This song has now seen release on the I Might Be Wrong EP. It maybe a live version, but at least it's now been released in some form I suppose. Below is what I wrote about TLW a few years ago:
"what is left to say about this that hasnt already been said on every radiohead website and message board? this is one of the bands best songs and tragically has yet to be released. trying to compare it to another radiohead song is difficult, i suppose you could say 'how can u be sure?' but it is 100 times more powerful than that. basically its a classic love song and was once touted to be the first single from ok computer, even tho its been around for alot longer than that - probably written around 1994-5. the band have tried many times to record it, most recently for kid a and gave up on it. it could feature as a bside for one of the new singles but i think its doubtful. why release such a great song as a bside? it was played live only twice but due to the power of the internet almost everyone has heard it now. you should be able to find both versions on napster...the newer version from the show at tel aviv last year is acoustic and has lyric changes, it is also longer with thom repeating himself more. its still good but i prefer the original which has the synth line running through it."
