There's a 100% chance that you'll get a response, although the only variable is how long it'll take for him respond. Understandably, Seth sometimes falls a bit behind on his fan mail, which he tends to respond to all at the same time. Don't worry, though, he'll answer your individual questions, but maybe not every single one.
I've never heard of Seth not sending photos to people who asked for them, but I have heard of him sending photos to people who didn't ask for any, so I'll take a wild guess and say, "Yes, he'll send you a photo." As to whether or not he'll send you it to you with an autograph, I'm not sure. If you ask him, though, I'm sure he'll sign it for you.

Neither, to my knowledge, are more dependable or prompt. Either way, the letter'll end up in his hands. The only difference between the two is that it'll take Seth longer to get the letters sent to the Warner Brothers Studio address if they're sent after the season wraps up filming and before the next one begins. (In other words, when he's not at the studio.)
Since he's a regular, I'd say every episode. It depends on what his contract is like, really. (The contract specifies exactly how many episodes Seth'll be in.) He may miss two or three to give him time for his other projects, but, likewise, he may miss none at all. He'll definitely be in most of the episodes, though.
