April 21, 2000. All that the Dow has accomplished this week is to rally back to the 20-day moving average on the Daily Dow chart, see below. If the Dow fails to move above 10,857 quickly and convincingly in the next few days, the decline which began April 12 will resume, taking the Dow to test the 10,194 level, which is long-term support on the Monthly Dow chart. The Dow has now put in a perfect Head and Shoulders top on the Weekly Dow chart going back to Sept. 1999.
