FEATURES: Draco is in all ways every bit the aristocrat. His blood is as blue as the ocean, and he gives an air of authority and command wherever he goes. With his platinum blonde hair and grey eyes, he has the golden boy look, but he is also terribly charming and perceptive. He has the uncanny ability to draw information out of a person, noticing their every twitch or fleck of emotion in their eyes. He is a superb actor, and while he is most often stoic in appearance, and has been described as stiff almost to the point of being like a Vulcan when he does smile it lights up a room. He is quick witted, sharp of tongue, and sarcastic in a debate, and while he is mostly even tempered and collected (especially during a crisis), he can however give off a dangerous aura when provoked.

Draco Locksley IV was born to an aristocratic family in Great Britain. He is the current Duke of Wellington after his fathers demise, and while this afforded him some privilege growing up, it also cost him much when it came to his personal life. His father was an abusive alcoholic, who liked to gamble and spent most of his time traveling. Few knew this side of him, as he was also a prominent member of the Federation Council and most people who knew him thought him to be a very decent and honorable man. Draco to this day still gets total strangers coming up to him, shaking his hand and telling him what a wonderful person his father was.
Dracos mother was a rather cold woman, the daughter of a Federation Ambassador. She raised Draco with an iron hand, insisting he keep up the image of the family, teaching him to walk, talk, eat, drink and even sleep appropriately. Her husbands less than tasteful habits were hidden behind her firm resolve to keep up their image, and she was regarded as something of a matriarch of the family and English society in general.
Both of his parents were sincerely against the idea of Draco entering Starfleet Academy, as they wanted him to become a barrister in the tradition of his father and his father before him. However Draco had little if no interest in law or politics, so he went against his parents wishes and at seventeen was admitted into Starfleet Academy.
His upbringing made him appear cold and distant, so he had few if any friends during his academy years. He studied hard though, and soon pulled a double major in both command as well as intelligence. He spent a year in Command School and another year in intensive intelligence training on Vulcan, where he specialized in infiltration and tactical intelligence gathering.
These skills proved useful upon his first assignment to the USS Merlin, where as an intelligence officer, he was often called upon to use his skills to decrypt messages, attempt rescue missions, infiltrate enemy ships as well as serve to gather any relevant data that could significantly be of use to the war efforts. He was promoted and given high praise by his commanding officers, so much so that Starfleet Intelligence noticed him for the first time, and decided to put his unique skills to good use.
He served as Second Officer aboard the USS Trident, and it was here that his skills as both a command and intelligence major were put to the test. Not only did he have to assume command when both the Captain and First Officer were out of commission, but he engaged in several deep cover operations in which he infiltrated Dominion and Cardassian forces, gathering invaluable information about their movements. Once again, he was promoted for his outstanding service, and Starfleet Intelligence honored him with several decorations for valor.
After some time aboard the Trident, he moved on to the USS Yukon, where once again his command and intelligence skills were put to excellent use. They engaged in heavy combat situations, ending in the destruction of the Yukon when they tried to defend Federation colonies from Dominion forces. Draco aided in the evacuation of the vessel as well as the rescue of the Captain from a Dominion ship. He was promoted and once again, honored for his valor, and he is ready to move on to his next assignment.
On the personal side, Draco has very little use for personal relationships, and probably wouldnt know what to do with one if it fell in his lap. He was not raised with any kind of affection, so outwardly he is cool, collected and almost stoic to the point where one could say he resembled the human version of a Vulcan, though inwardly he is a raging sea of emotions kept under tight control, especially during a crisis. Despite his own emotional hang ups, he is quite adept at manipulating them in others. He has had casual relationships with women, using his charm and skills at manipulation to seduce even the coyest of women, and it is a matter of some arrogance and pride that he can do so, however he has never and would never deliberately hurt a womans feelings.
Draco has made few if any friends, and as his parents were killed two years ago (they were aboard the USS Berlin when it was destroyed by Dominion forces), he has no family either. Why this does bother him in some respects as he hates the feelings of loneliness, he has compensated and ignored this for his work, which he is completely and utterly dedicated to. Starfleet is all the family he needs or so he tells himself.

OFFICIAL REPRIMANDS:
1. Disobeyed a direct order from commanding officer, Admiral Burton not to beam aboard enemy vessel. Lt. Commander Locksley beamed aboard anyway and attempted an unauthorized rescue of his Captain. His mission was successful however Admiral Burton would like it officially noted that the Lt. Commander was exceptionally rude and disrespectful in the manner in which he refused to obey the order.

SPIRITUAL BELIEFS: Draco has very few if any spiritual beliefs. He believes in cause and effect, logic in all things, and holds little regard for superstitions, myths and fables. If there is a god, Draco would probably end up lecturing him or her on the handling of the universe. He has always secretly wanted to meet Q just to see if there truly is another being as arrogant as he believes himself to be.

I have completed my extensive evaluation of Mr. Locksley and while I find him suffering from hypertension and elevated levels of stress, I find him to be in admirable health, though I do recommend he eat more regularly, as his work obsessive habits often include the skipping of meals. He sustained several injuries during the evacuation of the USS Yukon, and several more even when he attempted the rescue of his Captain from Dominion forces, however he has recovered from these injuries admirably and may return to duty pending psychological evaluation.

I have met with Mr. Locksley on several occasions to evaluate him for this report, and I must say he is a rather difficult case. There are times when he is completely stoic, and he is extremely reluctant to talk about his past, his personal life, or more particularly, his parents recent demise two years ago. He also has an aversion to touch which leads me to believe he suffered some kind of trauma in his life that he has not yet disclosed. However, when not discussing personal issues, he is entirely charming and flirtatious, though he has admitted that he avoids personal emotional attachments when possible. As far as his duties are concerned, I find him quite capable, calm under pressure, sharp of intellect and obviously a brilliant strategist and able to manipulate the conversation to his advantage. I find him fit for active duty, though I would recommend that the counselor on board investigates further.
