1. NATURAL DISASTERS
The Jakarta Post reported Wednesday (4 Sep.) that at least three people have died
and 60 more are suffering from respiratory problems as thick haze from forest fires
burning out of control continues to engulf Palangkaraya, the provincial capital of
Central Kalimantan.
The Meteorology and Geophysics Agency (BMG) announced on Thursday (5 Sep.)
that half of Indonesia would have a prolonged dry season this year, meaning that crop
failures and forest fires were likely to continue.
2. ACEH (Nanggroe Aceh Darussalam)
General Situation
At least 27 people-13 civilians, 1 police officer, and 13 alleged GAM members-were
killed in the province during the week, according to news media.
The Legal Aid Foundation issued a report stating that since January this year, 974 of
3,503 civilian victims of the on-going conflict have died. Head of the Foundation's local
chapter, Rufriadi, specified that there have been 1,486 cases of torture, 223 people
missing, and 820 people illegally arrested.
News media on Thursday (5 Sep.) reported that during the week unknown armed
groups shot dead at least 5 high school students in two separate incidents in Bireuen
and Pidie. Two of the students were 16 and 17 year-old females taken off a public
transport on the way to school in Pidie and later executed 200 metres from the
kidnapping scene.
The Jakarta Post reported that on Thursday (5 Sep.), unidentified gunmen opened fire
on a convoy of cars carrying Aceh Governor Abdullah Puteh in Simpang Lebue, Blang
Mane, Makmur Sub-district, Bireuen. The North Aceh District Police Chief Adj. Sen.
Comr. Sunardi, was shot in his head and rushed by helicopter to the Bireuen District
Hospital. Security forces blamed the attack on GAM. A spokesman for GAM refused
to comment.
The Jakarta Post reported Thursday (5 Sep.) that the peace talks between the
government and separatist Free Aceh Movement (GAM) slated to be held in Geneva
on 5 September has been delayed and no new date has been set.
Assessments
A UNICEF consultant evaluating the effect of its peace education project implemented
through NVI visited and observed 14 schools in Sabang, Sigli (Pidie), Bireuen, and
Lhokseumawe (North Aceh) this week.
Health
SC US organised series of meetings in 27 villages in Tangse Sub-district, Pidie, while
conducting a familiarisation campaign of its Coming Home Programme and needs
assessment from 26 to 31 August, with the participation of some 400 local settlers.
Health problems identified in the meetings were high prevalence of scabies (95%
amongst children), limited posyandu activities, and insufficient drinking water supply
in 14 villages. SC US reported that health workers (midwives) were not present in
assigned posts (similar to the case in Pulo Aceh Sub-district) and
pregnancy-monitoring services were poor.
Two senior SC US local staff members attended a Programme for Appropriate
Technology in Health (PATH) organized by USAID in Jakarta and received training in
Positive Deviancy (PD) applications from 23 to 28 August. The PD methodology would
be utilized during implementation of its programmes.
Health officials, OCHA, SC US, CARDI, RATA, RPuK, and Gardamadina participated
in a monthly health coordination meeting held at RPuK office on Wednesday (4 Sep.)
to discuss the preparation for the National Immunisation Day (NID) on 12 September
and other current health issues.
Education
Central Aceh District Head Mustafa Tamy announced that a new policy for free
education took effect in the district as of 2 September on the provincial education day.
He promised to allocate more funds to repair and improve school equipment and
facilities.
Economic Recovery and Infrastructure
ICMC reported that as of 31 August, 1,033 female-headed households have received
small business and farming items through its programme. ICMC also recently
completed trainings on participatory techniques for conducting community
assessments and finished evaluating current programme activities for 10 of its local
partners in Sabang.
CARDI from 31 August to 3 September conducted trainings on "Financial
Accountability" and "Logistics and Procurement" for its partners-Muhammadiyah,
Panglima Laot, SSG, Birata, and Paska, as part of its livelihood and resettlement
programmes. This week, it also carried out monitoring and evaluation trainings for its
senior local staff related to the livelihood programme.
CARDI on Wednesday (4 Sep.) performed a one-day workshop on strategic planning
for its future programmes in Aceh.
Other
SC US from 27 to 30 August conducted women skills training on handicraft production
for 60 women in 4 villages of Baitusalam Sub-district, Banda Aceh.
Chairman of the Board for Child Protection, Abdul Gani Nurdin, reported on Saturday
(31 Aug.) that some 150,000 children have been abandoned due to the conflict in the
past 10 years. He said that less than 20% of the children were assisted by the
government.
3. CENTRAL SULAWESI
General Situation
Poso District is calm this week although INGOs are advised by the police to travel
only with escorts. Currently there are 3,700 members of the Police and TNI in the
district.
The Jakarta Post reported that the Central Sulawesi Provincial Police declared Rev.
Rinaldy Damanik, a leader of the Central Sulawesi Christian Church (GKST)
denomination, a suspect for alleged possession of guns and ammunition without a
permit. The Church issued a statement saying that the whole thing was a set up.
A reconciliation meeting of some 500 leaders of Muslim, Christian, and Hindu
communities, also attended by local authorities, were held on Thursday (5 Sep.) in
Tokorondo, Poso Pesisir.
