Indonesia - OCHA Consolidated Situation Report No. 97
4 - 11 October 2002
1. NATURAL DISASTERS
An earthquake occurred 99km south of Manokwari, Papua on Thursday (10 Oct.) at
17.50 local time, as reported by the Meteorology and Geophysics Agency (BMG) in
Jakarta of 6.4 on the Richter Scale (the US Geological Survey reported 7.1 RS, and
Emergency Management Australia reported 7.1 RS). The epicentre was located at
1.73 S and 134.32 E. The District Head of Manokwari reported 3 people killed, 172
people wounded, and 77 houses destroyed; data on severe and minor damages are
being collected. Satlak of Manokwari have sent an integrated team, including a
medical team to attend to the victims. Road access to the affected 6 sub-districts has
proven difficult due to landslides and fallen trees blocking the roads. The worst
affected sub-district, Ransiki, reported a 3km-long crack in the earth. It is reported
that the sea level rose up to 30cm above normal, and water inundated up to 30m from
the coastal line, and that 1,470 people living in the area have moved to areas that are
considered safe.
Satkorlak PBP in Jayapura plan to conduct a damage assessment with district
departments to the site, and BMG to assess further earthquake activities and
aftershocks. 11MT of foodstuff from the Satlak is on its way to Ransiki, Oransbari,
and Manokwari sub-districts.
Three other earthquakes occurred in Indonesia this week. On Friday (4 Oct.), an
earthquake of 5.6 on the Richter Scale occurred in the Bali sea, 111km east of the
town Singaraja. An earthquake of 5.6 magnitude occurred 44km north of Dompu in the
Sumbawa region, as reported by BMG in Jakarta on Sunday, (6 Oct.) at 22.46 local
time (US Geological Survey National Earthquake Information Centre measured it at
6.0). In West Timor on Wednesday (9 Oct.) an earthquake of 5.0 RS occurred with
the epicenter located 88km west of Kupang in the Sawu seas. No damage or
casualties were reported.
Minister of Environment, Nabiel Makarim held bilateral talks with the Malaysian
environmental minister, Law Hieng Ding at Putrajaya, as reported by the Deutsche
Presse-Agentur. Indonesia appealed to Malaysia and other neighbouring countries on
Monday (7 Oct.) for their understanding and assistance in tackling forest fires, and
warned of further haze likely to continue into the next year. AFP reported on Thursday
(10 Oct.) that haze from forest burning have returned over Central Kalimantan after
several days of rain.
2. ACEH (Nanggroe Aceh Darussalam)
General Situation
At least 21 people - 14 civilians, 1 TNI soldier and 6 alleged GAM members - were
killed in the province during the week, according to news media.
The Jakarta Post Tuesday (8 Oct), quoted Foreign Affairs Minister Hasan Wirayudha
as saying that both parties have agreed to form an independent committee that will
include international field monitors to be present in Aceh. The issue would be
discussed in the upcoming talks between the government and GAM in Geneva.
Serambi local newspaper reported unknown gunmen shot at an Exxon-Mobil
sub-contracted employee in Meunasah Asan village, Samudra sub-district, North
Aceh on Tuesday (8 Oct). The victim's car was later set ablaze. It was also reported
that unidentified persons burnt down two schools and an Education Department Office
on Monday (7 Oct) in Geudong village, Samudra sub-district.
Health
SC US, from 10 to 12 October, will conduct a three-day workshop on "Child-Centre
Activities" for community volunteers from Pulo Aceh and Baitussalam. The purpose of
the workshop is to build capacity and knowledge of the volunteers working with
children in their own communities.
SC US staff, together with their local partners in Tangse, Lampanah, Baitussalam,
Meuraxa, Pulo Aceh and Siyah Kuala monitored activities related to the National
Immunisation Day-2 on Wednesday (9 Oct.) 2002.
UNICEF and OCHA attended the National Immunisation Day-2 ceremony on
Wednesday (9 Oct) officially opened by the wife of the Governor of NAD. Some 300
children were given Vitamin A and measles shots in Neusu Jaya Posyandu, Banda
Aceh. The team also travelled with the Health Department to witness the NID
implementation in Banda Raya and Baiturrahmen sub-districts.
CARDI on 7-8 Oct conducted a monitoring and evaluation field trip to various
water-sanitation sites in the districts of Pidie, Bieuren, and Aceh Utara, accompanied
by USAID/OFDA representatives from Washington and Jakarta.
Education
UNICEF and OCHA, with the Provincial Education Department, visited an elementary
school in Lamceut village, Darul Imarah sub-district, Great Aceh on Wednesday (9
Oct) to inspect the use of five 'School-in-a-Box' packages. The school was reported to
be destroyed by fire on 26 June 2002. Students had been studying in teachers'
homes.
