HISTORY: Born and raised for half of his life in the United States, Quincy grew up away from his native roots in the Philippines. During processing, in preparation for leaving the U.S. to stay in the Philippines, one of the scientists, Dr. Joel Greene, noticed an anomaly in the blood cells of both his and his sisters', Abigail. Further tests had confirmed that they contained electrical bio-energy. The kind of energy he needed to power his bio-warhead, in which he planned to start World War III. Kidnapping the two, he brought them to his laboratory and attached them to a machine which would drain all their bio-energy. But, due to the pain the machine was causing them, they both released the full effect of their still-emerging powers, thus destroying the war-head and the laboratory. Dr. Greene was taken to a mental institution, where he is currently being treated. Declining an offer to work for the U.S. government, they left for the Philippines. Several years later, Quincy realized that the world was growing more dangerous, with super-powered individuals wanting to use their powers for personal gain and evil intent. So, when offered to join a team of mutant youths, which had been organized by Atty. Marrero, the current chairman of the Committee on Superhuman Affairs, a newly formed government organization, he accepted. His sister, however still felt that it was not the life for her, and declined the invitation. He was given a special visa which allows him to work for the Philippine government and remain a U.S. citizen at the same time. Together, with the other members of the group, they called themselves, QWILLLE.

STRENGTH LEVEL: Quincy possesses the normal human strength of a man of his age, height, and build, who engages in intensive regular exercise.

KNOWN SUPERHUMAN POWERS: Quincy is a mutant, born with the power to control all kinds of weather patterns. He may use this power to summon rainshowers, snowstorms, etc. The only limit to the kinds of patterns he summons is his imagination, however, once summoned, he sometimes has difficulty in dispersing such patterns, depending on the prior weather conditions of the area he is in. His main offensive weapon is his lightning bolts, which he focuses through his hands. He uses the winds that he summons to enable him, and others to fly. He also maintains a constant shield around him, composed of high velocity winds, which spins so fast that it cannot be seen by the naked eye. He also has low level empathic powers, which is the ability to project his emotions into others, making him receptive to others' emotions as well.
