In the wake of the Tal Shiar's failed assault on Starbase Liberty, remnants of the former Avalonian regime have decided to seize on Starfleet's weakness in the region and launch an assault to reestablish their authority.

  With Starbase Liberty under intense scrutiny from Starfleet Operations Inspectors, Avalonian informants believe that the Avalonian Republic will not have the support of Starfleet if an internal revolt were to occur.  Mistress Claria, the last surviving member of the former Avalonian royal family, orders the use of the recently captured Spearhead and commissions it as HMS Goliath in her fleet.  

  Starfleet Intelligence learns of a serious increase in insurgent activities in Avalonian space which culminates with the destruction of a Starfleet outpost in the Avola System.  This coupled with reports from Starbase Liberty of a presumed commandeered vessel from a private citizen leads Starfleet to investigate.  

  Scout ships reveal the presence of a major buildup of insurgent forces and the Avalonian Republic teeters on the brink of Civil War.  The defeat of the Republic Navy leads Starfleet to lead an expeditionary force to crush the Avalonian insurgency so that the balance of power in the region may be maintained.