Economic Recovery and Infrastructure
Local partners of CARDI's Resettlement Programme are currently finalizing a
database for beneficiaries and communities.
ICMC is currently traveling through West and South Aceh from 9 to 14 Oct with
government officials to socialise the third phase of the female-headed households
programme.
3. CENTRAL SULAWESI
General Situation
A local newspaper, Radar Sulteng, reported on Monday (7 Oct.) of the attempted
smuggling of 3,000 rounds of ammunition, during the Maleo Explosive Material
Operation 2002, undertaken by 200 security personnel on Wednesday (2 Oct.) at KM
Ngapulu in the Pantoloan Seaport. The suspects were found in possession of 2,856
firearms, among other weapons. The Jakarta Post reported on Wednesday (9 Oct.)
that the Central Sulawesi Police are considering a regular screening process of all
people arriving in the province in a bid to foil ammunition smuggling attempts into the
conflict-prone regency of Poso. The provincial police chief Brig. Gen. Zainal Abidin
Ishak said on Monday he had urged the local administration to draft bylaws that would
justify the police and the provincial officials to thoroughly check all outsiders traveling
through or temporarily residing in the region.
Assessments
A high level UN and Government mission visited Palu on Friday (11 Oct.) led by the
Coordinating Minister for People's Welfare, Yusuf Kalla, and representatives from 6
ministries, and Head of WFP and Chief of OCHA from the United Nations. Bakornas
PBP formally handed 13 cars and Rp1.2 billion to the Poso District authorities for
humanitarian operations. The mission held meetings with the Governor, district
authorities, UN Agencies and civil society.
UNICEF ended a short assessment mission to Palu on Friday (4 Oct.) The objective
of the mission was to define, together with education authorities, the beneficiary
schools for 'School-in-a-Box' packages that already have been received in Palu.
Shelter and non-food
Care distributed 88 shelter packages in Madale and Sayo in Poso District, and
provided technical assistance and monitoring of the sites.
As part of the ongoing OFDA Project in Central Sulawesi, from 7 - 9 October, CWS
has distributed shelter materials for 56 households in Malei Village, Lage sub-district,
Poso Regency.
On Friday (11 Oct.) around 94 households in Guntara village, Mori Atas sub-district in
Morowali regency, received cement and shelter tools from CWS for building temporary
shelter.
Health
IMC reopened their health programme after being closed for about a month. Two
mobile clinics operated in Wuasa (North Lore, Poso District) on Tuesday (8 Oct.) and
Thursday (10 Oct.). IMC has recently received a 9-month grant from USAID.
4. MALUKU
General Situation
The UNRC in Ambon late on Friday (11 Oct.) reported a force of about 1000 armed
people (thought to be villagers) from Kailolo on Haruku Island, attacked a neighbouring
village but were repelled by the police. A military force is now being sent to contain
the situation. It is expected that over two thousand villagers of Pelaw have already fled
the village.
Koran Info, a local newspaper reported this week that a local airline company,
"Mandala Airlines" will begin operating flights to and from Ambon. Two other local
airlines "Merpati" and "Pelita" have since been the only airlines operating in this route.
Telephone communication to Ambon has improved this week with services of
'Telkomsel' government GSM provider, linking Ambon to the rest of the country.
Maluku's Chief of Police, Sunarko Danu Ardianto, told reporters last Saturday (5 Oct.)
that an explosive device injured a woman in Kulur village in Saparua Island of Maluku
province.
On Wednesday (9 Oct.) at 08.30 am, a bomb exploded at Batu Gantung Market,
Ambon city, known as a Christian area, injuring five civilians and two military soldiers.
Casualties were taken to Haulussy Hospital and Military Hospital respectively.
Assessments
AcF returned from a one-week assessment in North Buru Island on Saturday (5 Oct.).
The mission discovered the area has drought problems resulting in difficulties of food
security and water supply.
Health
IMC, from 3 - 9 October, conducted 84 consultations in Wamsisi Village in Buru
Island, 582 consultations through its medical programme in Taniwel Puskesmas and
mobile clinic, 47 consultations in Tehoru Village, 57 consultations in Werinama
Village, 98 consultations in Wahai Village, 41 consultations in Kobisonta Village, and
141 consultations in Masohi Town, all in Seram Island. Within the week, IMC doctors
are also actively involved in the preparation and implementation of National
Immunisation Week (PIN-Pekan Imunisasi Nasional) in their respective working areas.
On Thursday (10 Oct.), an IMC doctor in Wamsisi Village will conduct Posyandu
sessions and mobile clinic in Waelikut and Waemasing Areas, Buru Island.
