Indonesia - OCHA Consolidated Situation Report No. 94

1. ACEH (Nanggroe Aceh Darussalam)
General Situation
At least 21 people -- 13 civilians, 2 policemen, and 6 alleged GAM members -- were
killed in the province during the week, according to news media.
The Jakarta Post reported on Friday (20 Sep.) that a British and an American
nationals would likely stand trial in the Banda Aceh District Court on charges of
immigration violations. Scottish researcher Lesley McCulloch, 42, and American
volunteer Joy Lee Sadler, 57, were detained for suspected involvement in separatist
activities while on tourist visas.
Local media reported that 72 stores and houses, including a boarding school, were
burned down on Saturday (14/9) following the killing of 2 Brimob personnel in
Seuneuddon Sub-district, North Aceh. As many as 337 boarding school students are
left with no shelter and it is estimated that the loss from the burning reached Rp28.8
billion (US$3.2 million).
Serambi reported that Army Chief of Staff Gen. Ryamizard Ryacudu travelled to
Peurelak Sub-district, East Aceh, on Wednesday (18 Sep.) to inspect field troops and
view the latest security situation. The General mentioned that the government is still
committed to take firmer actions against GAM.
Health
SC US completed its first aid training of trainers (TOT) in six areas. It trained 243
community volunteers to become trainers in basic life-saving techniques within their
communities.
SC US staff participated in a trauma-healing workshop in Banda Aceh from 17 to 19
September.
SC US is in the process of completing a comprehensive report on the monitoring of
and support for the National Immunisation Day activities carried out on 12 September.
SC US is currently recruiting Posyandu and Community Volunteers in Tangse
Sub-district, Pidie, and Lam Teuba, Aceh Besar.
Economic Recovery and Infrastructure
CARDI Country Director, Herve' De Baillenx, conducted a field assessment mission
from 17 to 19 September in relation to its resettlement income generating programme
in North Aceh, Bireuen, and Pidie districts. Another CARDI mission travelled to
Bireuen and Central Aceh from 18 to 20 September to meet local authorities and field
partners about its livelihood programme.
ICMC conducted a 2-day strategy meeting on 17-18 September with 10 of its partners
on vocational training preparation for beneficiaries of its female-headed household
programme.
2. CENTRAL SULAWESI
General Situation
A bomb exploded at a Christian school in Palu on Thursday (19 Sep.) injuring three
persons, including a policeman.
Assessments
Mercy Corps staff visited Wuasa to do pre-monitoring on two project proposals
received from local NGOs to work with IDPs located in the Napu Valley.
Other
The UN Field Security Officer conducted a one and a half day workshop on security in
Palu on 13-14 September, attended by 35 representatives from international and local
NGOs, the police, and Satkorlak PBP. The UNFSO also continued his assessment in
North Lore, Poso Kota, and Tentena, accompanied by OCHA staff member.
Mercy Corps co-funded a local NGO to hold a two-day communication conference and
workshop on the conflict in Poso District on 13-14 September. This conference,
attended by government officials as well as religious leaders and community-based
representatives, was held in Palu last week. One of its main objectives was to
discuss how to improve coordination among local actors working toward a sustainable
peace.
3. MALUKU
General situation
The Jakarta Post reported that a communal violence erupted on Wednesday (18 Sep.)
in Haruku, Central Maluku, that claimed at least five lives and burned down 300
buildings, including five churches. Sr. Comr. Anthonius Bambang Suedy, deputy chief
of the Maluku Provincial Police, said there was no need to deploy security personnel
to Haruku because the situation was under control. The violence spread to Ambon on
the same day where at least one person was killed.
Unknown assailant wounded a man with a gunshot on Monday (16 Sep.) in Halong
(Suburb of Ambon City).
The military established 10 military posts in Galunggung Area, Batu Merah (a suburb
of Ambon Town and scene of recent violent incidents) on Tuesday (17 Sep.) to
increase security.
Health
Koran Info daily reported that the military provided free health services on Tuesday (17
Sep.) to 300 residents of Air Kuning in Batu Merah Village, Sirimau Sub-district. The
service was conducted to commemorate TNI's 57th anniversary.
MSF-B conducted 646 consultations through its mobile clinic programme for IDP
camps in Ambon Island throughout the week. They also vaccinated 179 displaced
children in Ambon Island on its second phase of measles vaccination in Larier, Rimba
Raya, and Tulehu.
MSF-B outreach team returned from South Buru on Tuesday (17 Sep.) where team
members conducted measles vaccination for 200 patients and conducted 354
consultations throughout the one-week visit.
