1. NATURAL DISASTERS
On Saturday (12 Oct.), the National Geophysics and Meteorology Agency (BMG)
revised the magnitude of the earthquake that struck Papua Province on Thursday (10
Oct.) to 7.6 on the Richter Scale. BMG recorded eight aftershocks, ranging from 5.0
and 6.7 on the Richter Scale, from 10 to 12 October. The six affected sub-districts are
Manokwari, Oransbari, Ransiki, Prafi, Sururei, and Bintuni, of which Ransiki and
Oransbari have been the worst affected.
On Sunday (13 Oct.), in coordination with the Police Department in Manokwari,
General Hospital, Dinas Kesehatan (Health District Office) and the Military set up a
Disaster Operations Centre in Manokwari town.
On Monday (14 Oct.), District Head of Manokwari and Satlak PBP, with a member
from the Indonesian Red Cross Disaster Response Committee (Satgana PMI) and
others embarked on an assessment mission to Rumberpoen Island (sub-district of
Ransiki) and the island of Ransiki, continuing on to Oransbari.
The mission reported that 298 families (1,387 people) have been affected on the
Rumberpoen Island. As houses have been levelled to the ground, the affected people
sought refuge in the mountains using the remains of their houses. The mission
delivered 3 MT of rice, 200 boxes of instant noodles and 200 packets of food
assistance (sugar, biscuits, sardines etc.). According to the mission, 297 families
have been affected and some 260 houses were damaged in Oransbari. In Anggi, the
mission reported on one death and 56 damaged houses.
Access to the affected areas is difficult contributing to a lack of information. To reach
Rumberpoen Island is a four-hour journey on a longboat that is not available daily.
Local Papua press reported on Wednesday (16 Oct.) that the Manokawari Satlak
provided rice, instant noodles, other food assistance, family kits, medicine 250 tents
and 100 sacks of cement.
UNICEF Jayapura reported that the damage in the sub-districts of Prafi and Bintuni
appeared to be minimal. According to a doctor in Prafi, all Puskesmas and Polindes
are functioning. UNICEF Manokwari will send emergency medical kits to Ransiki
Sub-district within 24 hours if requested.
IFRC stated on Thursday (17 Oct.) that a team would be deployed for further
assessments in the affected areas.
The Jakarta Post reported on Tuesday (15 Oct.), the haze covering Central and South
Kalimantan had worsened over the past days. The haze covers all of South
Kalimantan province affecting visibility and also causing health problems for residents.
The city of Palu, Central Sulawesi, is also reported to have been affected by haze,
possibly from forest and paddy straw fires in Donggala and Palu districts
2. ACEH (Nanggroe Aceh Darussalam)
General Situation
At least 20 people - 11 civilians, 1 TNI soldier and 8 alleged GAM members -were
killed in the province during the week, according to news media.
Local Media reported Governor of Aceh stating on Monday (14 Oct.) that peace talks
between GoRI and GAM would continue in Geneva from 27 to 28 October.
According to the Local Serambi on Thursday (17 Oct.), a high level District Education
Department official of Great Aceh was found dead with a bullet in his head and buried
in his clothes, after having been kidnapped by unknown gunmen on 27 September in
Alue Geuntong village, Seulimum sub-district. PMI workers stated that the victim was
killed four days ago. This incident was the first of this kind encountered by the local
education department.
Health
SC US this week conducted a rapid assessment and information gathering on
scabies outbreak in Pidie and Aceh Besar districts, in preparation of 'Integrated
Scabies Eradication' intervention.
SC US completed the nutritional and immunization assessment in Lam Teuba, Great
Aceh. SC US and its local partner, YAS, are currently analysing collected
information.
SC US completed their baseline data collection in 4 'initial' impact areas. Preliminary
data has been submitted and evaluation of the process and data is in progress.
SC US national health consultant is currently working on ToT for facilitators of Basic
Posyandu Course. The training is focused on teaching and community mobilization
methodology combined with spreading the knowledge on immunization, nutrition,
breast-feeding, growth monitoring, health education and sanitation.
SC UC is continuing a III and IV class of the Community Volunteer training preparing
70 participants to conduct psychosocial activities for children and youth in their
villages.
Education
UNICEF and OCHA along with officials of the Provincial Education Department this
week reviewed proposals of the education department related to trainings of
psychosocial activities for primary school teachers.
Economic Recovery and Infrastructure
On Monday (14 Oct.), A CARDI Livelihood team and Panglima Laot, local partner for
Aceh Besar district, participated in a coordination meeting with Bupati and relevant
local government departments. The Bupati office will visit the selected program site
and study the possibility of constructing a short road that would facilitate the
transportation of income generating products in line with the livelihood approach.