MSF B conducted 477 consultations through its Mobile Clinic Programme in IDP
Camps in Ambon Island throughout the week. MSF B sent a team to West Seram
Island on Wednesday (9 Oct.) to conduct medical consultations, as well as
Polio/Measles Vaccination. MSF B also donated 15,000 solo shot syringes to the
Provincial Health Department on 7-8 October for National Immunisation Week.
Mercy Corps funded a local partner to support Government Health Authorities in
conducting activities during the National Immunisation Week (PIN-Pekan Imunisasi
Nasional) in Wayame Village and surrounding areas, where they distributed hygiene
kits for women and toys for children that were vaccinated starting Wednesday (9
Oct.). They also funded a consortium of local NGOs in Masohi Town, Seram Island, to
support the Government in conducting PIN activities in 36 remote villages in 15
sub-districts throughout Central Maluku starting Wednesday (9 Oct.).
A local press Siwalima on Wednesday (9 Oct.) reported that a total of 165,218
children participated in PIN and were given Polio Vaccine for the first phase of
distribution starting Thursday (10 Oct.), exceeding the targeted number of 151,501
children.
Water and Sanitation
MSF B began construction of and completed construction of piped connection and
water points in Lapiaso Area on Saturday (5 Oct.), soak-way in Belakang Kota IDP
Camp on Monday (7 Oct.), and on Friday (11 Oct.) construction of a similar facility in
Wisma Jaya and Sam Ratulangi IDP Camps, all in Ambon Island.
Economic Recovery and Infrastructure
Mercy Corps funded a local partner to distribute seeds and tools to 168 families in
Talaga Pange Area and Air Ali Sub-village, Baguala sub-district in Ambon Island on
Monday (7 Oct.). Mercy Corps also co-sponsored a workshop on Existing Bank and
National Foundations involved in facilitating small and medium businesses in Maluku
for 200 representatives of local banks, Government, small businesses, and local
NGOs on Monday (7 Oct.) in Ambon Town.
Other
Mercy Corps hosted Sphere Training for 30 local NGOs involved in water and
sanitation as well as shelter projects from 8 - 10 October in Ambon Town.
ICMC, together with local partners, returned from a two-week trip to Seram Island on
Sunday (6 Oct.) where they facilitated meetings between representatives of 15
communities and four IDP communities in Piru Village, and with the local authorities
in Masohi Town. They also conducted social services and cultural activities in
Leamahu Sub-village involving over 200 people, in Waitasi Sub-village involving over
100 people, and in Uraur Sub-village involving over 100 people. ICMC also met with
local authorities in Masohi Town for coordination of activities within their ABRM project
(Addressing Barriers for the Return of IDPs in Maluku).
5. NORTH MALUKU
General Situation
The Provincial DPRD has added new names to the list of candidates for the
gubernatorial elections for approval of the Central Government.
On Wednesday, (5 Oct.), the Governor reported that the military have identified the
perpetrators of the attacks on the 3 villages in North Morotai in September. They will
be tried in court.
Assessments
Two short-term experts from UNOPS have been in Ternate for the last two weeks, (31
Sept - 11 Oct), to assess and provide recommendations for housing and infrastructure
programmes in North Maluku. The team will return to Jakarta on 13 October.
Population Movements
On Saturday (5 Oct.), the Government assisted in moving 1,185 people (275 families)
from Ternate to Luari in Tobelo sub-district. The Government has reported that since
March this year more than 4,514 IDP families have returned to their original villages.
Food Security and Agriculture
FAO's programme for seeds and tools distribution through AcF and WVI is nearing
completion. To date 10 sub-districts with 145 villages and 6,957 households have
received the assistance. Beneficiaries were targeted based on established criteria
agreed by local authorities and the INGOs.
ACF is providing a local NGO, SANDRO, 9 complete units of T-21 houses and 6,030
litres of coconut oil for distribution in Tobelo sub-district.
IRD carried out assessments for their supplementary school-feeding programme from
7-8 October in Bacan, Obi, and Gane Barat. The INGO plans to target 4,500
elementary school students in 25 schools in the three sub-districts.
Health
WHO and UNICEF monitored the second round of National Immunisation Day (NID) in
Batang Dua Island, Ternate Municipality, Lata-Lata and Weda in Central Halmahera
District and Loloda sub-district.
IMC continued their mobile clinics and consultations in Tobelo, Galela, Kao-Malifut,
Daruba, Bere-Bere and Posi-Posi Rao Island and treated over 552 patients including
98 IDPs. On Tuesday (8 Oct.), IMC also continued with the UNDP-funded
rehabilitation programme of Dolulamo Pustu and Polindes in Igobula and Lalong, also
in the Galela sub-district.
Shelter and Non- Food Items.
WVI implemented the PLA (Participatory Learning and Action) for their roofing
programme in Ori/Bale village and identified beneficiaries for their roofing programme
in Galela sub-district. They also distributed roofing materials for Tuguraci and Biamahi
villages in South Jailolo sub-district.
