I suggest boneskull.ico for the empty Recycle Bin, and boneskullyell.ico for the full Recycle Bin.

HOW TO INSTALL

I'm afraid you are on your own for this. I have a program that doesn't come with windows that changed my setup, so I do not know how to change the icons on a regular windows machine. If anyone knows, or figures it out, please e-mail and let me know.
