 ARTICLE 1               The name for the league shall be:

The "SOUTH SIMCOE WOMEN'S SOFTBALL ASSOCIATION" hereinafter referred to as S.S.W.S.A..

The object of this Association shall be:

a)     To improve, encourage, promote and foster the playing of women's softball in South Simcoe.

b)     To promote and protect the mutual interests of its members.

c)      To institute and regulate competition in softball among its members and arrange such games.

ARTICLE 2               COMMITTEE

The league will consist of the following committee executive members.

1.             President

2.             Vice President

3.             Treasurer

4.            Secretary/Statistician

5.             Past President

ARTICLE 3               ELECTIONS / VOTING POWER

The Executive shall be appointed by election at the first league meeting of each year. Nominations must be made and seconded by an active member. Only one person per team may hold a position on the Executive.

A quorum will consist of the elected Executive and a representative from each team. A vote will stand if it is a majority represented by 50% of the Executive and 50% of the team representatives.

ARTICLE 4               DUTIES OF THE OFFICERS

President             Shall preside at all meetings of the league and the Executives with the usual privilege of office.


Vice President             Shall perform all the duties of the President in her/his absence.

Treasurer             Keeps an accurate record of all the monies received and dispersed through a chartered bank, and will report at league meetings.

NOTE: It is the responsibility of the Treasurer to have the books audited prior to the start of each season.

Secretary/                        Keeps the minutes of all league meetings and Statistician                        administers all correspondence to the league,

keeps records of individual and team registration, league statistics, suspended players, coaches, managers or team officials, league standings and league M. V. P. standings.

NOTE: The Secretary/Statistician will also be responsible for all trophies.

Past President             Sits on the Executive strictly for advice.

 

ARTICLE 5               CONSTITUTION AMPLIFICATION

 

Voting power- all board members (the Executive and one

representative from each team) with the following exceptions have voting power.

1.      A member under suspension may not vote.

ARTICLE 6               ORDER OF BUSINESS

All meetings shall be conducted in the following manner:

1.  Distribution and review of previous minutes

2.      Presidents address

3.      Reports -Treasurer and Statistician

4.      Unfinished Business

5.      New Business

6.      Open to discussion

7.      Adjournment

NOTE: Order of conducting business shall follow the outlined format: issues will be presented/”motioned", motion must then be


"seconded", at which point the issue will be open for discussion and controlled by the President.

ARTICLE 7               RULES OF ORDER

The "Softball Canada Official Guide and Rule Book" (S.C.) current year rules shall apply. All items not covered by this Constitution and Bylaws shall be governed by those rules.

ARTICLE 8               CLARIFICATION AND AMENDMENTS TO THE CONSTITUTION

Any clause in the Constitution may be clarified and defined at any time by a majority vote. Anyone intending to propose an amendment (s) in writing to the Executive at least two (2) weeks prior to the first meeting of each season.

ARTICLE 9               DISSOLUTION

In the event of dissolution or winding-up of the Association, all its remaining assets after payment of liabilities, shall be distributed to one or more recognized charitable organizations in South Simcoe.

 


 

SOUTH SIMCOE WOMEN'S SOFTBALL ASSOCIATION

SOFTBALL LEAGUE BYLAWS -MAY 2000

 

SECTION I                GENERAL

1.                    Not all situations apply to our League Bylaws, therefore the Executive has the right to make new rulings when it will benefit the entire league. The Executive has the power to make decisions in emergency situations.

2.                    Any clause in the League Bylaws may be clarified and defined at any time by a majority vote. Anyone intending to propose an amendment (s) to the League Bylaws must submit their proposed amendment (s) in writing to the Executive at least two (2) weeks prior to the first meeting of each season.

3.                    All team representatives must attend the first meeting and have guaranteed playing facilities by the second meeting. This also applies to all new teams wishing to join the league.

4.a)            Teams shall be deemed active upon receipt of league entry fee of $525.00. This fee includes liability/accident insurance coverages for each team, umpiring fees for the regular season games and new Red Dot game balls. Fee to be paid at the third league meeting.

4.b)            A $200.00 bond will be paid at the second league meeting to ensure signed registration sheets are handed in by the due date of Tuesday June 12th, 2001.

4.                    S.S.W.S.A. requires that all teams be insured. S.S.W.S.A. will be responsible for insuring each team in the league and the cost will be included in the yearly league entry fee.

5.                    S.S.W.S.A. requires participation from all league teams in the league tournament; failure to participate will result in forfeit of Red Dot balls supplied by the league.

SECTION II               REGISTRATION

1.                     Teams are to make sure all their members sign the player registration form, which will be provided at the second league meeting.

2.                    Each team will be permitted to register up to twenty (20) players. It is the responsibility of each team to mail their team registration list to the Secretary/Statistician by June 12th, 2000. Failure to comply with this rule will result in loss of $ 200 bond and all game sheets up to and including June 12th 2001.

SECTION III              TEAM COLOURS

If teams want to change their colours it will be accepted only with the Executive's approval.

SECTION IV             LEAGUE PLAY

1.                  The Executive shall be responsible for the league schedules and team contact sheets.

2.                  The S.S. W.S.A. shall be comprised of teams approved by the majority vote of its members.

SECTION V              PLAYING RULES

1.      Current S.C. rules shall apply and govern league play. The exceptions are outlined in these bylaws, Rules and Schedules.

