi and the evil force within her body.
In both the anime and the manga's later episodes/acts, Hotaru came to live with the three other Outer Senshi, calling them Haruka-papa, Michiru-mama, and Setsuna-mama. These were the times after Hotaru had regressed back into her infant form as a result of the battle that ensued between the Sailor Senshi and the Masters of the Death Busters. Haruka became her play companion, Michiru her food provider, and Setsuna her educator.
