Indonesia - OCHA Consolidated Situation Report No. 95

1. NATURAL DISASTERS

News media reported thick haze covering many parts of Kalimantan, Sumatra, and North Maluku at the beginning of the week, prompting schools to close down and people to stay at home.

The Ruang volcano in North Sulawesi erupted on Wednesday, forcing more than 1,000 residents to be evacuated from Ruang Island to nearby islands. No fatalities were reported.

2. ACEH (Nanggroe Aceh Darussalam)

General Situation

At least 17 people-11 civilians, 1 TNI soldier, and 5 alleged GAM members-were killed in the province during the week, according to news media.

President Megawati Soekarnoputri paid a short visit to Banda Aceh on Thursday (26 Sep.) to officially inaugurate the new Acehnese airline "Seulawah NAD Air". In her speech at Sultan Iskandar Muda Airport at Banda Aceh, the president said, "I will do whatever I can to be always with the people of Aceh in building a safe, peaceful, prosperous and progressive life within the context of the integrity of our nation." This was her second visit to Aceh as President of Indonesia.

Serambi daily reported that Army Chief of Staff Gen. Ryamizard Ryacudu in Lhokseumawe last Friday (20 Sep.) warned his troops to beware of the activities of foreigners in conflict areas, especially in Aceh and Papua. He also forbade tourists to travel to those areas. Ryacudu in an interview with the press at the Iskandar Muda Military Area Command in Banda Aceh stated that the presence of TNI in the province is to secure the rights of the people, not to abuse them. He also mentioned that to supervise the activities of TNI troops in Aceh, he would add two additional platoons of military police to monitor any obstructions carried out by TNI individuals or groups.

Both the TNI and GAM expressed support for a ceasefire ahead of peace talks scheduled for early next month. "The government has assessed the improving security conditions, which supports the plan to conduct another round of dialog as soon as possible," TNI Chief Gen. Endriartono Sutarto said, as quoted by The Jakarta Post, after a meeting with President Megawati Soekarnoputri. In Banda Aceh, GAM spokesman Teuku Kamaruzzaman admitted that the cease-fire was required to establish a peaceful life.

Assessments

A UNSFIR (United Nations Support Facility for Indonesian Recovery) mission travelled to Banda Aceh from 26 to 28 September to make known its activities in providing technical and analytical support for the local government to engage in strategic policy planning in economic recovery and development efforts.

UNICEF travelled to Aceh from 24 to 29 September to introduce Eirik Gronvold, UNICEF's project officer for Aceh, and establish possible implementing partners. UNICEF also conducted a rapid assessment on emergency health, routine health programmes, health and nutrition situation of children, women and IDPs, and school health.

UNICEF visited Pidie and Aceh Besar districts from 26 to 27 September to assess needs and current programmes in the field and identify where UNICEF may have a role.

Health

SC US on 20-21 September conducted gender training in Baitussalam Sub-district for 150 male and female youth participants in partnership with Al-Adenin, its local partner.

SC US field coordinator and senior staff from 25 to 27 September participated in psychosocial training (TOT) in Jakarta that would help train religious scholars and community figures on psychosocial implementation activities. The trainers would also provide trauma counselling for children, teachers and religious figures.

Education

JRS Aceh travelled to Pidie on 23-24 September to provide basic school equipments for displaced children from Central Aceh in 3 elementary and 4 junior high schools in villages in Beruenuen Sub-district.

Other

SC US sponsored and concluded this week a volley ball tournament for communities in Pulo Aceh Sub-district, Aceh Besar, as part of its psychosocial programme activities.

PBI from 25 to 30 Sept. is providing protective accompaniment to RATA (Rehabilitation Action for Torture victims in Aceh) to Lhokseumawe, and in sub-districts of Matang Kuli and Cat Gelak. PBI would also conduct meetings with civil authorities, security forces, and clients in Lhokseumawe and Bireuen.

