Cell was created from the best fighters in the world. Cell was completed a few years after Future Trunks had destroyed #17 and #18 in his time. Cell needed them to become perfect. Seeing Trunks' Time machine, Cell killed Trunks and traveled in the past. Cell finds the androids, and becomes complete. Once complete, he holds a game where he challenges anyone in the world to fight him, or else the Earth would be destroyed. Cell is killed by Gohan.