Education
The SC UK office in Tobelo is now fully functional, and will work with 10 selected
schools for programme activities during the period from September to December 2002.
SC UK began a teacher-training workshop from 7-15 October for 4 teachers and 10
principals. The training will include active learning methods, child-to-child methodology
and minimum requirements for basic education in conflict areas.
WVI monitored construction of their' Happy House' projects in Gamhoku village and
Togowa, Bale and Soabaru villages in Galela sub-district. The projects will provide
education and play for children in a safe environment. They also monitored schools
under WVI cluster services in Tobelo sub-district and Kao sub-district.
UNICEF carried out assessments in Loloda from 9-11 October for their 'School in a
Box' programme.
Economic Recovery and Infrastructure
CORDAID with Bintem, a local NGO, carried out an assessment in Galao, Loloda
sub-district on Sunday (6 Oct.) for local materials and labour for their infrastructure
projects.
UNDP is finalizing the memorandum of understanding with the Provincial Government
for the provision of materials for the reconstruction of 520 houses for returnees in 9
sub-districts. UNDP this week also successfully carried out the tender process for the
selection of a contractor for the rehabilitation of electric power lines in the Tobelo and
Galela Sub-districts. The Agency also reports that a new incinerator, which it funded,
for the Ternate Hospital has arrived and will be installed soon.
6. PAPUA
General Situation
Four members of the FBI conducted a three-day visit to Papua to enquire about the
ambush killing in August of two Americans and an Indonesian, as reported by AFP.
Indonesia's military police chief said on Tuesday (8 Oct.) that two officers from the
Kopassus (special forces) were the main suspects in last year's killing of Theys
Eluay. Military prosecutors have received dossiers on seven members of the elite
Kopassus.
7. WEST TIMOR
General Situation
More than 2,000 people of Kovalima district in East Timor came to Motamasin in Belu
to attend the opening of a traditional border market on Tuesday (8 Oct.) in Motamasin.
Also attending the opening were Commander of New Zealand Military, Lt. Col, Dean
Baigand accompanied by district and subdistrict officials from East Timor. The people
from East Timor also used this opportunity for reunion with relatives who are still
taking refuge in the subdistrict of Kobalima, Belu.
A working visit led by the Coordinating Minister for People's Welfare (Menkokesra)
arrived in Kupang on Friday (11 Oct.), in which the Minister symbolically delivered to
the Governor of East Nusa Tenggara the contribution from the Japanese government
for health and resettlement projects in West Timor (for East Timorese refugees and
the affected local population). The Coordinating Minister in his speech also announced
the Christmas package for every returning family to East Timor before 31 December
2002, who will receive Rp. 1.5 million (USD166) from the Government of Indonesia.
Ministers of Health, Social Affairs, Resettlement and Regional Infrastructure,
Manpower and Transmigration, as well as the State Minister for the Environment, and
Representatives from the United Nations (WFP Country Director, and OCHA Chief),
BAKORNAS PBP, Military/Police Chiefs, and Central and Provincial Government
Officials visited Kupang.
Population Movement
JRS facilitated a reconciliation meeting for the people of Leohitu origin at Junction
Point Alpha in Motaain, Batugade on Thursday (10 Oct.).
UNHCR Dili reported 4 people returned to East Timor during the period of 1 -10
October.
Food Security
Government officials of North and South Central Timor districts reported to have
received rice assistance from the Provincial Government in anticipation of possible
forthcoming food shortages in the two districts. North Central Timor received 0.5
tonnes rice while South Central Timor received 9 tonnes of rice.
Health
WHO Kupang reported the predominant diseases in West Timor to be malaria,
diarrhea, pnemonia, and bloody diarrhea. As the rainy season is approaching, Health
Office of Municipality of Kupang is closely monitoring and preparing for potential DHF
(Dengue Hemorrhagic Fever) incidence.
JRS conducted supplementary feeding for 120 children in Fatubenao village and
'Pasar Inpres' in Atambua city, Belu on Wednesday (9 Oct.). It also continued the
distribution of supplementary food every Thursday at camps of Wemalae, Tubaki,
Wemer, and Maktihan camps and every Friday at Numfalus camp in Betun, Belu.
Education
CWS began its playgroup activity for children at Noelbaki refugee camp in Kupang
district on Tuesday (8 Oct.). The playgroup is planned for two sessions per week.
8. OTHER
Foreign Minister Hassan Wirajuda told Indonesian reporters on Monday (7 Oct.), that
the government is reviewing the visa-free facility to enter Indonesia and may
discontinue it in a bid to contain misuse, as reported by the Wall Street Journal. The
Indonesian government permits visitors from 48 nations to enter visa-free, and stay for
as many as 60 days.
