This Conference deplores the illegitimate and wholly unwarranted influence exerted by a foreign government in the appointment of persons to serve on public bodies in this part of the United Kingdom.
ACE
No. 10 Mid Ulster Association
This Conference deplores the reduction in ACE funding and the freezing of places on the Job Skills scheme.
ANGLO IRISH AGREEMENT
No. 11 East Belfast Association
This Conference calls on the government to take immediate steps to close the Maryfield Secretariat which has been instrumental in causing so much division in our community.
No. 12 Mid Ulster Association
This Conference calls on Her Majesty’s Government to disband the Maryfield Secretariat and all its associated links with the Northern Ireland Administration.
No. 13 West Tyrone Association
This Conference, conscious of the fact that Unionism and Nationalism are irreconcilable, calls upon Her Majesty’s Government to abandon fruitless efforts to find a compromise between the two that must by its very nature weaken the Union, and instead govern Northern Ireland in a similar way to every other part of the kingdom.
BEEF INDUSTRY
No. 14 Mid Ulster Association
This Conference calls on Her Majesty’s Government to award special status to the Northern Ireland beef industry and to act immediately to clear the backlog of over 30 months cull cattle.
No. 15 Newry and Armagh Association
This Conference condemns Her Majesty’s Government for the inept and monumentally incompetent manner in which the B.S.E. crisis has been handled.
No. 16 Member of the European Parliament
This Conference views with concern the continuing crisis facing the Northern Ireland beef industry because of B.S.E. Conference calls for regionalisation within the United Kingdom to recognise the high standard of quality control and traceability applying in Northern Ireland; which could constitute the standard throughout the European Union. Furthermore Conference calls for the immediate removal of the ban on United Kingdom exports to the European Union and the rest of the world.
BOYCOTT OF BUSINESSES
No. 17 Ballysillan Branch
This Conference deplores the nakedly sectarian boycott of businesses in various parts of Northern Ireland and calls upon the SDLP and the Roman Catholic Church to condemn unequivocally such activity. Conference urges unionists not to stoop to the level of imitating this essentially bigoted republican strategy.

This Conference believes that the intensification of boycotts and ethnic cleansing is all part of the continuing terrorism being carried out and orchestrated by Sinn Fein/IRA. Conference therefore calls on Her Majesty’s Government to ensure that all businesses and individuals so effected are given tangible aid and support.
BROADCASTING

This Conference, in light of current intimidation of protestant families and increasingly biased editorial content on our television screens in recent weeks, denounces demands by the B.B.C. for licence increases as unrealistic and unjust. Conference calls for an immediate inquiry to counteract the lamentable imbalance which exists currently in media reporting.
CHILD ABUSE

This Conference deplores the existence of paedophiles and child abusers in our society and calls upon Her Majesty’s Government to take speedy action to introduce legislation to deal severely with these vile offenders.
CONSTITUTIONAL AFFAIRS
No. 21 Woodvale Branch
This Conference calls for the complete rejection of the political concept of Joint Authority or any formalisation of institutions between Her Majesty’s Government and that of the Republic of Ireland; as a means of governing Northern Ireland. Conference demands that no Ulster Unionist adopts or supports this position when discussing Northern Ireland’s constitutional future.
DRUGS
No. 22 Mid Ulster Association
This Conference calls on Her Majesty’s Government to review existing legislation on drug trafficking to strengthen the hand of the law enforcement agencies in their continuing fight against this evil trade.
EDUCATION
No. 23 South Antrim Association
This Conference deplores the erosion of further education provision at local level in the wake of amalgamation and the formation of new large institutions and calls on government to take into account the special economic and social needs of Northern Ireland when making budgetary and policy decisions pertaining to rationalisation of further education in the province.
No. 24 West Tyrone Association
This Conference views with concern the Government’s decision to reduce the number of Education & Library Boards from five to three; resents the arbitrary way this decision has been taken despite the opposition of all political parties in the province; and disbelieves the assertion that two million pounds will be saved in the process. Conference calls for the reversal of this decision forthwith.

This Conference condemns Michael Ancram’s intention to reduce the number of Education and Library Boards without presenting a compelling case for so doing.
THE ELDERLY
No. 26 Ulster Womens’ Unionist Council
This Conference deplores the government’s policy for nursing care for the elderly. Conference notes that often homes which have been purchased over the years as security for old age and a family investment have had to be sold to provide for residential accommodation and nursing care.
FISHERIES
No. 27 Strangford Ulster Unionist Association
This Conference, concerned at the continuing decline of Ulster’s fishing industry as a result of the implementation of the Common Fisheries Policy, calls upon government to take immediate action to uphold the interests of the Ulster fishing industry and re-negotiate The Hague Preference.
FUNDRAISING

This Conference believes that the Ulster Unionist Party should consider employing a full time fund raiser.
HOUSING EXECUTIVE

This Conference notes with continuing concern the proposals to reduce the Northern Ireland Housing Executive regions from five to three and expresses its opposition to any removal of the North Eastern Regional Headquarters from Ballymena.
LEADERSHIP

This Conference congratulates the Party Leader for his responsible leadership and restraining influence at Drumcree this summer.
LOCAL GOVERNMENT

This Conference urges Her Majesty’s Government to remove completely the influence of the Republic of Ireland in the internal affairs of Northern Ireland, and to restore to the people accountable democracy through enhanced local government, thereby encouraging increased participation by more of the community.

This Conference deplores the recent actions of Nationalist and Republican councillors in attempting to censure Ulster Unionist Councillors who have acted to defend and protect their Unionist culture and heritage in a peaceful and dignified manner. Conference condemns totally the blatant hypocrisy of the SDLP’s much vaunted power sharing policy in councils with a clear nationalist majority.
PARADES

This Conference deplores the actions of senior officers of the RUC in illegally stopping lawful parades during the summer months at the behest of the Irish Government and the Northern Ireland Office, and following illegal threats and actions by Sinn Fein and Republicans. Conference calls on the RUC to apply impartially the law throughout Northern Ireland irrespective of class or creed.

This Conference believes that the heightened protests against traditional parades are a part of the continuing terrorism and sectarianism orchestrated by Sinn Fein/IRA. Conference therefore calls on Her Majesty’s Government to ensure that all legal parades are given the full protection of the law.

This Conference calls on Her Majesty’s Government to confront the reality that the so-called ‘peace process’ came to an end on 9 February 1996 and that appeasing Sinn Fein/IRA is a self-defeating and futile strategy, which merely encourages such organisations to make even more demands. Conference calls on Her Majesty’s Government to make it absolutely clear to the Government of the Republic, the SDLP and Sinn Fein/IRA that Northern Ireland is British and that its position within the United Kingdom will be secure.
TRAINING AND EMPLOYMENT

This Conference believes that the government should increase, at the earliest possible moment, the training allowances paid to sixteen and seventeen year olds on the Training and Employment Agency’s Job Skills Programme in Northern Ireland.