UNICEF, in collaboration with the local health authorities, conducted Play Therapy
Training for more than 15 Posyandu cadres and teachers in Ambon Town from 18 to
19 September.
In Seram Island, IMC conducted 845 consultations from 12 to 18 September through
its mobile clinic and health services in the Hospital in Masohi Town. It conducted 91
consultations in Wahai Village, where it also conducted polio immunisation for 1,767
children and distributed Vitamin A for 1,585 children as part of the National
Immunisation Week activities. It conducted 733 consultations in Taniwel Village and
116 consultations in Tehoru Village, where it immunised 695 children and distributed
Vitamin A for 624 children. It conducted 41 consultations in Werinama Village, where
it also immunised 822 children and distributed Vitamin A for 733 children. It
conducted 51 consultations in Kobisonta Village.
In Buru Island, IMC doctors conducted 37 consultations in Leksula Town and
Waimulang Village from 12 to 18 September.
Water and Sanitation
Mercy Corps funded a local partner to construct a water system in Heti Village,
Seram Island on Wednesday (18 Sep.). It also monitored water and sanitation
projects in Waimolong, Mamoa, Kasawai, Lauma, and Limboro villages in Seram
Island from 17 to 18 September.
In Ambon Island during the week, MSF-B finished constructing water pumps and
water tanks in Larier IDP Camp, installed a tank in BTN Waitatiri IDP Camp and a
water system support in Belakang Kota IDP Camp, cleaned a well in Suzuki IDP
Camp, constructed latrines and repaired water storage in Ujung Batu IDP Camp, and
finished the construction of shower shelters in Batu Dua IDP Camp.
CARDI conducted monitoring and evaluation of its water and sanitation projects in
Wanath, Mamala, and Tulehu villages in Ambon Island, as well as projects in Namae
Village, Manipa Island in West Seram, on Friday (20 Sep.).
Shelter and Non-food Items
Koran Info daily reported that the first phase of returnee aid distribution in Ambon
Municipality started on Tuesday (17 Sep.) in three different locations. The head of the
municipality's Social Welfare Office, MA Namsa, said 24 families in Kebun Cengkeh,
188 families in Waihakila, and 41 families in Air Besar received Rp750,000 (US$83)
per family member, with a maximum of Rp3,500,000 (US$388) per family.
AcF distributed relief kits from 16 to 17 September for 21 displaced families who were
victims of fire in Suzuki IDP Camp, Ambon Town. The relief kits contain food items
and emergency kits, such as blankets, plastic mats, as well as kitchen and cooking
ware.
Mercy Corps monitored shelter projects in Olas, Kasawai, and Lirang villages in
Seram Island from 18 to 19 September.
CARDI conducted the second phase of monitoring and evaluation of partition and
kitchen construction projects in the Fertiliser Warehouse IDP Camp in Passo Village,
Ambon Island from 16 to 17 September.
Economic Recovery and Infrastructure
CARDI conducted monitoring and evaluation of its economic empowerment projects in
Passo and Waitatiri villages in Ambon Island on Monday (16 Sep.). It also monitored
projects in Kairatu and Waehatu villages, Seram Island, on Friday (20 Sep.).
Other
ICMC sent a team to Piru Sub-district on Tuesday (17 Sep.) and to Taniwel
Sub-district on Thursday (19 Sep.) to arrange meetings among representatives of local
authorities, IDPs, and home village community, as part of its ABRM (Addressing
Barriers for the Return of IDPs in Maluku) Project.
UNICEF conducted information campaign for parents on Saturday (14 Sep.) about
peace-building training for students attending Nurse School in the Military Hospital,
Ambon Town.
4. NORTH MALUKU
General Situation
On Sunday (15 Sep.), three villages with mixed population: Korago, Losua, and
Pangeo in North Morotai Sub-district, were attacked by about 32-armed men. The
attackers systematically moved from one village to another targeting Christian homes
and churches. Over 250 houses, 4 churches and a school were destroyed and many
residents had to flee to the jungle. About 700 people have taken refuge in Bere Bere,
Gorua, and Posi Posi Rao in the same sub-district. The military have deployed troops
to the area and the local Government is providing assistance to the newly displaced
people.
The provincial parliament had an emergency session last Saturday (14 Sep.) to
debate a proposal to reject the withdrawal of three nominees for the gubernatorial
elections. The parliament is now putting forward four pairs of candidates for the
Governor and Vice Governor posts. The Sultan of Ternate, Mudaffar Syah, is now back
in the contest despite his withdrawal. The former provincial secretary, Thaib Armayn,
is on two of the four nominations. The DPRD is now waiting for the Central
Government to endorse the nominations before proceeding further. Voting is expected
to take place before the end of the month.
The elections for the Head of the Central Halmahera District have also become
problematic with all but one nomination left in the contest. The district parliament has
referred the issue to the Central Government.
