1. NATURAL DISASTERS

A tectonic earthquake with the magnitude of 5 on the Richter Scale occurred in West Timor, 42 km southwest of Kupang (10.37S, 123.33E), on Wednesday (11 Sep.). No damages were reported.

Thick haze from forest fires is still blanketing Palangkaraya Town and many parts of Central Kalimantan despite heavy rains over the weekend, forcing airline companies to suspend flights to and from the provincial capital. South Kalimantan also experienced thick haze and the provincial health office distributed 10,000 masks to 10 districts. Haze has plagued Kalimantan Island for more than two months, with the number of people suffering from respiratory problems rising rapidly.

2. ACEH (Nanggroe Aceh Darussalam)

General Situation

At least 16 people-8 civilians, 2 TNI soldier, and 6 alleged GAM members-were killed in the province during the week, according to news media.

Coordinating Minister for Security and Political Affairs Susilo Bambang Yudhoyono said on Monday (9 Sep.) that the government planned to resume peace talks with GAM in late September or early October in Geneva. GAM welcomed the plan.

Health

The National Immunisation Day started without security problems on Thursday (12 Sep.), marked by a ceremony in Deah Glumpang Village, Meuraxa Sub-district, Banda Aceh, where the Vice Governor conducted the first polio vaccination. Representatives from the Health Ministry, SC US, PMI, and OCHA were present. Head of the Provincial Health Office, Cut Idawani, said more than 390,000 under fives would be vaccinated. Idawani expressed appreciation to UNICEF, WHO, USAID, SC US, CARDI, and OCHA for their support.

SC US on Thursday (12 Sep.) travelled to Banda Aceh, Aceh Besar, and Pidie to monitor the implementation of the polio vaccination. It also provided trainings during the week for volunteers in Tangse of Pidie, Seulimum and Pulo Aceh of Aceh Besar, and Meuraxa, Baitussalam, and Syiah Kuala sub-districts of Banda Aceh, about vaccination technique and reporting.

Economic Recovery and Infrastructure

In September, ICMC started a programme providing vocational training and economic inputs for 300 female-headed households in Aceh. Participants in 6 districts will be receiving business skills training, followed by small business start-up items. Local NGO partners are currently conducting participatory community assessments and will attend a planning session for the programme on 17 September.

CARDI provided logistical support, in coordination with the Health Office, for the National Immunisation Day by transporting materials and equipment from the provincial capital to the districts. CARDI assisted in the distribution of 1,700 T-shirts, 2,632 banners, 938 booklets, 3,358 temperature and graph cards, 2,647 posters, and 2,960 Vaccination Post signs.

CARDI conducted trainings on monitoring and evaluation and project design from 9 to 11 September for its partners-Muhammadiyah, Panglima Laot, SSG, Birata, and Paska, regarding the livelihood and resettlement programmes.

3. CENTRAL SULAWESI

General Situation

Palu Airport had to close down for two hours on Monday (9 Sep.) after receiving a bomb threat. Police bomb squad failed to find any signs of explosives. The governor's office also received a bomb threat on Tuesday (10 Sep.). Likewise, no bomb was found.

INGOs and the government are now resuming humanitarian activities in Poso District, although still at a limited level.

Assessments

Two representatives from OFDA/USAID visited Central Sulawesi from 9 to 12 September, where they had meetings with provincial and district authorities and visited IDP projects implemented by international NGOS in Palu Town, North Lore, and Poso. The OFDA team was accompanied by implementing INGO partners.

UN Field Security Officer, Bill Simpson, initiated a 10-day security assessment of Central Sulawesi on 9 September. He is meeting with police and military commanders in Makasar (South Sulawesi), Manado (North Sulawesi), and Palu, and will conduct field assessment in programme areas in Poso District.

Food Security

CARE continued its food distribution in Poso Kota and North Lore in Poso District.

Shelter and Non-food Items

CARE distributed 84 shelter packages in three villages in Poso Kota and Tojo.

Other

Mercy Corps opened a new office in Palu. This office will support the continued operations through the Poso office and also allow MCI to expand to work with partners based in Palu and the Napu Valley in Lore Lindu.

4. MALUKU

General situation

Three Muslim residents (a six-month pregnant woman and two teenage girls) of Kulur Village, Saparua Island, were shot dead on Sunday (8 Sep.) by unknown assailants. The incident resulted in raising security tension in Ambon and prompted retaliation offensives in some areas in Ambon Island. During the day a man was killed and the car he was travelling in was destroyed in Galunggung Suburb of Ambon City. Later in the evening two bombs exploded at Mardika Street near a security check post in Ambon City. No casualty or damage was reported.

