1. ACEH (Nanggroe Aceh Darussalam)
General Situation
At least 6 people - 5 civilians, and 1 alleged GAM member-were killed in the province
during the week, according to news media.
News Media reported Coordinating Minister for Political and Security Affairs, Susilo
Bambang Yudhoyono, travelled to Aceh from 25 to 28 September to review the latest
security developments in the province. The Minister pressured GAM to immediately
resume peace talks that, he said, would continue in the middle of October in Geneva
through facilitation of the Henry Dunant Centre (HDC).
The Local Serambi reported that prominent religious figures proposed a cultural
approach as an alternative way for reconciliation between conflicting parties to resolve
the current conflict in Aceh. Both TNI and GAM support the idea, however, GAM
required its implementation only involving the people concerned and would not comply
with any interference from the Central Government. Prominent figures and parliament
members said that they would work on a format known as ishlah that could become a
path to end violence through an honourable Islamic and cultural method.
Population Movement
JRS Aceh reported on Wednesday (2 Oct) that some 11,000 people were displaced
during the past three weeks due to fighting between conflicting parties in 20 villages in
Kluet Utara and Kluet Selatan sub-districts. JRS travelled to South Aceh on from 23
to 26 September to assess their condition and provided emergency supplies to the
IDPs currently located along a riverbank in Kawat Durian village. JRS reported that the
IDPs were suffering from lack of food supplies, access to clean water, shelter, and
health disorders (mainly children).
Health
SC US, from 30 September to 4 October, conducted Positive Deviance Initiative (PDI)
workshop training for 18 of their staff in Sabang Island. The workshop aimed at training
societies in using an approach to identify epidemic health problems and develop
programmes or scenarios that could solve the problems by themselves.
A health sectoral meeting between international and local NGOs was conducted on
Wednesday (2 Oct) to discuss the latest development and activities of NGOs related
to health, water and sanitation, and preparation for second phase of National
Immunization Day (NID) scheduled for 9 October. During the meeting, SC US and
UNICEF reported on epidemic scabies disease occurring in Tangse sub-district, Pidie,
recording up to some 10,191 cases from local clinic sources as of last month.
Economic Recovery and Infrastructure
CARDI local partners, Paska and Birata for the resettlement income support
programme, started the procurement of farming and agricultural items for the support
of income generating activities throughout 10 selected communities in the districts of
Pidie, Bireuen and Aceh Utara during the week. CARDI was assessing the needs of
the communities of Seuddoun, Aceh Utara, in order to include them in its ongoing
programme.
CARDI local partners Panglima Laot, Sue Support Group (SSG) and Muhammadyah
conducted participatory assessments throughout the 3 selected communities in the
districts of Aceh Besar, Bireuen and Aceh Tengah for their livelihood programme. In
addition, CARDI local partners started developing project proposals for income
generation activities to be implemented for the targeted communities.
2. MALUKU
General Situation
According to Koran Info, Maluku's Governor, Saleh Latuconsina, told reporters on
Monday (30 Sep.) that the election for Governor and Vice Governor, originally set for
this November, would be postponed indefinitely. The election would be delayed until
there is further instruction from the Central Government, Latuconsina added.
Latuconsina also mentioned that a caretaker would be directly appointed by the
President to fill in the position until the election for a new Governor takes place.
According to Ambon Ekspres, members of DPR (People's House of Representatives)
Commission VIII arrived in Maluku on Wednesday (2 Oct.) to monitor developments in
Maluku particularly in sectors of human resources, research and environment
(mining). The 12-person team from Jakarta, led by Irwan Prayitno, held a meeting with
the Provincial Government staff-including the Governor, to discuss utilising Maluku's
natural resources. They also discussed budget allocation in the 2003 National Budget
(APBN) for provision of electricity in villages throughout Maluku. Koran Info announced
the visit of East Nusa Tenggara's Police Chief, Brig. Gen. Jacky Uli, on Wednesday (2
Oct.). To avoid repercussions of TNI-Police fighting in Binjai, North Sumatra, Uli met
with his troops that were appointed in Ambon and advised them to maintain tight
coordination and cooperation within the police force and with fellow colleagues in TNI
throughout their task in Ambon.
Health
IMC conducted 181 consultations in Wamsisi Village, 380 consultations in Leksula
Town, Buru Island, 85 consultations in Taniwel Village, 75 consultations in Tehoru
Village, 220 consultations in Werinama Village, 150 consultations in Wahai Village,
328 consultations in Kobisonta Village, and 374 consultations in Masohi Town, Seram
Island, from 26 September to 2 October.
