Roy's debut as "Arsenal" took place in New Titans #99, just prior to Dick and Kory's ill-fated wedding. Roy came back to the Titans with the sanction of the Feds, though Steve Dayton tried to use his return as a way to cede power from Nightwing. Issue #100 featured Roy in both civilian and heroic dress, and it also reintroduced Lian to the pages of The Titans, sans the red hair of her origin story. She and Baby Wildebeest seemed to hit it off right away...!

Roy's 20 lbs of armour made for a bright, flashy costume...and a lot of noise, according to Nightwing! (See The Teen Titans, "Then and Now" arc by Dan Jurgens). This suit saw Roy through to the end of the run of the New Titans and was also featured in the special issue, "Batman Plus Arsenal."

"Red Arrow" Arsenal with Tempest & Red Star, Artwork by Phil Jimenez
The "Red Arrow" costume was a product of the Jurgens match between his Titans and the orginal team and supplied by Haze, the wicked son of Loren Jupiter. It was supposedly fashioned on Roy's inner-most dream---to be the Crimson Archer, a red replica of his errant former guardian, the original Green Arrow. He protested that the suit did not represent his desires, knowing in his heart that he wanted to be his own man and had been a hero in his own right for many years. Roy wore this suit only briefly, mainly in the Jurgens Teen Titans mini-arc, the JLA/Titans mini-series and at the start of the Arsenal mini-series.

Arsenal shed Haze's vision of his future and opted for a self-designed hybrid outfit which reflected his love and respect for his Native American protector and mentor, Brave Bow. His current sepia and red costume features an arrow adorned with feathers, and the sleeveless look shows off his new tattoo (first mentioned in New Titans 122) which features Diné art patterns, including an image very close to his heart---one of father and child. He's gone from "Long Bow And Cub" to being "Lone Wolf and Cub;" he wears it well!