Students from two local universities have been demonstrating since last Saturday (14
Sep.) at the parliament's failure to move the gubernatorial elections forward and are
now demanding that the legislature be suspended. They demanded that the elections
be suspended until the general elections in 2004.
Population Movements
UNDP and WHO are working on plans to support the return of 16 health personnel
from Manado (North Sulawesi) to Central Halmahera district.
Plans to move 280 families from Ternate to Gorua and Popilo this week were
postponed because of the security incidents in North Morotai.
Food Security and Agriculture
WVI is identifying beneficiaries in Tobelo, Galela, Malifut and Kao sub-districts for its
seeds and tools distribution. WVI is also campaigning for its fishing assistance
programme in South Jailolo Sub-district.
An FAO national consultant has completed monitoring of the Agency's seeds and
tools programme in the province this week. Through its implementing partners, WVI
and AcF, FAO have distributed seeds and tools to 131 villages in 10 sub-districts
benefiting 5,694 households. Under this programme, which is still on going, each
household receives seeds as followed: 5 g chilli, 5 kg corn, 5 kg peanut, 400 g string
bean, 15 g tomato, 15 g eggplant, 25 g cucumber, and 300 g spinach. Beneficiaries
who do not receive eggplant, cucumber, and spinach seeds get 4 kg paddy instead. A
hoe and a machete are also issued to each household.
Health
The National Immunisation Day (NID) programme has reached the post NID activity
where the immunisation for polio and dropping of vitamin A is taken place at every NID
post all over the province.
IMC continue its health clinics in Kao, Tobelo, and Galela sub-districts, Daruba and
Posi-Posi Rao of South Morotai Sub-district, and Bere-Bere of North Morotai
Sub-district.
Water and Sanitation
CARDI has approved a water provision and MCK project in Gamlenge Village, Jailolo
Sub-district, and in Golao in Tauro Village, Jailolo Sub-district for a well and MCK
reconstruction. CARDI is also providing training on environmental health in those
areas.
Shelter and Non-food Items
Cordaid has finalised the quotation for 30 houses in Gulao Village in Jailolo
Sub-district.
WVI implemented the PLA (Participatory Learning and Action) for its roofing
programme in Sabatai Baru and Sambiki villages of South Morotai Sub-district and
campaigning for its roofing programme in South Jailolo Sub-district.
UNDP is finalising its MOU with the government to provide 520 Stimulant Housing Kits
in 9 sub-districts of North Maluku District.
Education
UNICEF is processing the distribution of its "School in a Box" assistance scheduled
for 23 September, and finalising its school list for textbook assistance. UNICEF is
also negotiating with a local NGO for training on "Child Protection and Rights".
WVI carried out training for all its education and magazine facilitators in Ternate.
Economic Recovery and Infrastructure
WVI continue monitoring its OFDA-funded projects in Galela, Tobelo, Kao, and
Malifut.
Other
CARDI will be organizing a visit this week of community leaders and government
officials from South Morotai to IDP camps in Manado and Bitung where they will brief
the IDPs on the situation in their villages.
Last Saturday (14 Sep.), 25 local NGOs had their first meeting with UN agencies at
UNRC Ternate. UNDP, FAO, and OCHA briefed the participants on the humanitarian
situation, the UN's participation and also on the government's returnee plans.
5. PAPUA
General Situation
Gunmen wounded one Indonesian soldier on Saturday (14 Sep.) after they ambushed
a truck belonging to the Freeport mine in Papua. The attack occurred about one
kilometre from the site of the 31 August ambush on two buses that left one
Indonesian and two Americans dead, said Papua Military Chief Maj. Gen. Mahidin
Simbolon.
6. WEST TIMOR
Population Movements
Several village leaders from Noelbaki came to the provincial parliament last Friday (13
Sep.) demanding immediate relocation of East Timorese refugees from the village.
Parliament Speaker Daniel Woda Pale promised to send a team to visit the village.
Locals in Umaklaran told a visiting team of Satlak PBP Belu that they rejected a plan
to relocate East Timorese refugees to their place.
UNHCR Dili reported that 8 persons returned to East Timor from 13 to 19 September.
Satlak PBP of Belu, with support from IOM, facilitated the relocation of 215 refugees
on 11 September and 37 refugees on 17 September from camps in Belu to other
areas in the district, such as Fatuboa, Leosama, Tenubot, Nunfauk, and Metabuik.
Food Security and Agriculture
Forum for Disaster Preparedness and Management (FKPB) held a one-day seminar
on Monday (16 Sep.) in Kupang on food security and human rights. It was attended
by university students, representatives of 26 local NGOs, international organizations,
OCHA, government officials, and community and religious leaders.