2.      The wearing of official batting helmets with earflaps and chinstraps will be mandatory around all of the bases.

3.      A "Double Base" will be mandatory by all teams.

4.      No player shall wear metal cleats during league play. Running shoes or rubber cleats are acceptable.

5.      Helmets, mask and chest protectors must be worn by all catchers. It is mandatory for the mask to have a throat protector. All equipment must be worn during pitcher's warm-ups after official start of game.

6.      The "home team" is responsible for the following:

a)                 Ball field is playable and marked prior to the game.

b)                 Provide one (1) new Red Dot game ball and one (1) reasonable second Red Dot ball for each game.

c)                  The "home team" is responsible for having the game sheet made up, completed and signed by the umpires and coaches.

d)                 The winning team is responsible for the submission of the game sheets to the Statistician with postmark of three working days after completion of game played. "Most Valuable players" (M.V.P.'s) must be indicated with first and last name to be eligible. This allows the Statistician to keep up-to-date records.

NOTE: Failure to comply with rule "6 d) " will result in the winning team losing their two (2) points. If the game sheet for a tie game is late, the visiting team will still receive one (1) point.

                        7.            a)            Teams may start with eight (8) players and may finish    with eight (8) players.

b)             Teams starting with nine (9) players may finish with eight (8) players only due to injury .The "re-entry rule" will be extended to allow "re-entry" due to injury .

8.             A player may enter a game regardless of their arrival time providing their name is on the official game sheet.

9.             All games will consist of seven (7) innings with a legal game being declared in accordance with the S.C. rules and the following:

a)            If one team is ahead by 15 runs or more any time after the

3rd inning or 2 % innings for the "home team", and 10 runs or more any time after the 5th inning or 4 % innings for the home team, the "mercy rule" is in effect.

 

b)             If a game is called by officials due to "weather" , the game will be considered complete if 5 innings or 4 % innings for the "home team" have been played. If it is not a complete game it will be replayed from the start.

c)            In the event of a tie at the season end the ranking will be based on the outcome of games played against the respective teams. If it is still tied, a ratio of "runs for" over "runs against" will be the tiebreaker. If the ratio is tied, there will be a "tie breaker game" and umpiring cost will be split between the two teams.

10.             If a game is cancelled, the "home team" must contact the Chief Umpire and the Statistician at least 1 1/2 hours prior to game start. The game must be rescheduled within two (2) weeks of the cancelled date. If both teams cannot agree on a date, the "home team" must notify the Executive and they will reschedule the game; if possible on a neutral diamond or at the earliest possible date.

NOTE: When game is re-scheduled it is the responsibility of the "home team" to reschedule umpires through the Chief Umpire and the statistician, for the new date set.

11.            Only misinterpretations of playing rules may be protested. Reference section 4, rule 11 of the S.C. rules for correct procedures. Protests must be submitted in writing within 24 hours of the protested game, accompanied by a fifty dollar ($50.00) deposit refundable only if the team wins the protest. Only teams involved in the actual game may protest.

12.             Players must participate in five (5) league games in order to be eligible for the playoffs. Player's names must be on the registration list with their signature by June 12th 2001. A player can switch teams after June 12, if they are already insured on a roster and be eligible for playoffs if they have played five (5) games for their new team. However, once a player has switched teams they will not be able to switch back to the team with whom they had originally registered during the season.

SECTION VI             LEAGUE DISCIPLINE

1.      Umpires may eject coaches, players or "helpers" from the game or the park. Further action will be up to the Executive.

2.      Point System:

            WIN 2 Points                                                                                                            TIE 1 Point                                                                                                             LOSS 0 Points

3.      Teams not attending the league meetings will lose the right to vote on issues discussed, and the majority of the teams present will carry. Offending teams will also be subject to a twenty-dollar ($20.00) fine. All games of offending teams will be forfeited, resulting in all possible points being lost until such time as the fine is paid.

4.      Regular season games will start at 7:00 pm & 9:00 pm in Tottenham (or) 8:30 pm in Beeton (or) 6:30 pm & 7:00 pm in Ivy, with a 15 minute "grace" period.

Playoff games will start at 6:30 pm with a 15-minute "grace" period.

SECTION VII                        PLAYOFFS

1.      S.S.W.S.A. consists of five (5) teams whereby the completion of regular season games will indicate standings.  Please see attached playoff format Appendix A.

2.      In the playoffs the point system will be in effect in the best two out of three games. The first team to reach four (4) points will be the winner. In the best three out of five games the first team to reach six (6) points will be the winner.

3.      Playoff games will consist of seven (7) innings. If the game is called by the officials due to safety reasons; the winner will be the team that is ahead in the last completed inning with a minimum of five (5) complete innings. There is no "mercy rule" in playoff games.

4.      If lights are being used and there is no time limit, the game will continue to reveal a winner. If there is a time limit it must be announced prior to game start.

5.      If it is possible to play out a tie in the playoff games, the game will continue until there is a winner at the completion of a complete inning. However, if there is a tie in the potential final game of a series, where one team requires only one point to win the series, the game will remain tied at the completion of the seven (7) innings.

SECTION VIII            OFFICIALS

Home plate and base umpires must be "carded" or "league sanctioned officials" for league game. If "carded" umpires cannot be obtained and both teams agree on official’s chosen, the game can be played with no right to protest.

The method of providing umpires will be decided at the first lea meeting of each season/year. The 2000 season will be covered by "AI McMullen" from the "Tottenham Umpire Pool".

SECTION IX             TROPHIES / AWARDS

Winning teams of the previous season will return their respective trophies at the second league meeting of each year.

Year-end banquet trophies will be awarded according to the Executive decision and available money in the account.
