Summary: My take on the question: Why was O'Brien an
officer early in TNG, but always claimed he'd never
been one in DS9?

"Do you want to reconsider, Mr. O'Brien?"
"No, Captain. I never felt like an officer anyway. I
was born to be an enlisted man."
"Then Starfleet will be happy for you to revert to
your peacetime rank. Dismissed, Chief."
"Thank you, sir."
He was grinning when he returned. "Seven years, Keiko!
Seven... bloody... years!"
"What is it, Miles?" She didn't know whether to be amused
or concerned.
His voice took on a patient tone. "Officers are paid by
the month, right? But enlisted men are on an hourly rate."
"So what was that about seven years?"
"Backdated overtime pay!"