A CARDI Livelihood Team 1 and Sue Support Group (SSG), local partner for Bireuen
district, from 15 to 17 October conducted a field trip to the area to revise the local
partner project proposal and selected village sites. Team 1 also met with government
authorities.
A CARDI Livelihood team 2 and Muhammadyah, local partner for Aceh Tengah
district, from 16 to 19 October conducted a field trip to the area to revise the local
partner project proposal and selected village sites. Team 2 also met with government
authorities.
From 10 to 19 Oct, CARDI Resettlement programme partners Paska and Birata
conducted 75% of procurement for income generation activities for 10 selected village
sites in Pidie, Bireuen and Aceh Utara districts.
ICMC traveled to Pidie on Thursday (17 Oct.) for three days to evaluate the past
second phase female headed households programme, providing vocational training for
their partners and conducting procurements for the third phase of the project.
Others
SC US is currently developing a women's bulletin for the women empowerment
programme. SC US is also finalising preparation for vocational skills training in rattan
processing (furniture making) in Pulo Aceh. It is also in the process of distributing
materials required for support group's activities in Baitussalam sub-district.
3. CENTRAL SULAWESI
General Situation
National and local news reported this week that the Islamist group Laskar Jihad has
been dismantled. According to local news reports and the police, the members of
Laskar Jihad in Poso have already started leaving for their place of origin. The police
confirmed that about 50-60 members left by ship from Palu on Thursday (17 Oct.),
while local newspapers reported that over 200 had left. The police have confirmed that
it is monitoring both the withdrawal and the members who are still in Poso (see also
MALUKU and WEST TIMOR sections).
A small bomb was found at the Poso District Courthouse on Wednesday (16 Oct.),
and was diffused by the police soon after. On Monday (14 Oct.), the Governor's office
received yet another bomb threat, but no bomb was found when police searched the
area.
Assessments
According to statistics from the Provincial Department of Agriculture, the conflict in
Poso has caused the damage of approximately 4,700 hectares (Ha) of rice fields, 400
Ha of horticultural fields, and 5,600 Ha of cacao fields. In addition about 2,500 cattle
have been lost.
Health
Two IMC mobile clinics in Lore Utara treated 176 patients consisting of 83 women (2
pregnant women) and 56 children this week. A total of 7 government health staff from
the Wuasas puskesmas assisted in the clinics. IMC staff also monitored the second
round of the PIN (the National Immunisation Week) in Lore Utara. Two of the 14
stations in the area were monitored. These two stations immunized 249 children-
more than the actual number registered. The increase is most likely due to an
increase of IDPs in Lore Utara since the recent violence in August.
IMC conducted three IEC sessions with 190 participants. Topics included antenatal
care, diarrhoea, and the importance of immunization.
Shelter and non-food
CWS Indonesia offices in Palu and Tentena have distributed shelter materials to 339
households in Lage, North Pamona, and Mori Atas sub-districts between 9 October
and 11 October 2002.
Other
Bakornas facilitated a three-day co-ordination meeting for handling of IDPs in Central
Sulawesi between 14 and 16 October in Palu. About 60 persons from Provincial,
District and Sub district level assisted, as well as representatives from local and
international NGOs and UN agencies attended the meeting.
CARE held a three-day security workshop for 60 of their staff from 16 to 18 October.
IMC doctors assisted the workshop with basic first aid training.
4. MALUKU
General Situation
According to a local press Ambon Ekspress on Saturday (12 Oct.), a staff member
from the local Police Headquarters informed that following the Friday 11 October 2002
violent clash among youths of Kailolo and Pelauw villages in Haruku Island, the
security apparatus have established control on the situation and secured the area
from further confrontation.
According to local press "Ambon Ekspress", "Koran Info" and "Siwalima", on Monday
(14 Oct.), a village resident at Sirisori Island of Saparua Sub-district was shot dead in
the forest areas of Maelo Sub-village on Sunday (13 Oct.), by unknown assailants.
The local Brimob Battalion Commander confirmed the incident but suggested that
further comments/enquiries on the subject should be addressed directly to the Maluku
Police Chief Sunarko.
Three local press "Ambon Eskspress", "Koran Info" and "Siwalima" all reported on
Wednesday (16 Oct.), the departure of 700 Laskar Jihad personnel on Tuesday (15
Oct.) on a passenger boat from Ambon City port. According to the press, the
departure followed news that the Laskar Jihad leadership has decided to withdraw
their personnel from Maluku. The organisation also announced that it would close
down their communication forum (see also WEST TIMOR section).
