Biography:

The only child to Councillor Anthony Foster - a representative in the United Earth Republic Senate for nearly 50 years - and Starfleet Officer Annette Foster was born February 24th, 2338. That baby was named Carl who both parents saw had a great deal of potential, in whatever he took his hand to. Carl's interests began very small scale, as he began developing a fascination with Board Games from Earth's 20th Century, Monopoly being his favourite.

 

He did however always want to follow his mother into Starfleet. During his first semester at the Academy, he was transferred through every single department on campus, before he decided which one he liked the most. Taking to the Reed Building (Tactical Studies), he worked his way through the Academy, making sure that his grades were good and his work ready on time. He graduated Starfleet Academy 7th in his class.

 

His Training cruise Assignment was to the USS Galaxy, working on board during some of the early testing stages. He didn't enjoy it, because the Galaxy didn't really do an awful lot. That came to an end with his Graduation from the Academy. So in 2360, he was assigned to the USS Melbourne as an Ensign in the Tactical Department.

 

Three years later, in 2363, he was promoted to Lieutenant JG. In early 2364, Carl was one of the Candidates for the Assistant Chief Tactical Officer Role aboard the USS Kyushu, which he got. That ships Commanding Officer, Captain Paul Simmons had been the Executive Officer during the USS Galaxy Test Program, and had seen the same potential in him that his parents and school teachers had seen.

 

In 2366, Carl got a rare opportunity, and was assigned to the Federations Flagship, the USS Enterprise-D. He served there as Assistant Chief of Security/Tactical Department. He found that he didn't enjoy the job, the Klingon Lieutenant Worf was Security/Tactical Chief, and he didn't get along with him. He also didn't like the Security side to the role, and requested a transfer after 6 months aboard.

 

In 2367, he was assigned to the USS Neversail, as Assistant Chief Tactical Officer. He continued to serve aboard the Neversail until 2371, in the same role. He'd been promoted to Full Lieutenant the previous year. When the USS Mercutio was in need of a new Chief Tactical Officer, Foster became the main candidate. He served aboard the Mercutio throughout the War with the Dominion, taking part in some of the wars Major engagements.

 

During the final engagement of the War, in the Battle for Cardassia, the Bridge took a hit, and a power surge went through Carls Tactical Console, causing it to explode in his face. He was sent into the bulkhead behind him, suffering broken bones and numerous contusions throughout his upper body. Fortunately for him, he wasn't killed, and he received the Purple Heart medal.

 

In 2375, at the completion of the Federation's war with the Cardassia-Breen-Dominion Alliance, he received the Dominion War Service Cluster and a promotion to Lieutenant Commander. During the course of the next four years, Carl began taking an interest in Command, wanting a little more responsibility that was currently his. In 2379, he got his wish, when he was assigned as the Second Officer, a position that he held alongside that of Chief Tactical Officer.

 

In 2380, he was promoted to full Commander. He remained as the Second Officer/ Chief Tactical Officer for two years, before he was transferred to the USS Resolution-A, under the direct Command of Captain Shanna London. Carl looks forward to getting to know his fellow crew members, and meeting Commodore David Carey, Director of Operations for the Annex Sector, who holds his Command on the Resolution.

Personality Profile:

Carl is easy to get to know, and likes to think of himself as quite witty. He's loyal to the uniform he wears above almost all else. The people he considers friends are the only thing that comes above his loyalty to Starfleet. He hopes to one day Command his own Starship, and knows that his new position as Resolution Executive Officer will help greatly in achieving that goal.

Special Notes:

As far as being Executive Officer goes, he's a little uncertain of himself, and unsure of what he can offer in the role. He's also not got much Command Level experience, but he's got his eagerness to learn, and that is enough for the Commander.
