ColorCenter This is the only site I use to test my color combinations. It gives the rbg codes in your choice of hex, decimal, or percentages. Requires Javascript.
RGB Color Chart A good color chart. It gives you a good idea of how the codes work.
The Thalia Guide Backround FAQ A listing of sources for backgrounds you can use. Or at least ones that are pretty to look at.
Heikki Backgrounds Good backgrounds, but only for the patient. Not well indexed, and each page takes a while to load.
DiP Pixelware Texture-a-Day Good Backgrounds, only one string attached.