Health
MSF-B conducted 606 consultations through its mobile clinic programme in Ambon
Island throughout the week. MSF- B sent a team to West Seram Island on Thursday
(17 Oct.) to conduct medical consultations, as well as Measles Vaccination.
IMC doctors conducted 21 consultations in Wamsisi Village, 47 consultations in
Leksula Town. They also ran mobile clinic in 3 villages and conducted 93
consultations, all in Buru Island. In Seram Island, IMC doctors conducted 220
consultations in Taniwel Village, 57 consultations in Tehoru Village, 16 consultations
in Werinama Village, 193 consultations in Wahai Village, 43 consultations in
Kobisonta Village, and 605 consultations in Masohi Town. Consultations in Buru and
Seram Island were conducted from 10 to 16 October.
IMC organized a meeting with various parties involved in training of Cadre Health
Worker on Tuesday (15 Oct.). Concerned Government Agencies, UN Agencies, INGO
as well as local NGO attended the meeting.
Water and Sanitation
Mercy Corps funded local partners to provide clean water as part of their water and
sanitation project in Allang village, Ambon Island as well as in Tinitihu village, Haruku
Island on Tuesday (15 Oct.).
Education
CARDI arranged a meeting between youths from Hila, Tulehu, Halong and Pohon
Mangga on Saturday (12 Oct.) to present and explain the organisation's education
project. A total of 88 youths and youth leaders attended.
Other
ICMC team returned from Seram Island on Thursday (17 Oct.) where it facilitated
meetings among IDPs living in Amahai/TNS area of Tehoru sub-district, as part of its
Addressing Barriers for the Return of IDPs in Maluku (ABRM) Project. Meetings and
contacts for up to 80 IDP and local community representatives from seven
communities in Tehoru with local Government authorities in Masohi Town were
facilitated through this project. Following the three-day meeting, the team returned to
Hatumete village (Tehoru sub-district) and sponsored sports activities with 180
children participating from Hatumete and Moso (same sub-district) villages.
5. NORTH MALUKU
General Situation
There has been no progress made for the gubernatorial elections. The Provincial
DPRD is still waiting for advice from the Central Government.
Population Movements
The acting Governor announced that he is hopeful that the Central Government would
approve additional funds to move more then 10,000 IDP families back to their areas of
origin before the end of December.
Assessment
CORDAID in collaboration with the Khairun University in Ternate is undertaking an
agricultural/fisheries survey and needs assessment in North Halmahera. Results of
the assessment will be shared with the Agriculture Department and used for
agriculture projects next year.
From 18 to 21 October, OCHA Ternate will be undertaking a needs assessment of the
three villages in North Morotai that were attacked on 15 September.
Food Security and Agriculture
IRD reports that its stock items for distribution in their school feeding programme have
arrived in Ternate. However, due to administrative problems, the distribution of the
product will be delayed until early November.
On the advice of WHO, the Governor agreed to establish an AIDS Committee for the
Province this week. WHO is also preparing for its water and sanitation training that
would start next week. Staff from all Puskesmas and local NGOs in North Maluku will
attend the training.
IMC continued its health services and mobile clinics in Kao, Malifut, Tobelo, South
Morotai, North Morotai sub-districts and Posi-Posi Rao Island and treated over 594
patients. IMC also carried out training on HIV and sex education in Seki village of
Galela sub-district with 150 participants and distributed 4 Traditional Birth Attendant
kits in Galela sub-district.
ACF carried out health education on malaria in Ranga-Ranga, Kubo, Sawat, Tanjung
Matuting, Tanjung Jere, Bitonam and Lalubi villages East Gane sub-district.
Water and Sanitation
CARDI continued monitoring and evaluating its water and sanitation projects in South
Jailolo and Oba sub-district this week.
Shelter and Non- Food Items
WVI implemented a Participatory Learning and Action approach for its roofing program
in Soatobaru village, Galela sub-district and in Pasir Putih, Tewewang, Gamsungi
Akesahu, and Dum-Dum Pantai village of Jailolo sub-district. WVI also distributed
materials for roofing in Biamaahi, Dehe, Domato, and Akeara villages of South Jailolo
sub-district, in Sabatai Baru and Sambiki village South Morotai sub-district.
CORDAID reported that with its local partners, it would begin the project of
reconstruction of house from November. The project will include a reconciliation
programme in the communities affected. Details of the projects are as follows:

Education
UNICEF is compiling the results of the education and rapid needs assessment for
Loloda taken place last week. The report will be distributed to INGOs and UN
Agencies shortly. UNICEF is continuing to work with the local Education and Social
Affairs Departments to ensure the appropriate programming for its 'School in a Box',
children's right, teacher training, and emergency materials for schools.