3. CENTRAL SULAWESI

Other

Mercy Corps sponsored two NGOs from Ambon to visit Central Sulawesi to meet with local NGOs working with Mercy Corps in Poso and Tentena. The aim of the visit is for the NGOs to share experience and transfer knowledge. The visitors planned to travel to Poso and Tentena on 27 and 28 September.

Mercy Corps held a one-day introduction session to the Sphere Standards workshop in Palu this week. There were about 25 participants from NGOs and the government. Copies of the Sphere Standards manual in Indonesian language were distributed to the participants. This introduction will be followed up by a more in-depth three-day workshop in October.

4. MALUKU

General situation

Two persons died, five injured, and two were missing after a speedboat was attacked in Tanjung Sial area near Seram Island on Saturday (21 Sep.)

Assessments

MSF-B conducted medical and water and sanitation assessments in Manipa Island, West Seram, from 18 to 20 September. A medical assessment in North Buru was conducted from 23 to 29 September.

Health

The military and the Health Office conducted free public health services in five villages in Kesui and Teor Islands, North Seram Sub-district, Central Maluku District on Monday (23 Sep.). The Army, Navy, and Air Force personnel gave blood on Wednesday (25 Sep.) at the Military Headquarters in Ambon. TNI also conducted free public health services and free circumcision operations for children in the Suli Military Base on Thursday (26 Sep.), Ambon Island.

MSF-B conducted 609 consultations through its mobile clinic programme in Ambon Island during the week, where it found measles cases in the Cement Warehouse IDP Camp in Tulehu Village, Rimba Raya. Larier IDP Camp in Passo Village, Batu Merah Village, and Ruko IDP Camp in Ambon Town, as well as one case of bloody diarrhoea in Batu Meja Area, Ambon Town. It has informed local health authorities of the findings. MSF-B outreach team went to North Buru Island from 23 to 29 September to conduct medical consultations in Mako Area.

IMC doctors conducted 16 consultations in Wamsisi Village and 220 consultations in Leksula Town. It visited Simi Village on Tuesday (24 Sep.) and Hotte Jaya Village on Friday (27 Sep.) in Wamsisi, Buru Island. In Seram Island, IMC doctors conducted 173 consultations in Taniwel Village, 204 consultations in Tehoru Village, 64 consultations in Werinama Village, 91 consultations in Wahai Village, 364 consultations in Kobisonta Village, and 439 consultations in Masohi Town. Consultations in Buru and Seram Island were conducted from 19 to 25 September.

UNICEF conducted a workshop on Education Information Communication Strategy Development for 35 participants from local health authorities, local NGOs, and representatives of local community from 24 to 27 September in Ambon Town.

Water and Sanitation

The military together with the residents in Kampung Karanjang Area in Rumah Tiga Village, Ambon Town, began the construction of a water reservoir on Sunday (22 Sep.).

IMC conducted training for IDPs at the Meysa Camp in Masohi on how to use chlorine for the hygiene of water resources from 19 to 25 September.

CARDI sent a team to Namae Village in Manipa Island on Monday (23 Sep.) to evaluate water and sanitation projects.

Shelter and Non-food Items

Mercy Corps funded a local NGO to distribute non-food items to 649 IDPs in Jerili Village, TNS (Teun Nila Serua) Sub-district in Seram Island, on Friday (27 Sep.). It also sent a team from 26 to 29 September to monitor shelter projects for returnees in Teor Island in Seram, and Kei Besar Island in Southeast Maluku.

Economic Recovery and Infrastructure

Mercy Corps funded a local partner to conduct micro-credit projects for 42 clients in Mamua Sub-village in Hila Village, Ambon Island on Sunday (22 Sep.). It also funded a micro-credit project for 40 clients in Poka Rumah Tiga Village on Wednesday (25 Sep.).