The Suzuki IDP Camp in Ambon City, home to 20 families (75 people) was destroyed by fire in the evening of 10 September. Faulty electricity connection was considered the most likely cause. Emergency support is being provided or considered by aid agencies.

The National Police Chief, Da'i Bachtiar visited Ambon on Thursday (12 Sep.) to meet with the Provincial Civil Emergency Board, the local police, and to visit Lapangan Merdeka (where recent bomb blast killed 4 people), and to look at police facilities in Ambon in the wake of recent rise in security incidents.

Maluku Vice Governor, Paula Renyaan, launched the National Immunisation Week in the province on 12 September in a ceremony in Ambon City.

Assessments

MSF-B conducted a health assessment in Siopot and Air Besar villages in South Buru from 10 to 17 September.

Health

UNICEF provided immunisation equipment (vaccine carriers, syringe) to the Provincial Health Office on Monday (9 Sep.) to support National Immunisation Week programme in Maluku.

MSF-B conducted 500 consultations in 20 IDP Camps in Ambon Island from 2 to 9 September, where they also conducted a follow-up of measles cases in Cement Warehouse IDP Camp in Tulehu, in Wainuru IDP Camp in Liang, and in Rimba Raya IDP Camp. MSF-B also sent its outreach team to South Buru from 10 to 17 September to conduct vaccination in Walbele, Labuan, Wamkana, and Wanalut villages. A local health official will join the team in Leksula Town to monitor and assist in the immunisation activities.

MSF-B donated 10,000 solo shots to the Provincial Health Office on Saturday (7 Sep.) to support the National Immunisation Week. It also donated surgical material to Tulehu Puskesmas on Tuesday (10 Sep.).

Mercy Corps, through local partners and in coordination with local health authorities, is participating in supporting the National Immunisation Week Campaign in Ambon Island by providing transportation and logistic support. In Masohi Town, Seram Island, it is participating in the campaign in 15 remote areas, providing logistic assistance, technical assistance, as well as sea and land transport. In Tual, Southeast Maluku, it is providing logistic assistance as well as cool boxes for the local health authorities. All activities began on Thursday (12 Sep.).

IMC from 5 to 11 September conducted 414 consultations through its mobile clinic in Masohi Town, and conducted two surgeries on Friday (13 Sep.) in Masohi Hospital. In other areas of Seram Island it treated 53 patients in Tehoru Village and 45 patients in Werinama Village, conducted 356 consultations in Wahai Village, treated 45 patients in Kobisonta Puskesmas, and conducted 330 consultations in Taniwel Village.

Water and Sanitation

AcF sent a team to West Seram to monitor its water and sanitation construction projects from 8 to 11 September.

Mercy Corps funded a local partner to rehabilitate a water system for IDPs and local population in Soya Bawah Area in Ambon Island on Friday (13 Sep.) and to construct 20 latrines in Kei Besar Island, Southeast Maluku, on Monday (9 Sep.).

Shelter and Non-food Items

Mercy Corps, through a local partner, distributed on Monday (9 Sep.) non-food items for IDPs in Jerili Village, Seram Island, and to returnees in Mun Ohiir, Dangerat, Ngurwalek, and Yeriko villages in Kei Besar Island, Southeast Maluku.

CARDI monitored its shelter projects last Friday (6 Sep.) in an IDP camp in Passo Village, Ambon Island, where it would provide partitions and construct a kitchen for 44 IDPs.

Education

Mercy Corps, through a local partner, organized educational activities consisting of contests in science and arts for children from eight schools of both communities in Piru Village, Seram Island.

Economic Recovery and Infrastructure

Mercy Corps funded a local partner to conduct micro-credit activities in Hila and Mamea villages, Ambon Island, on Thursday (12 Sep.). Together with a Jakarta-based NGO, Bina Swadaya, it also conducted economic empowerment training from 2 to 13 September for over 30 local NGOs in Ambon Town.

CARDI monitored its economic empowerment project in Pelauw, Haruku Island last Friday (6 Sep.), where it distributed seeds and tools as well as training for 50 households.

Other

Mercy Corps, together with PACT, a Jakarta-based NGO, conducted training on organizational capacity assessment for local NGOs and Mercy Corps staff from 10 to 13 September in Ambon Town.