WVI distributed wall paint and roll-brushes to 2 junior high schools in Tobelo and
distributed material for their ' Happy House' projects to Gamhoku, SD Inpres I and SD
Inpres II in Tobelo sub-district.
Economic Recovery and Infrastructure
WVI monitored its Community Rehabilitation Project (CRP) in Tobelo, Kao, Malifut
and Galela and socialisation and implementation of its Participatory Learning and
Action (PLA) in their CRP II project in Galela and Tobelo sub-district. WVI also
continued the distribution of infrastructure commodities for a health post in Roko
village, Galela sub-district, implementation of PLA in Gura, Gorua, Luari and Togoliua
village of Tobelo sub-district and in Soatobaru, Seki, Pune, Gotalamo and Seki
villages of Galela sub-district. It also transported materials in Galela sub-district for
health posts in Roko, Ori/Bale and Limau villages, MCK in Soatobaru village, and a
water tank in Soatobaru village.
UNDP's electrification program in Tobelo and Galela sub-district is being finalised with
the successful completion of its bidding procedures. Work will begin soon and the
project is expected to be completed in 4 months.
Others
On Saturday (12 Oct.), 23 Local NGOs had their second monthly meeting at the
UNRC Ternate and were briefed on humanitarian issues in the province by UNICEF,
WHO, FAO and OCHA. CORDAID also attended. The next meeting will be held on 16
November.
On Wednesday (16 Oct.), all UN Agencies and INGOs in Ternate attended a
coordination meeting chaired by the acting Governor.
6. WEST TIMOR
General Situation
Provincial Military Chief, Col. Moeswarno Moesanip said on Thursday (10 Oct.) in
Kupang that the visit of President of Timor Lorosae, Xanana Gusmao to Kupang was
postponed indefinitely. President Gusmao was scheduled to visit West Timor from 20
to 24 October to encourage the remaining East Timor refugees to return home.
In a report to the Coordinating Minister of People's Welfares in Kupang, Governor of
East Nusa Tenggara, Piet Talo stated that the total size of land used by the East
Timorese refugees in West Timor was 2, 593 hectares, in which 1, 927 hectares were
owned by the locals.
Commander of Border Security Taskforce, Lt. Col, Djoko Subandrio said on Saturday
(12 Oct.) in Atambua that many of the refugees are now aware of the need to maintain
security and order in Belu. They understand that possessing firearms is against the
law. Since August 2002, as many as 15 assembled firearms, 8 grenades, and 400
ammunitions were handed over by the refugees to the Security officers.
Some 700 members of Laskar Jihad returned from Maluku to Java aboard a passenger
ship that transited in Kupang seaport on Thursday (16 Oct.). Tight security measures
were taken by the Police at the seaport.
Population Movement
IOM Kupang reported 16 East Timorese returned to East Timor from 11 to 16 October
2002. Among those, 3 persons repatriated from Jakarta on Friday (11 Oct.).
JRS facilitated the come and talk visit of the people from Aiasa, East Timor on
Saturday (12 Oct.) at refugee camps of Turiskain and Haekesak in Belu.
7. OTHER
On Saturday (12 Oct.), two powerful bombs exploded near the Sari Club in Bali,
causing heavy casualties and extensive property destruction. On Monday (14 Oct.),
the Government of Indonesia briefed the Diplomatic Corps and UN Agencies in
Jakarta, reporting 490 casualties, with 182 killed and 309 injured, among them 130
seriously injured. As of Wednesday (16 Oct.), the official death toll stands at 183
people.
As of Tuesday (15 Oct.), Bakornas PBP channelled Emergency Funds (IDR 1 billion)
to the Satkorlak PBP of Bali to cover operational costs. The Medical Crisis Centre
(PPMK) of the Ministry of Health informed OCHA that the Government of Indonesia
have received medical personnel from Singapore, the United Nations in Dili, East
Timor, Australia, the Philippines and others. The Department of Health, National
Search and Rescue Agency and the Indonesian Red Cross (PMI) have provided body
bags, coffins and large refrigerators.
PPMK is currently establishing an inventory of medical supplies and evaluating its
operation for the past few days.
PMI has sixty rapid response volunteers working with medical teams, all from the Bali
branch of the Red Cross. PMI volunteers are also helping Government officials to
clean up the affected sites and assisting the medical personnel to identify the dead.
On Thursday (17 Oct.) OCHA deployed its Emergency Response Officer to Bali to
liase with Government officials, PPMK and other actors on the ground and support
coordination.
