Titling Background

What Happened?

One person in the North Sacramento area had a complaint with the maker of a synthetic oil that went in his Cobra Kit Car Replica. That person took a case to Yolo County District Attorney and made the mistake of telling the D.A. about Titles Unlimited. He ended up getting prosecuted under Vehicle Code 20 for making a false statement to DMV.

The Yolo County DA took the case to the Attorney General. The Attorney General extradicted Richard Weaver of Titles Unlimited Alabama to California. In the trial undisputed evidence was heard of 613 titles being provided to Californians from Titles Unlimited Alabama between 1999 and 2002. 150 of those titles were for Cobra Kit Cars.

17 of those 150 received in person visits from CHP and DMV and were required to produce their original bill of sale. Those referenced in the above I/M Review Committee Presentations are the ones.

At least 4 people have been convicted or pleaded No Contest to providing counterfeit documents to DMV or Misrepresenting the facts -- Under penalty of perjury.

The latest is Boyd Coddington. According to the Orange County Register Friday February 8, 2005 Boyd Coddington pleaded No Contest Thursday to a misdemeanor charge of submitting counterfeit vehicle titles to the state Department of Motor Vehicles. Coddington paid $3000 in restitution to the DMV and will be required to do 160 hours of community service. That community service will include speaking to hotrodders at trade shows and in magazines to explain why vehicle registration fraud is a crime. He will also talk about the correct way to register a custom built vehicle.
