To get a victim i think the easiest way is to chat in msn chat rooms and get peoplez addy for msn messanger and send them the server through there.After your victim opens the server youll get a pager from ICQ that looks like this:

*Ok now its time to connect to your victim.Open SubSeven it will look like this:

*Put the IP number from the pager in the IP/UIN: space, put the port number from the pager in the port space and press connect/disconnect.