MSF-B conducted 670 consultations through its Mobile Clinic Programme in IDP
Camps in Ambon Island throughout this week. MSF-B also sent a team to North Buru
Island from 26 to 29 September and conducted 66 consultations in Deboway and
Debu Villages, 60 consultations in Wanbasalahin Village, 60 consultations in
Waepsalet Village, as well as visits to Waeflan and Tifu Villages.
Water and Sanitation
TNI Armed Battalion 2 conducted social services together with the local community in
Galala and Gonzalo-Waihoka Areas in Ambon on Sunday (29 Sep.). In Galala, TNI
and local residents cleaned up the road along Galala to Halong. In Gonzalo, military
troops in the area helped local residents build a dam to store clean water supply for
residents.
Mercy Corps funded a local partner to rehabilitate 13 wells in Jikumerasa Village,
Northeast Buru Island, and to build a water pump system that would benefit 1,468
IDPs and local population in Batu Tagepe Area in Ambon Island, on Saturday (28
Sep.). They also funded a local partner to rehabilitate the water system in Alang
Village, Ambon Island, for 1,097 IDPs and local population, on Monday (30 Sep.).
Shelter and Non-food Items
Mercy Corps funded a local NGO based in Seram Island to rehabilitate shelter for 368
IDPs living in Trana-Lesluru Area, TNS (Teon Nila Serua) sub-district, Seram Island on
Sunday (29 Sep.) Together with a local partner, Mercy Corps provided shelter for 53
returnees living in Kilometre 9, Kilometre 12 and Kilometre 14, Amahai sub-district on
Tuesday (1 Oct.). Mercy Corps also sent a team to Kairatu sub-district, Seram Island,
from 1 to 3 October to monitor its shelter project.
Education
CARDI conducted a workshop on Wednesday (2 Oct.) with 23 youths and youth
leaders of both Muslim and Christian communities from Tulehu, Hila, Wayame,
Passo, Halong and Pohon Mangga, Ambon Island, for presentation of the education
programme to be conducted in these areas, to assess the needs of the community,
and to discuss future collaboration in the education sector.
Mercy Corps funded a local partner on Saturday (28 Sep.) to rehabilitate schools in
Kilometre 12 and Kilometre 14 Areas in Seram Island that would benefit over 100
returnee families. Mercy Corps sent a team to Kairatu sub-district, Seram Island, from
1 to 3 October to monitor its school rehabilitation project.
UNICEF sent a team to Buru Island from 27 September to 4 October to socialise its
education programme for Buru District Education Department authorities.
Economic Recovery and Infrastructure
Mercy Corps funded a local partner on Monday (30 Sep.) to begin a revolving fund
fisheries project for 30 fishermen and local traders in Leahari Village, Ambon Island.
Mercy Corps also sent a team to Kairatu Sub-district, Seram Island, from 1 to 3
October to monitor its micro-credit projects. On Tuesday (1 Oct.), Mercy Corps
conducted a one-day compliance training, and on Wednesday (2 Oct.), they
conducted a one-day workshop on micro-credit project design and implementation for
20 local NGOs based in Masohi Town, Seram Island.
Other
SC UK conducted a one-day children's workshop on Wednesday (2 Oct.) in its
Children's Resource Centre in Ambon Town, involving 62 elementary school children
and 10 teachers from both Christian and Muslim communities. The workshop,
consisting of educational games and children's art performances, aimed at endorsing
interaction among children of both communities and to raise children's rights
awareness. The workshop will be an ongoing weekly activity.
3. NORTH MALUKU
General Situation
The Autonomy Evaluation Council (DPOD) recommended to the DPR RI that three
new administrative regions proposed by the North Maluku Government, namely North
Halmahera, South Halmahera and Sula Island meet the criteria to qualify as new
districts. The DPR RI will debate the bill and it is expected that the new districts will
be approved by the end of November 2002.
The Central Government has rejected the nominations for the gubernatorial elections
and has requested the Provincial DPRD to review the candidature list. The DPRD is
expected to make a decision on the new nominations by Monday (7 Oct.). Meanwhile
demonstrations by local university against the DPRD continue but no incidents have
been reported.
Population Movements
On Friday (27 Sept.), the Government moved 1,420 people (from 306 families) from
Ternate to Gorua village Tobelo sub-district. On Tuesday (1 Oct.), 873 people (from
190 families) were also returned from Ternate city to Gorua village Tobelo sub-district,
while 1,645 people (from 385 families) were moved to Papilo village Tobelo
sub-district. The Provincial Social Affairs Office also reported that 1,650 people (from
370 families) were returned from Tobelo city to their village in Duma village Galela
sub-district.
