This one's the High Hoppin' Hoomdorm.
It's called a Stoomdorm
Above, the outboard "stablizers" or "landing pads;" notice the outside ring is esentially flat on the Japanese version distributed in the US. The Singapore model distrubuted in Australia has a lip, at least for this version. Also, the Tomy logo (on the left) appears slightly larger, although it's difficult to see in these pictures.

Above, the trigger that presses against the ground, releasing air from the pump to drive the legs. On the left, the Japan/US version, on the right, the Singapore/Australian version. Below left shows a stainless type screw with a washer as part of the assembly on the Singapore; the different ribbing on the rear leg is also visible, albeit blurry. On the right, the flat grey finished screw with no washer on the Japanese verion, and the more extensive ribbing.