CARDI monitored its economic empowerment projects in Kilang Village, Ambon Island, on Sunday (22 Sep.). It also sent a team to Seram Island on Monday (23 Sep.) to monitor economic empowerment projects in Kairatu and Waehatu villages. CARDI sent a team to Namlea Town, North Buru, on Thursday (26 Sep.) to conduct evaluation of economic empowerment projects.

AcF distributed 202 Income Generating Project (IGP) Kits for IDPs in Buru Island from 25 to 27 September.

Other

SC UK conducted a one-day children's workshop on Wednesday (25 Sep.) in its Children's Resource Centre in Ambon Town, involving 62 elementary school children and 10 teachers from both communities. The workshop, consisting of educational games and children's art performances, aimed at endorsing interaction among children of both communities and raising awareness on children's rights.

UNICEF conducted conflict-management training for 40 IDP Camp coordinators from both communities from 26 to 28 September in Ambon Town. It also conducted conflict management workshop for 60 local journalists from 28 to 29 September in Ambon Town.

ICMC sent a team from 18 to 28 September to Seram Island, to facilitate meetings among IDP returnees and surrounding communities, as part of its ABRM (Addressing Barriers for the Return of IDPs in Maluku) Project in Piru Sub-district. A total of 45 IDP and local community representatives were facilitated by ICMC to meet with local government authorities in Masohi Town.

5. NORTH MALUKU

General Situation

Mimbar Kieraha daily reported that four people attacked the DPRD Speaker, Rustam Conoras, in his hotel room in Jakarta last Thursday (19 Sep.). He was forced to write a letter admitting irregularities in the gubernatorial elections. There was also an attempt to burn down his house in Ternate that same morning. Police are investigating both incidents. Meanwhile, two groups of local university students continued to demonstrate at the DPRD building. One group demanded the gubernatorial elections to be cancelled while the other group demanded the election process to proceed. The DPRD itself is still waiting for the Central Government to officially approve the four candidates for the gubernatorial elections.

The Social Welfare Office informed OCHA Ternate that the government would provide housing stimulant assistance for the residents of Korago, Losuo, and Pangeo villages in North Morotai Sub-district whose houses were destroyed on 15 September. The Government reported that the situation in those areas is now back to normal.

Population Movements

Last Thursday (19 Sep.), 874 people (340 households) returned to Soatubaru Village in Galela Sub-district from Tobelo Sub-district.

On Saturday (21 Sep.), the Social Welfare Office returned 615 people (140 households) from Ternate to the villages of Salimuli, Tutumaloleo, Bobisingo, Oribale, and Jere in Galela Sub-district. CARDI, UNICEF, and WHO were present at the send off in Ternate.

On Tuesday (24 Sep.), the Social Welfare Office returned 868 people (179 households) from Ternate to Popilo Village and 1,024 people (201 households) to Gorua Village in Tobelo Sub-district. OCHA and CARDI witnessed the send off.

Ternate officials informed OCHA that 95% of IDPs from the villages in North Morotai that were attacked on 15 September have returned home. The government provided food assistance to the returnees.

Assessments

The North Maluku District Emergency Health Task Force and other government agencies conducted an assessment on 18-20 September in the villages in North Morotai attacked on 15 September. The task force were supported by WHO.

Food Security and Agriculture

WVI distributed seeds and tools in Gamsungi, Mede/Popilo, and Gorua villages in Tobelo Sub-district; Mamuya, Soakonora, Togawa, Pune, Simau, Soasio, and Dokulamo villages in Galela Sub-district; Tafasoho, Sabaleh, Ngofabobawa, Tabanoma, Samsuna, Ngaimadodera, Tawai, Takome Gamlamo, Ploly Peleri, and Taksuma villages in Malifut; and Wangeotak Village in Kao Sub-district.

Health

IMC continued its health services in Tobelo, Galela, Kao-Malifut, Daruba, Bere-Bere, and Posi-Posi Rao Island. IMC mobile clinics and consultations were attended by 1,723 patients.