5. NORTH MALUKU

General Situation

The gubernatorial elections continue to dominate public debate in the province. Supporters of the sole nominee, Thayib Armayn, maintained that the election process should continue while others maintained that current regulations require at least two candidates for the elections to proceed. The provincial parliament is now waiting for further advice from the central government.

Population Movements

The Provincial Social Welfare Office told OCHA Ternate that it would facilitate the return of some IDPs to Gorua and Papilo in Tobelo Sub-district on Thursday (12 Sep.). Details are not known yet.

Food Security and Agriculture

WVI distributed seeds and tools in Talaga Pacal and Birinoa villages of Tobelo Sub-district, in Pediwang, Tonuo, Daru, Ngoali, and Soamaetek villages of Kao Sub-district, and in Roko and Soatabaru villages of Galela Sub-district. WVI also identified beneficiaries targeted for similar assistance in villages that have not been assisted, including returnees in Tobelo and Galela sub-districts.

WVI carried out management training for a fishermen's group in Ngofagita Village in Malifut Sub-district.

An FAO national consultant this week made a field visit with AcF to Jailolo, Sahu, and Ibu sub-districts to monitor the seeds and tools distribution that is being implemented by AcF.

Health

A UNICEF Emergency Health Officer and WHO Ternate monitored the National Immunisation Day programme in Jailolo, Sahu, Ibu, and Malifut sub-districts.

IMC continued its health clinics in Kao, Tobelo, and Galela sub-districts and in Daruba and Posi-Posi Rao of South Morotai Sub-district and Bere-Bere of North Morotai Sub-district. The INGO attended 1,122 patients. In Tobelo, IMC carried out refresher training for 4 TBAs (Traditional Birth Attendants) and 5 cadres and distributed the TBA Kits and Cadre Guidelines. IMC also reported that the minor rehabilitation for Dokulamo Pustu and Lalonga Policlinic in Galela Sub-district is nearing completion.

Water and Sanitation

CARDI made a field visit to monitor its on going projects and CBOs in Gamlenge and Gualao villages in Jailolo Sub-district, in Gamente, Tibobo, and Tatawo villages of Sahu Sub-district, and in Durian and Kusu villages of Oba Sub-district.

Shelter and Non-food Items

Cordaid is identifying beneficiaries and has begun procuring materials for its housing programme for 30 houses in Golao Village of Jailolo Sub-district.

WVI carried out assessments for its roofing programme in 2 villages in Southwest Morotai Sub-district and in 7 villages in South Morotai Sub-district from 9-12 September.

Education

UNICEF and a representative from North Maluku Satkorlak attended Emergency Preparedness Training in Jakarta from 11-13 September. UNICEF is also finalising textbook distribution requests for 10,000 children in North Maluku

WVI carried out its on-going education activities in Tobelo and Kao sub-districts. In Kao, WVI distributed textbooks at SD Inpres Kusu in Kusu Village, SD Alkhairat Kao in Kao Village, and SD Negeri Wangeotak in Wangeotak Village. In Tobelo Sub-district, WVI carried out its Play Back Theatre activity on 6, 9, and 11 September, and monitored its school clusters activities from 6-12 September.

Economic Recovery and Infrastructure

WVI continued the monitoring of its OFDA-funded projects in Galela, Tobelo, Kao, and Malifut.

6. PAPUA

General Situation

Kelly Kwalik, a local leader of an OPM group accused by the army of attacking on 31 August a Freeport bus convoy which killed an Indonesian and two Americans, accused the military of carrying the attack in a hand-written statement sent to AFP on Saturday (7 Sep.).

7. WEST TIMOR

Population Movements

Dozens of refugees from the camps of Noelbaki, Tuapukan, and Naibonat in Kupang came to the Provincial Parliament of East Nusa Tenggara on Tuesday (10 Sep.) to reject the construction of settlement houses in the Island of Sumba, as they preferred to be relocated elsewhere in West Timor. They also criticized the government's decision to give priority to military members and civil servants among the refugees.

This week (6 - 12 Sep.), IOM, in coordination with the East Nusa Tenggara Satkorlak and Satlak, organized the repatriation of 78 East Timor refugees from West Timor.

Food Security and Agriculture

Pos Kupang (12 Sep.) reported that villagers of Waimbidi in East Sumba resorted to foraging after running out of food. The villagers went to the nearby bushes to find tubers.
