OOC Biography Remarks:

At around age eight, CDR Alan Dulles was found among the orphans of Klaeston IV during their brutal civil war. He had apparently set up a network of supports and informants to get food, clothing and shelter for the other children and himself. Even though he was older than the others, he had no recollection of his parents, his birth name, birthday or how he came to be on the planet.

Starfleet later evacuated the children and others. Most of the orphans were placed in loving homes. An elderly woman from the Americas came forward to adopt Commander Dulles but she died shortly after taking him and he went to another orphanage, this time in Denmark. Several of the older children like Commander Dulles were not adoptable because the couples that came forward to adopt wanted either very young children or those not suffering traumas from war torn areas with a history of problems or those who had been forced to act as young soldiers.

In 2347, he ended up on the streets in Denmark and was ordered by a judge to attend Dansk Institut for Militære Studier or go to prison. He graduated in the top tenth percentile and got a scholarship to attend the prestigious Académie du Théâtre in Chartres, France. He tried that for two years but decided that was just a pipe dream and would never work so he applied for an appointment to Starfleet Academy. He was accepted and majored in Engineering and Psychology.

In 2358, he graduated from SA in the lower third of his class and was assigned to the USS Potemkin. On the Potemkin, he met a young lieutenant that suggested he try Starfleet Intelligence instead to combine his love for acting and gambling with his engineering skills. Although his scores at the Academy were much lower than normally accepted by SI, his interview and testing went so well at SI that he was permitted in on a trial basis. It didn't hurt that he had no ties to anyone in the galaxy and was willing to go anywhere regardless of risk and so he did.

CDR Dulles has had many ups and downs in his career. Downs usually follow a fallout with a commanding officer and are usually followed with a punch to the face, a trip to the brig, and reduction in pay, rank or both.

IC Remark:

Words of Advice from Vice Admiral Boris Komarov to Captain Phillips:

"For all his bluster, drinking and brawling, he'll do what he thinks the right thing and against all odds and orders. Without that @%%$! we never would have brought down...some ... bad agents. That being said, keep him out of trouble until retirement. He can find his own trouble then or vice versa. Don't let that crusty old curmudgeon fool you. He's very good at what he does which is why he's made a lot of enemies. Never underestimate him or count him out of a good fight. My best advice for you to handle him is don't let him get too drunk on leave and to look out for his right hook. Good luck with him, Captain. You'll need it."