Food Security and Agriculture
WVI completed their seeds and tools distribution programme during the past week.
The distribution carried out from August to the end of September benefited 4,000
families in Malifut, Kao, Tobelo and Galela sub-districts.
Health
IMC continued its mobile clinics and consultations in Tobelo, Galela, Kao-Malifut,
Daruba, Bere-Bere and Posi-Posi Rao Island. IMC is also continuing with the
rehabilitation of Dokulamo Pustu in Dokulamo village and Polindes in Igobula village,
both in the Galela sub-district.
WHO accompanied local health authorities to Batang Dua Island in Ternate
Municipality and Weda sub-district Central Halmahera district to monitor the second
round of the National Immunisation Day (NID)
Water and Sanitation
CARDI conducted a mission to Soakonora Village, Jailolo sub-district to evaluate
proposals for water provision. CARDI continued monitoring its ongoing projects in
Jailolo Selatan and Oba Utara sub-district.
Shelter and Non- Food Items
CORDAID had a coordination meeting with its local NGO Consortium members for the
implementation of its housing program.
Education
The Education office in Ternate started distribution of UNICEF's 'School in a Box'.
UNICEF is now working to identify beneficiaries for its second shipment of 'School in a
Box' that is expected to arrive next week.
Economic Recovery and Infrastructure
WVI continued monitoring of its OFDA funded projects in Galela, Tobelo, Kao and
Malifut sub-districts.
Others
CARDI reported that its media campaign in North Sulawesi broadcast 6 media
campaigns and aired 6 television shows on the issues regarding IDPs, the returnee
process and government assistance, in Manado area. CARDI officially ended its Go
and See Visit programme on 30 September.
IRD started its operations in North Maluku during the week.
4. PAPUA
Others
The Jakarta Post reported on Tuesday (Oct.1) that a coalition of NGOs urged the
United Nations to send a rapporteur to investigate the Freeport ambush that killed two
Americans and one Indonesian.
5. WEST TIMOR
Population Movement
Satlak PBP of Belu relocated a total of 956 refugees from various refugee camps in
Belu to settlement sites in the same district during the month of September.
With support of IOM in transportation, Satkorlak PBP facilitated the return of 115
refugees to East Timor during the month of September.
Food Security
A provincial government's coordination meeting on area development (Rakorbang) was
held on Thursday (26 Sept.) in Kupang, during which it was revealed that eight
sub-districts in South Central Timor are in food deficiency situation.
Head of Food security office of Alor, Ir. Yohanis Francis said on Saturday (28 Sept.)
that based on the reports from sub-district heads and result of assessment by a
monitoring team, 48 villages in Alor were identified to be at risk of facing food shortage
following crops failure. Head of Sub-Dolog of Belu, Hendrik Ndaumano also reported
on the food deficiency situation in Central Malaka sub-district in Belu and added that
the villagers did not make the most of the subsidised rice distributed by the
Government through Raskin operation.
Health
CWS continued its supplementary feeding programme in villages of Angkaes,
Waideruk, and Bakiruk in Belu.
JRS conducted supplementary feeding on 1 October for 300 children at refugee
camps of Sukabitetek and LP3T in Belu. It also distributed toothbrushes and
toothpastes for the children after the supplementary feeding.
CARE was conducting an OFDA funded nutritional assessment targeting children of 6
- 59 months old in one sub-district in SSouth Central Timor and two sub-districts in
Belu. The analysis of the assessment is expected to be completed by 7 October.
MSF-H has phased out its activities in Kupang but will still maintain its presence in
Belu district. MSF-H has been present in Kupang, West Timor, from May 2001.
MSF-H had programmes in Kupang camps and ran activities such as vaccination
campaign and water and sanitation.
Education
Collaborating with Vocational State High Schools in Kupang, CWS began its third
class of trainings for refugees in Kupang on Wednesday (2 Oct.). A group of 20
women from Naibonat and Noelbaki camps will attend 32 sessions of needlework
training and a group of 20 men from Naibonat and Noelbaki camps will attend 40
sessions of carpentry training.
6. OTHER
General Situation
In South Sulawesi, Kompas in Makassar reported that following the discovery of a
corpse, an inter-communal clash between two neighbourhoods occurred in the village
of Lawewe in the Baebunta sub-district of North Luwu (around 300 km from
Makassar), South Sulawesi. The clash occurred on Monday (30 Sept.) at around 0500
local time, resulting in one death, three people suffering serious injuries and at least
37 homes being torched.