Assessments
One of MCI partners intended to do an assessment in Tojo Sub-district on the impact
of an earthquake on 19 August.
Water and Sanitation
Mercy Corps partners completed a latrine facility in Ratolene, Lage Sub-district.
Other
MCI is in the process of establishing an office in Palu. It will continue to operate its
Poso Office as well.
4. MALUKU
General situation
Military Sector Commander for Ambon, Col. Hudawi Lubis, told local media that the
military is committed to maintain security on the eve of the gubernatorial election
process. He maintained that intensive patrols might not be necessary, but warned
that if there is an escalation of tensions, more intensive measures would be
considered.
A bomb exploded in the Mardika sports stadium in Ambon Town on Thursday (5
Sep.), killing three teenage school girls and injured 11 persons, just one day after two
Muslim and Christian neighbouring communities (Sirimau and Baguala) performed a
pela gandong (brotherhood) ceremony. The stadium is one of the few neutral public
areas in the city where both Christians and Muslims do meet for communal sports
and recreation.
Assessments
WFP in collaboration with the Buru District administration is visiting Namlea town,
Buru District, from 2 to 7 September to assess food situation in preparation for a
possible food security programme. During the mission they will be meeting with new
returnees and local communities.
Mercy Corps sent a team to Kairatu, Piru, and far Western Seram on Monday (2
Sep.) to monitor school and shelter projects in those areas it is supporting.
Health
IMC through Puskesmas and mobile clinics, from 26 to 31 August in Buru Island,
conducted 16 consultations in Wamsisi Village and 68 in Waimulang Village. In
Seram Island, IMC conducted 31 consultations in Taniwel Village, 54 in Werinama
Village, 69 in Wahai Village, 57 in Kobisonta Village, and 529 through mobile clinic in
Masohi Town.
MSF-B conducted 575 consultations throughout the week for IDPs in camps in
Ambon Island, where they found new measles cases in Rimba Raya and Larrier IDP
camps. They also discovered a higher number of skin disease at Batu Merah and THR
IDP camps.
UNFPA concluded a 10-day mission in Maluku during which the agency initiated a
Reproductive Health Project targeting IDPs and local communities. The project will
focus on three districts (Ambon, Central Maluku, and South-eastern Maluku) and will
be implemented by the local office of the national Family Planning Agency (BKKBN).
Water and Sanitation
MSF-B's well construction programme in several IDP and vulnerable community
locations in Ambon, Seram, and Buru that started in August 2002 is progressing on
schedule. It completed the construction of one bore hole in "Belakang Kota" IDP
Camp in Ambon Town, and a rain catchment container at "Kampung Wara" IDP Camp
in Ambon Island. Routine repairs and maintenance work on other MSF-B supported
water system installations such as the pipe network in Seram, Pulau Kelang, and
other locations continue.
Education
CARDI visited Waimulang, South Buru, on 1 - 2 September to monitor the
reconstruction of 3 classrooms for a primary school.
Economic Recovery and Infrastructure
Mercy Corps funded a local partner to manage a revolving fund for a fishery project in
Oma Village on Haruku Island for 210 conflict-affected families. The programme
started on Monday (2 Sep.). It also funded a local NGO to organize a two-week
training on economic empowerment in Ambon Island, starting Monday (2 Sep.).
On Monday (2 Sep.), CARDI monitored two economic empowerment projects in South
Buru supported by the organization, one for returnees in Ewiri Village and the other for
women in Mepa Village.
Other
Mercy Corps funded a local NGO to organize social activities for 105 children living in
the Kopertis Camp in Karang Panjang, Ambon Island, starting Sunday (1 Sep.).
5. NORTH MALUKU
General Situation
The Sultan of Ternate, Mudaffar Syah, on Sunday (1 Sep.) announced his withdrawal
from the gubernatorial election of North Maluku. He also resigned from the Golkar
Party where he was a member for 40 years. His surprised announcement leaves only
one nominee, Thayb Armayn, in the race, which may now have to be cancelled, as
regulations require more then one candidate for the elections.
On Wednesday (4 Sep.), demonstrations took place in front of the governor's office
and residence, demanding that the government and the DPRD investigate corruption
allegations against Thayb Armayn, the former provincial secretary and a candidate for
the governorship.
Assessments
CARDI is assessing the feasibility of facilitating visits of local leaders from Morotai to
Manado to give briefings on the local condition in Morotai and to encourage IDPs in
Manado to return.
Population Movements
The Mimbar Kieraha Daily reported that the Social Welfare Office in Central
Halmahera District returned 714 IDPs (183 families) from Tobelo to Oba, Bacan, and
Obi sub-districts on Wednesday (4 Sep.). On Friday (6 Sep.), the Minister of Home
Affairs is scheduled to lead a ceremony to return 870 IDPs (209 families) in Ternate to
their villages in Togoliua and Gamhoku, Tobelo Sub-district.
Food Security and Agriculture
WVI distributed seeds and tools in Seki, Togawa, Soakonora, Soatabaru, Gotalamo,
and Roko villages in Galela, and Tomabaru Village of Kao, and accessed beneficiaries
in villages that have not yet received any assistance. WVI also gave technical
guidance for a fisherman's group in Kao.