In Kao-Malifut Sub-district, IMC conducted health education on malaria in Jati Village with 40 participants, health education on pneumonia in Tobulamo Village with 47 participants and in Sangaji Jaya Village with 22 participants, and training for TBA (Traditional Birth Attendance) attended by 20 TBAs in Kao. At the TBA training, IMC also distributed TBA kits.

In Tobelo Sub-district, IMC conducted TBA training in Kakara, Wari, Gura, Tomahalu, Kakara B, Pitu, and Wosia villages with 25 participants and distributed the TBA kits. IMC also conducted training for 4 cadres in Kakara village. In Galela Sub-district, IMC trained 12 TBAs and distributed TBA kits.

Water and Sanitation

CARDI conducted monitoring of its approved water and sanitation projects in Gamlenge, Gualao, and Toguraci villages in South Jailolo Sub-district, and in Durian/Sofifi Village and Kusu/Somadohe Village in North Oba Sub-district.

Shelter and Non-food Items

WVI implemented the PLA (Participatory Learning and Action) for its Roofing Programme in Tataleka, Gamlehe, and Domato villages in South Jailolo Sub-district, Limau and Dodowo villages in Galela Sub-district, Pilowo Village in South Morotai Sub-district, and in Tilei and Raja villages in Western South Morotai.

Education

VI distributed wall paint for 5 elementary schools in Tobelo, 5 elementary schools in Kao Sub-district, and 5 elementary schools in Malifut Sub-district. WVI also distributed school uniforms for elementary school students in 3 schools in Galela Sub-district and 1 school in Malifut. The INGO also distributed textbooks in an elementary school in Malifut.

Economic Recovery and Infrastructure

WVI continued monitoring its OFDA funded projects in Galela, Tobelo, Kao, and Malifut sub-districts and transported sand for MCK and well projects in Talapao and Tafasoho villages in Malifut.

Other

Community leaders and government officials from South Morotai that visited IDP camps in Manado and Bitung last week have returned after briefing IDPs there of the conditions in South Morotai. Their visit was facilitated by CARDI.

Cordaid conducted capacity building training for its local NGO partners in Sidangoli from 23 - 28 September.

WVI conducted Commodity Training, Logistic and PLA for its staffs in Tobelo from 19 - 21 September.

6. PAPUA

General Situation

The media reported that a leader of the Papua-based Institute for Human Rights Study and Advocacy (Els-Ham), John Rumbiak, said on Wednesday (25 Sep.) that army soldiers from the Kopassus Special Forces were involved in the fatal ambush on employees of the Freeport mine on 31 August. Army Chief of Staff Gen. Ryamizard Ryacudu denied the allegations.

7. WEST TIMOR

General Situation

Clashes occurred in several places in the province in the past week. A clash over land dispute erupted in Kuanfatu Sub-district in South Central Timor between villagers of Kakan and Kuanfatu, during which 24 houses were reportedly burned down. Another incident following village borderline dispute broke out in North Central Timor District when villagers of Nioala launched an attack on Oetalus Village, forcing 28 families (212 persons) to be displaced. A clash over land issue was also reported in East Flores between villagers of Tobi and Lewokelen where two people were reportedly killed. An assembled bomb was reportedly detonated on Monday (23 Sep.) in Tobi Village. It is believed to be a retaliatory attack from villagers of Lewokelen.

Population Movements

Satlak PBP of Belu reported on Wednesday (25 Sep.) that it relocated 11 families (61 persons) on 18 and 19 September from several refugee camps in Atambua to a settlement site in Fatubaa, Belu.

A meeting on local settlement plan and its information campaign for the settlement of East Timorese refugees was held from 23 to 24 September in Kupang. The meeting was attended by Satkorlak PBP, other government officials, Bakornas PBP, various NGOs, UNDP, UNHCR, IOM, WFP, and OCHA.

UNHCR Dili reported 23 persons returned to East Timor from 20 to 26 September.