An FAO National Consultant this week began field monitoring of its seeds and tools
distribution by its implementing partners in Tobelo, Kao, and Malifut.
Health
The National Immunisation Day started in the province this week with the Health
Office in Ternate leaving for Tifure Island, a remote area, on Wednesday (4 Sep.). It
will be the first intervention by the Health Office to that island in two years.
Water and Sanitation
CARDI have approved a water project in Toguraci Village, Jailolo Sub-district, and a
water and sanitation project in Durian and Kusu villages in North Oba Sub-district.
Shelter and Non-food Items
Cordaid did a two-day survey on its potential construction sites and will include
additional information, agriculture, water and sanitation, health, and economic
activities.
Education
UNICEF launched its "School in a Box" programme on Monday (2 Sep.) in a
ceremony attended by the First Secretary of Education of the Royal Dutch Embassy,
the Director of Kindergarten and Elementary Education of the Ministry of Education,
and UNICEF Emergency Section and Operations Officer, and representatives of other
government offices, INGOs, UN, as well as local teachers.
UNICEF conducted a training for trainers on its "School in a Box" programme from 3
to 6 September. The 40 participants were teachers of schools that received the
"School in a Box" packages. The topics include multigrade teaching, issues specific
to conflict affected children, active learning, and practical application of the "School in
a Box" materials.
WVI continued its reconciliation based school games and matches among students
in 7 elementary schools and 1 junior high school in Tobelo Sub-district, 3 elementary
schools in Galela, and 4 elementary schools in Kao. WVI also had meetings with its
Community Education Board in Tobelo this week. The INGO also collected data to
identify textbook needs for students and teachers in Kao and Malifut.
Economic Recovery and Infrastructure
WVI monitored OFDA funded projects in Galela, Tobelo, Kao, and Malifut.
WVI continued its Infrastructure Commodity Distribution for MCK facilities in Matsa
and Tabanoma villages, a traditional market project in Peleri Village of Malifut, a water
tank in Ori/Bale, a traditional market in Dokulamo Village, and a community centre in
Lalonga Village in Galela Sub-district.
Other
WVI carried out a survey in Tobelo for its children magazine programme.
6. PAPUA
General Situation
Security forces shot dead a suspected rebel during a gunfight on Sunday (1 Sep.) in
the hunt for the armed men who killed an Indonesian and two American
schoolteachers and injured 12 people near the Freeport copper and gold mine. Papua
Trikora Military Commander Maj. Gen. Mahidin Simbolon blamed the Free Papua
Organization (OPM), notably an armed group led by Kelly Kwalik, for the Saturday
ambush on two Freeport buses. Papua police spokesman Commissioner Josef
Iswanto said bullet casings showed the attackers used M-16 and SS1 rifles, standard
issue for Indonesia's security forces. Human rights groups demanded that an
independent team be established to investigate the case, as speculations of military
involvement surfaced. Army Chief General Ryamizard Ryacudu announced on Monday
that the military have detained 15 alleged separatist rebels. National Police chief Gen.
Da'i Bachtiar said Tuesday (3 Sep.) that his men were as yet unable to conclude
whether the perpetrators were OPM members. Papua Police Chief Insp. Gen. Made
Mangku Pastika said on Thursday (5 Sep.) that four U.S. security officials,
accompanied by the U.S. defence attaché chief from the U.S. Embassy in Jakarta,
were visiting Papua.
7. WEST TIMOR
General Situation
At least 21 refugees, mostly women, from Noelbaki and Tuapukan camps came to the
provincial parliament in Kupang on Monday (2 Sep.) to demand the empowerment
fund for refugees promised to them by the district government.
Population Movements
The 23 refugee families who were rejected by the local community in the settlement
site in Ponu, North Central Timor, were returned to their previous camp in Noelbaki
Village in Kupang on Monday (2 Sep.). However, village community leaders came to
the provincial parliament on Wednesday (4 Sep.) to voice their opposition to the return
of the refugees.
IOM (International Organization for Migration) in coordination with the East Nusa
Tenggara Satkorlak and Satlak organized the repatriation of four East Timorese
refugees from West Timor to the border of East Timor. This low number is expected,
because as of 31 August, the Indonesian government no longer disburse any
assistance package to returning refugees.
Food Security and Agriculture
District Head of South Central Timor, William Nope, sent a team last week to assess
food security in several villages in the district following reports saying that the villages
are facing food shortage which could get worse in the next six months.
CRS delivered 600MT of rice to its counterpart's warehouse in Larantuka from 26
August to 2 September for its Food for Work Programme in Larantuka and Lembata.
Water and Sanitation
Oxfam is rehabilitating wells and water resources in Kamanasa Village in Betun, Belu.
The wells and water resources are accessed by both local and East Timorese refugee
communities.
Education
CWS continued its playgroup activity at Tuapukan Camp in Kupang with 300 children
attending the sessions. CWS has just completed the second phase of its vocational
training of carpentry and needlework for four refugee groups at refugee camps in
Kupang.
